Brightening the Ecological Base Color, Highlighting High-Quality Essence
Market Supervision Assists High-Quality Development in Ethnic Regions The first stop of the interview and research team was Inner Mongolia Autonomous Region

Ethnic unity is the lifeline of all ethnic groups in our country. The high-quality development of ethnic regions is an indispensable important part of building a new development pattern and promoting high-quality development in our country.

To implement the spirit of the Central Ethnic Work Conference, carry out the relevant deployment of the State Administration for Market Regulation's Party Committee on "focusing on learning, research, and implementation" activities, and welcome the successful convening of the 20th National Congress of the Communist Party, our newspaper sent multiple reporters to some ethnic regions for interviews and research, fully demonstrating the solid measures and remarkable achievements of market supervision departments in serving ethnic characteristic industries and assisting high-quality development in ethnic regions.

Starting today, China Quality Newspaper launches the column "Striving on a New Journey, Making Contributions in a New Era — Market Supervision Assists High-Quality Development in Ethnic Regions Research Tour," vividly presenting with text and images the magnificent scene of ethnic regions closely focusing on strengthening the consciousness of the Chinese national community and composing a new chapter of high-quality development; truthfully recording the moving symphony of market supervision departments playing their functional advantages and singing the theme of serving the high-quality economic and social development of ethnic regions.

Snow-white wool, green grass, pink Sunite mutton, golden sunflowers, yellow Buruk silk... In the summer and autumn of Inner Mongolia Autonomous Region, the mountains and rivers are magnificent and colorful.

Visiting enterprises, entering workshops; visiting farmers, going to fields; holding symposiums, inspecting laboratories... From August 2 to 6, the China Quality Newspaper Market Supervision Assists High-Quality Development in Ethnic Regions Interview and Research Team visited China's earliest established ethnic autonomous region — Inner Mongolia Autonomous Region.

Starting from the green city (Hohhot) and ending at the red city (Ulanhot), the interview and research team traveled more than 2,000 kilometers, listening to the voices of dozens of market supervision personnel, technical institution experts, enterprise leaders, and farmers. Along the way, the team witnessed the huge changes brought by quality infrastructure construction to the development of regional characteristic industries, recorded the heartfelt thanks and recognition from market entities to market supervision departments, and deeply felt the good performance and important role of the Inner Mongolia market supervision system in promoting the region's high-quality development journey.

From promoting the "Mong" certification of "thousand-mile grasslands, ten-thousand-mile pastures, and thousands of selected treasures," to building a standardized demonstration zone for agriculture and animal husbandry that "lets farmers reap dividends and lets the nation eat good food"; from "one need, one policy; one enterprise, one case" drip irrigation-style precise services, to comprehensive industrial upgrading plans that extend from points to surfaces and act simultaneously; from the "115" working mechanism that showcases individual strengths and gathers advantages, to the "Mongjian Online" one-stop service platform that gathers wisdom and consolidates the foundation... Through research, we learned that in recent years, the Inner Mongolia market supervision system has deeply implemented General Secretary Xi Jinping's important instructions, fully implemented the decisions and deployments of the Party Central Committee and the State Council, as well as the relevant work requirements of the State Administration for Market Regulation and the Inner Mongolia Autonomous Region Party Committee and government, shouldering the heavy responsibility of serving the high-quality development of green characteristic advantageous industries. They adhere to the guidance of "ecological priority and green development," focus on the bottlenecks and pain points of quality improvement in characteristic industries, target key links in the industrial chain upstream and downstream, strengthen the supporting role of quality infrastructure, and use wisdom and sweat to polish high-quality "business cards" from the vast grasslands.

From rice in Hinggan League to sunflower seeds in Wuyuan, from the plush industry to the Mongolian medicine industry, whether it is characteristic industries full of grassland style and ethnic culture, or thriving and innovative excellent enterprises, behind them all is the strong support and sincere assistance of the Inner Mongolia Autonomous Region market supervision departments. Through research, we further feel the importance and necessity of market supervision work for regional economic and social development and for market entities to grow bigger and stronger. Especially for ethnic regions, market supervision departments are not only practitioners and promoters of the high-quality development concept but also important drivers of high-quality development. As a food enterprise leader said: it is the market supervision department that "ignited" the enthusiasm and confidence of enterprises to further improve quality.

