Promoting Quality Management Improvement for Small and Micro Enterprises in Tianjin: Joint Standardization Training Held with Zhiyie Certification Company

To effectively carry out Tianjin City's "2022 Micro and Small Enterprises Quality Management System Certification Improvement Action" (hereinafter referred to as the "Improvement Action") and promote the quality management enhancement of micro and small enterprises, on June 28, 2022, United Zhiyie Certification Company organized the first phase of ISO 9001 Quality Management System standardization training. More than 30 participants attended this online standardization training, including relevant leaders from the Market Supervision Bureaus of Beichen District, Wuqing District, Jizhou District, Jinghai District, Binhai New Area, as well as leaders and quality managers from 18 micro and small enterprises.

At the training meeting, Chen Jiadan, Assistant General Manager of United Zhiyie, introduced the achievements of the Improvement Action from 2018 to 2021, focusing on reviewing the highlights and areas for improvement of Tianjin City's previous pilot work; she also shared content on the processes, tools, and key points of quality management enhancement for micro and small enterprises; enabling participants to have a clearer understanding of the goals and key points of this Improvement Action.

Technical expert Xu Jianguo from United Zhiyie, who has participated in and led multiple micro and small enterprise assistance and improvement projects, with three excellent cases selected in the excellent case collection published by the National Market Supervision Administration, provided concentrated training on the ISO 9001 Quality Management System standard at this training. He gave an in-depth, clear, and detailed explanation from the aspects of the standard's background, purpose, structure, and clause contents, combined with years of experience and practical cases in quality management systems, especially emphasizing the understanding of important content and key points for practical operation.

After the training, some relevant leaders from district Market Supervision Bureaus expressed that this training received high praise from all sides. Personnel from the district Market Supervision Bureaus, micro and small enterprise leaders, and others responded strongly with continuous positive feedback, setting a good start for the effective implementation of subsequent micro and small enterprise quality management improvement actions. Representatives from participating enterprises also requested live replay availability to continue studying and understanding the training content repeatedly after returning, striving to let the quality management system help enterprises achieve more significant improvements in the subsequent Improvement Action.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
