In April 2017, the United Nations General Assembly recognized the importance of micro, small and medium-sized enterprises (MSMEs) for achieving sustainable development goals, especially in promoting innovation, creativity, and decent work for all. At the 74th session of the UN General Assembly, June 27 was designated as "Micro, Small and Medium-sized Enterprises Day" to deepen awareness of the contributions MSMEs make to sustainable development.

 

Micro and small enterprises typically have fewer than 250 employees, but they play a pillar role in most global economies and are crucial in developing countries.

 

Supporting the Development and Progress of MSMEs

 

Since April 2018, United Intelligence Certification Company has continuously participated in the "MSME Quality Management System Certification Enhancement Initiative" hosted by the Certification and Accreditation Supervision Department of the State Administration for Market Regulation. It has successively completed tasks such as leading surveys of enterprises in the metal industry, revising guideline documents, piloting the first batch of MSMEs in 2020, and the second batch in 2021. During this period, the company was repeatedly invited to participate and speak at various MSME quality improvement promotion activities hosted or co-hosted by industry authorities. The "MSME Quality Management System Certification Enhancement Initiative" has achieved excellent results, publishing industry implementation guidelines and multiple outstanding cases at various levels, and was twice recognized by the Administration as an outstanding certification body.

 

From 2019 to 2020, United Intelligence Certification Company led the survey of enterprises in the metal industry and revised guidelines. It authored the "Core Process Implementation Guide for Enterprise Quality Management" in the metal industry, helping Tianjin Zhonghe Yongtai Technology Co., Ltd. and Tianjin Shengjing Metal Products Co., Ltd. identify issues in their production and operations, providing on-site policy guidance and technical support. Both companies' outstanding cases were selected among 11 excellent cases by the State Administration for Market Regulation in 2020.

 

In 2021, United Intelligence Certification Company cooperated with the Tianjin Municipal Supervision Commission to assist local MSMEs in improving quality management. Our company helped Tianjin Qingqi Dalong Electric Vehicle Co., Ltd. resolve a critical process issue that had troubled them for many years. This outstanding case was selected among 20 national excellent cases.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
