On July 5, 2022, Zhangjiakou City held the "2022 Small and Micro Enterprise Quality Management System Certification Improvement Training Conference," where United Zhiyie Certification Company was invited to provide training and promotion on the "Small and Micro Enterprise Quality Management Certification Improvement Action" (hereinafter referred to as the "Improvement Action") for the local Market Supervision Bureau and small and micro enterprises.

This meeting was held on-site, chaired by Yang Xiaoyu, Director of the Certification and Accreditation Supervision Section of Zhangjiakou Market Supervision Administration. Chen Jiadan, Assistant General Manager of United Zhiyie Certification Company, Liu Chunxiang, Headquarters Business Director, and other personnel were invited to attend. More than 100 people participated in the training, including certification and accreditation supervision personnel from various county and district bureaus across the city and leaders of 65 pilot enterprises of the Improvement Action.

At the opening ceremony, Director Yang introduced the background, achievements, and 2022 work requirements of the Improvement Action to the trainees. He emphasized that supervision personnel in each county and district must attach great importance to the Improvement Action, combine it with "serving enterprises" activities to achieve results, and effectively help enterprises improve their quality management capabilities. He highlighted the important role of small and micro enterprises in the national economy and social development, as well as the significance of the Improvement Action, encouraging small and micro enterprises to actively participate, stimulate their internal motivation and vitality, establish a long-term operating mechanism, and enhance market competitiveness.

Since 2018, Chen Jiadan of United Zhiyie Certification Company has fully organized, led, and guided the company and its branches to participate in the Small and Micro Enterprise Quality Management Improvement Action, serving as the leader of the company's Small and Micro Enterprise Quality Management Improvement Working Group. At the on-site training, Assistant General Manager Chen gave a detailed explanation focusing on the significance of the Improvement Action, including an overview of its background, excellent cases, assistance processes, ISO9001 standard, ISO9001 implementation guide, and certification introduction. He also emphasized that the essential attribute of certification is "conveying trust and serving development," known as the "physical examination certificate" for enterprise quality management, the "letter of credit" for the market economy, and the "passport" for international trade. Against the backdrop of coordinating epidemic prevention and control with economic and social development, supporting small and micro enterprises to establish scientifically effective management systems and improve their quality management levels to stimulate their vitality is an important means to promote their high-quality development and an important channel to serve "promoting economic and environmental sustainable development."
This training received high praise from all parties. Relevant personnel from district market supervision bureaus and small and micro enterprise leaders responded enthusiastically with continuous positive feedback. Many small and micro enterprises on-site expressed their hope to participate in the 2022 Improvement Action, setting a good start for the effective implementation of subsequent small and micro enterprise quality management improvement work.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
