On a long workbench lay heaps of wool in varying shades. This was the scene the interview team saw at the Inner Mongolia Autonomous Region Fiber Quality Testing Center in Hohhot. "These are wool samples sent by herders from various places. We will certify their quality grades through our testing to promote the establishment of a quality-price mechanism," said Wang Li, director of the center. The center's testing data and inspection reports have become important tools and bases for improving the quality of the entire wool industry chain in Inner Mongolia.
Driving the entire industry’s high-quality development through key points and chains has become the methodology for Inner Mongolia’s market supervision departments to support characteristic advantageous industries. Siqin, deputy director of the Quality Development Bureau of the Inner Mongolia Market Supervision Bureau, said: "Since the establishment of the '115' working mechanism, we have dispatched professional technical personnel 602 times, conducted in-depth research in 259 enterprises across various industrial chains, and identified 162 common quality issues and personalized service needs of enterprises." Currently, Inner Mongolia has targeted 12 key industrial chains including modern coal chemical industry, biomedicine, and cashmere, carrying out quality improvement actions to drive industrial structure adjustment and upgrading.
Standards determine quality, and high-quality industrial development cannot be separated from high-standard support. According to Jia Haiyan, deputy director of the Standardization Division of the Inner Mongolia Market Supervision Bureau, the "Inner Mongolia Autonomous Region Standardization Regulations" were issued in April this year, providing stronger legal protection for standardization work. The bureau focuses on the entire industrial chain, vigorously builds a high-quality standard system, promotes special actions for benchmarking and upgrading, and the "leader" enterprise standard work, helping enterprises break through technical bottlenecks and play the leading role of advanced enterprises.
Having high standards and high-quality products also requires brands to enhance market competitiveness. The "Meng" mark is a characteristic brand "business card" highly valued by the Inner Mongolia Autonomous Region Party Committee and government. Bi Lige, head of the "Meng" mark special team of the Inner Mongolia Market Supervision Bureau, introduced that in June 2019, the Inner Mongolia Autonomous Region launched the implementation of the "Meng" mark certification and the creation of the Inner Mongolia brand. After three years of effort, a scientific and complete "Meng" mark certification system with distinct Inner Mongolia regional characteristics was established. In January 2022, the Inner Mongolia Market Supervision Bureau began undertaking the task of promoting the construction of agricultural and livestock product brands across the region. In the future, the bureau will take the regional public brand as the main body, product brands as the foundation, leading enterprises as support, and "Meng" mark certification as the guide to promote agricultural and livestock product brand building, enabling the good industries on the grassland to go further.
In addition to serving the rapid development of characteristic industrial chains, Inner Mongolia’s market supervision departments are also striving to improve regulatory efficiency to safeguard a good market environment. "After institutional reform, supervision work involves many points, long lines, wide areas, and large volumes. On average, one supervisor is responsible for 280 enterprises, so efficiency must be sought through technology and management," said Cai Bin, deputy director of the Science and Information Division of the Inner Mongolia Market Supervision Bureau. The bureau developed a risk control app using "five-fixed anti-counterfeiting photo technology" (fixed personnel, fixed time, fixed location, fixed scene, fixed device) to effectively prevent risks. For example, in food safety supervision, food safety personnel can upload photos via mobile phones to the app to complete on-site management of each risk point. Whether the food safety personnel are on site and which risk points are controlled are clearly visible in the system backend. For complex business formats, the bureau further uses IoT technology (smart cameras, sensors, etc.) for real-time automatic capture and alarm, enabling 24/7 online supervision and ensuring greater safety.
Small Sunflower Seeds Reflect Great Quality Power
Near the beginning of the Beginning of Autumn, Wuyuan County in Bayannur City, Inner Mongolia Autonomous Region, resembles a sea of sunflowers. Along the roadsides are endless sunflower fields, with golden, heavy flower heads shining brightly under the sun. Bayannur is located in the heart of the Hetao Plain, with more than 3,300 hours of sunlight annually, providing ample sunshine for sunflower cultivation. Wuyuan County in this city has nearly 100,000 hectares of edible sunflower planting area, making it the largest edible sunflower (sunflower for food) planting county in China. Currently, about 60% of the county’s farmers’ income comes from sunflowers.
"In the past, there were no standards. Farmers planted, cooperatives harvested, enterprises produced, but when it came to the market, good prices could not be obtained," said Chen Haijun, deputy general manager of Sanrui Agricultural Technology Co., Ltd. (hereinafter referred to as Sanrui Agricultural Technology), who grew up planting sunflowers with his parents and witnessed the development of the edible sunflower industry in Wuyuan.