After the entire research journey, we firmly believe that on the road to high-quality development in Inner Mongolia Autonomous Region, market supervision departments will make more and greater contributions, playing a more important role in brightening the ecological base color of Inner Mongolia Autonomous Region and highlighting the essence of high quality.

Creating a More Beautiful Northern Border Scenery of the Motherland

— Market Supervision Assists Inner Mongolia Autonomous Region High-Quality Development Interview and Research Record

Inner Mongolia Autonomous Region is located in the northern border of the motherland, stretching obliquely from northeast to southwest in a narrow and long shape, about 2,400 kilometers long from east to west, with a maximum north-south span of more than 1,700 kilometers, covering a total area of 1.183 million square kilometers. It is one of the regions in China with the most complete types of natural ecosystems and is the "ten-thousand-mile green Great Wall" in the mind of General Secretary Xi Jinping.

Since the 18th National Congress of the Communist Party, as an important ecological security barrier in northern China, Inner Mongolia Autonomous Region has comprehensively promoted ecological civilization construction, unswervingly followed a new path of high-quality development guided by ecological priority and green development, and earnestly fulfilled the major political responsibilities of safeguarding national ecological security, energy security, food security, and industrial security.

As the earliest established ethnic autonomous region in China and the earliest place to implement the Party's ethnic regional autonomy system, the broad cadres and masses of Inner Mongolia Autonomous Region remember General Secretary Xi Jinping's instructions, help and support each other, forge ahead, implement the new development concept, strive to make the northern border scenery of the motherland more beautiful, and write a new chapter of high-quality development in the new era.
"Mong" Certification

To accelerate the planning and construction of regional public brands in Inner Mongolia Autonomous Region, the Inner Mongolia Autonomous Region Market Supervision Bureau launched the "Mong" certification campaign, committed to promoting more high-quality brands and products from Inner Mongolia Autonomous Region to the whole country and the world.

The "Meng" mark certification is a voluntary product certification. Through "high standards + strict certification + strong supervision + excellent service," it enables Inner Mongolia's green and high-quality agricultural and livestock product brands to be well-known, established, and far-reaching. So far, the "Meng" mark has issued 10 group standards involving 7 industries; 9 enterprises have obtained the "Meng" mark certification, covering 5 industries including beef and mutton, rice, millet, and flour, with 80 product categories; in 2022, 32 new "Meng" mark certification standards were developed, 118 enterprises applied for certification, and 142 enterprises were cultivated.

"115" Working Mechanism

The "115" working mechanism is an innovative initiative by the Inner Mongolia Autonomous Region Market Supervision Bureau that focuses from specific industry links to the entire industrial chain, promoting the high-quality development of green characteristic advantageous industries.

"115" refers to one technical institution deeply cultivating one industrial chain, gathering five types of resources: market supervision departments, league/city/flag/county governments, relevant autonomous region departments, universities and research institutes, industry associations, and third-party organizations, to improve service quality and efficiency and serve the high-quality development of green characteristic advantageous industries.

Currently, the Inner Mongolia Autonomous Region Market Supervision Bureau has dispatched professional technical personnel 602 times, conducted in-depth research in 259 enterprises across various industrial chains, identified 162 common quality issues and personalized service needs of enterprises, selected 44 service projects that significantly promote industry and enterprise development, and has helped 57 enterprises in various industrial chains solve key difficulties and bottlenecks.
Under the blue sky and white clouds, herds of cattle and sheep roam, and rivers flow like ribbons across the grasslands. On the Hetao Plain, sunflowers, corn, and chili peppers present a scene of abundant harvest, worthy of the reputation "Jiangnan beyond the Great Wall."

In the summer and autumn, the China Quality Daily Market Supervision team for assisting high-quality development in ethnic areas arrived at the first stop of a series of activities—the Inner Mongolia Autonomous Region. From August 2 to 6, in just five days, after completing tasks in the regional capital Hohhot, the team successively visited Bayannur in western Inner Mongolia and Hinggan League in eastern Inner Mongolia. The team entered market supervision agencies, technical institutions, fields, and factories, witnessing vivid practices of market supervision departments supporting high-quality development in ethnic areas, and recorded the resolute steps of the Inner Mongolia Autonomous Region Market Supervision Bureau in transforming "national priorities" and "regional priorities" into "bureau priorities," fully promoting the high-quality development of Inner Mongolia's green characteristic advantageous industries.

Striking a Powerful Combination to Support Development and Innovation

On a long workbench lay heaps of wool in varying shades. This was the scene the interview team saw at the Inner Mongolia Autonomous Region Fiber Quality Testing Center in Hohhot. "These are wool samples sent by herders from various places. We will certify their quality grades through our testing to promote the establishment of a quality-price mechanism," said Wang Li, director of the center. The center's testing data and inspection reports have become important tools and bases for improving the quality of the entire wool industry chain in Inner Mongolia.
Driving the entire industry’s high-quality development through key points and chains has become the methodology for Inner Mongolia’s market supervision departments to support characteristic advantageous industries. Siqin, deputy director of the Quality Development Bureau of the Inner Mongolia Market Supervision Bureau, said: "Since the establishment of the '115' working mechanism, we have dispatched professional technical personnel 602 times, conducted in-depth research in 259 enterprises across various industrial chains, and identified 162 common quality issues and personalized service needs of enterprises." Currently, Inner Mongolia has targeted 12 key industrial chains including modern coal chemical industry, biomedicine, and cashmere, carrying out quality improvement actions to drive industrial structure adjustment and upgrading.

Standards determine quality, and high-quality industrial development cannot be separated from high-standard support. According to Jia Haiyan, deputy director of the Standardization Division of the Inner Mongolia Market Supervision Bureau, the "Inner Mongolia Autonomous Region Standardization Regulations" were issued in April this year, providing stronger legal protection for standardization work. The bureau focuses on the entire industrial chain, vigorously builds a high-quality standard system, promotes special actions for benchmarking and upgrading, and the "leader" enterprise standard work, helping enterprises break through technical bottlenecks and play the leading role of advanced enterprises.

Having high standards and high-quality products also requires brands to enhance market competitiveness. The "Meng" mark is a characteristic brand "business card" highly valued by the Inner Mongolia Autonomous Region Party Committee and government. Bi Lige, head of the "Meng" mark special team of the Inner Mongolia Market Supervision Bureau, introduced that in June 2019, the Inner Mongolia Autonomous Region launched the implementation of the "Meng" mark certification and the creation of the Inner Mongolia brand. After three years of effort, a scientific and complete "Meng" mark certification system with distinct Inner Mongolia regional characteristics was established. In January 2022, the Inner Mongolia Market Supervision Bureau began undertaking the task of promoting the construction of agricultural and livestock product brands across the region. In the future, the bureau will take the regional public brand as the main body, product brands as the foundation, leading enterprises as support, and "Meng" mark certification as the guide to promote agricultural and livestock product brand building, enabling the good industries on the grassland to go further.

In addition to serving the rapid development of characteristic industrial chains, Inner Mongolia’s market supervision departments are also striving to improve regulatory efficiency to safeguard a good market environment. "After institutional reform, supervision work involves many points, long lines, wide areas, and large volumes. On average, one supervisor is responsible for 280 enterprises, so efficiency must be sought through technology and management," said Cai Bin, deputy director of the Science and Information Division of the Inner Mongolia Market Supervision Bureau. The bureau developed a risk control app using "five-fixed anti-counterfeiting photo technology" (fixed personnel, fixed time, fixed location, fixed scene, fixed device) to effectively prevent risks. For example, in food safety supervision, food safety personnel can upload photos via mobile phones to the app to complete on-site management of each risk point. Whether the food safety personnel are on site and which risk points are controlled are clearly visible in the system backend. For complex business formats, the bureau further uses IoT technology (smart cameras, sensors, etc.) for real-time automatic capture and alarm, enabling 24/7 online supervision and ensuring greater safety.