To put edible sunflowers and other green characteristic agricultural and livestock products in Wuyuan on the path of high-quality development, in recent years, the market supervision departments at both the Inner Mongolia Autonomous Region and Bayannur City levels have fully utilized their supervisory functions and technical advantages. Through standard construction and brand cultivation, they have helped farmers and enterprises further recognize the value of quality.
"Since 2021, according to the deployment of the Inner Mongolia Autonomous Region Market Supervision Bureau, we have provided standardized services for the sunflower industry in Bayannur City." Hou Min, Deputy Director of the Resource Ecology Standardization Research Institute of Inner Mongolia Institute of Quality and Standardization (hereinafter referred to as Inner Mongolia Quality and Standardization Institute), said that besides helping enterprises improve their corporate and product standards, they focus more on helping the Wuyuan sunflower industry establish a full industry chain standard system. "Only when every link meets high standards can the final product be of high quality."
As a company specializing in the research and development of sunflower seeds, Sanrui Agricultural Science and Technology has developed SH361 and other sunflower seeds suitable for the Chinese market, but over the years has suffered significant losses due to widespread counterfeiting. Hou Min and colleagues addressed issues such as the lack of a systematic enterprise management standardization system, inadequate quality testing standards, and the absence of a sound intellectual property protection mechanism, formulating standardized solutions for the company and providing reference for the development of high-quality sunflower seeds.
Currently, Sanrui Agricultural Science and Technology has led or participated in the formulation of multiple standards related to germplasm resource storage, hybrid seed production technology, pest and disease control technology, etc., which has not only improved the quality of the company's products but also purified the sunflower seed market environment.
Focusing on the improvement of the entire industry chain, the Inner Mongolia Quality and Standardization Institute also provided technical assistance to Sanpangdan Food Co., Ltd. (hereinafter referred to as Sanpangdan), helping the company formulate three enterprise standards: "Original Flavor Sunflower Seed Production Process Operation Specification," "Pumpkin Seed Production Process Operation Specification," and "Storage and Transportation Specification." They also provided free sunflower seed sampling inspection and comparative analysis evaluation technical services for characteristic indicators, offering a reference basis for standardizing the production of homogeneous, high-quality sunflower seed products. Currently, Sanpangdan has reduced its annual production, storage, and transportation costs by 800,000 yuan compared to 2020, and the product sampling pass rate has steadily improved.
At present, six key enterprises upstream and downstream of the Bayannur sunflower industry chain have received comprehensive standardized services. The standard guidance for the entire industry chain including sunflower breeding, seed production, planting, processing, storage, and transportation is taking shape, driving an increase in industry chain revenue of nearly 120 million yuan. The tremendous energy contained in quality development and farmers' income growth is vividly demonstrated in a small sunflower seed.
"Grasping quality improvement, standards are the 'key point.' After building high-quality standard system projects such as Hetao sunflower seeds and Hetao wheat, we also recommend advantageous industries like Urad white cashmere goats to participate in the autonomous region's service for high-quality development of characteristic industry chains," said Li Xin, member of the Party Leadership Group of Bayannur Market Supervision Bureau and Director of the City Product Quality Metrology Testing Center.

"The assistance from the Inner Mongolia Drug Control Institute solved many of our urgent problems," said Liu Qiang, Executive Vice General Manager of Inner Mongolia Baiyi Pharmaceutical Co., Ltd. Quality improvement drives enterprise efficiency enhancement, which Li Peiguang, Deputy General Manager of Ulanhot Zhongmeng Pharmaceutical Co., Ltd., also deeply feels. Taking the Inner Mongolia Drug Control Institute's help in improving the rosin acid testing method as an example, he calculated: the new testing method shortens the testing cycle, reduces entrusted testing costs, increases product sales by 200,000 boxes annually, increases sales revenue by 15 million yuan, and reduces entrusted testing costs by 18,000 yuan.
In the process of helping enterprises solve specific problems, the Inner Mongolia Drug Control Institute also promotes the resolution of some common industry issues, benefiting not only local enterprises but also bringing new momentum to the Mongolian medicine industry. Ji Xuewei, Director of the Mongolian Medicine Department of the institute, said that the 1998 edition of the "Ministry of Health Drug Standards" Mongolian Medicine volume included 145 Mongolian patent medicines. Due to various reasons, this edition contained many errors, errata were not timely, and some even had prescription process errors, causing enterprises to be unable to produce qualified products. The Inner Mongolia Drug Control Institute systematically reviewed the standards, invited industry and pharmacopoeia committee experts to hold expert consultation meetings, and has now submitted errata suggestions for 123 errors in the standards to the National Pharmacopoeia Committee, promoting the revision of the standards, ensuring their scientific validity, and guaranteeing normal production for enterprises.