Small Sunflower Seeds Reflect Great Quality Power

Near the beginning of the Beginning of Autumn, Wuyuan County in Bayannur City, Inner Mongolia Autonomous Region, resembles a sea of sunflowers. Along the roadsides are endless sunflower fields, with golden, heavy flower heads shining brightly under the sun. The interview team traced the quality footprint of a sunflower seed from the field to the palate here.

Bayannur is located in the heart of the Hetao Plain, with more than 3,300 hours of sunlight annually, providing ample sunshine for sunflower cultivation. Wuyuan County in this city has nearly 100,000 hectares of edible sunflower planting area, making it the largest edible sunflower (sunflower for food) planting county in China. Currently, about 60% of the county’s farmers’ income comes from sunflowers.

"In the past, there were no standards. Farmers planted, cooperatives harvested, enterprises produced, but when it came to the market, good prices could not be obtained," said Chen Haijun, deputy general manager of Sanrui Agricultural Technology Co., Ltd. (hereinafter referred to as Sanrui Agricultural Technology), who grew up planting sunflowers with his parents and witnessed the development of the edible sunflower industry in Wuyuan.

To put edible sunflowers and other green characteristic agricultural and livestock products in Wuyuan on the path of high-quality development, in recent years, the market supervision departments at both the Inner Mongolia Autonomous Region and Bayannur City levels have fully utilized their supervisory functions and technical advantages. Through standard construction and brand cultivation, they have helped farmers and enterprises further recognize the value of quality.

"Since 2021, according to the deployment of the Inner Mongolia Autonomous Region Market Supervision Bureau, we have provided standardized services for the sunflower industry in Bayannur City." Hou Min, Deputy Director of the Resource Ecology Standardization Research Institute of Inner Mongolia Institute of Quality and Standardization (hereinafter referred to as Inner Mongolia Quality and Standardization Institute), said that besides helping enterprises improve their corporate and product standards, they focus more on helping the Wuyuan sunflower industry establish a full industry chain standard system. "Only when every link meets high standards can the final product be of high quality."

As a company specializing in the research and development of sunflower seeds, Sanrui Agricultural Science and Technology has developed SH361 and other sunflower seeds suitable for the Chinese market, but over the years has suffered significant losses due to widespread counterfeiting. Hou Min and colleagues addressed issues such as the lack of a systematic enterprise management standardization system, inadequate quality testing standards, and the absence of a sound intellectual property protection mechanism, formulating standardized solutions for the company and providing reference for the development of high-quality sunflower seeds.

Currently, Sanrui Agricultural Science and Technology has led or participated in the formulation of multiple standards related to germplasm resource storage, hybrid seed production technology, pest and disease control technology, etc., which has not only improved the quality of the company's products but also purified the sunflower seed market environment.

Focusing on the improvement of the entire industry chain, the Inner Mongolia Quality and Standardization Institute also provided technical assistance to Sanpangdan Food Co., Ltd. (hereinafter referred to as Sanpangdan), helping the company formulate three enterprise standards: "Original Flavor Sunflower Seed Production Process Operation Specification," "Pumpkin Seed Production Process Operation Specification," and "Storage and Transportation Specification." They also provided free sunflower seed sampling inspection and comparative analysis evaluation technical services for characteristic indicators, offering a reference basis for standardizing the production of homogeneous, high-quality sunflower seed products. Currently, Sanpangdan has reduced its annual production, storage, and transportation costs by 800,000 yuan compared to 2020, and the product sampling pass rate has steadily improved.

At present, six key enterprises upstream and downstream of the Bayannur sunflower industry chain have received comprehensive standardized services. The standard guidance for the entire industry chain including sunflower breeding, seed production, planting, processing, storage, and transportation is taking shape, driving an increase in industry chain revenue of nearly 120 million yuan. The tremendous energy contained in quality development and farmers' income growth is vividly demonstrated in a small sunflower seed.

"Grasping quality improvement, standards are the 'key point.' After building high-quality standard system projects such as Hetao sunflower seeds and Hetao wheat, we also recommend advantageous industries like Urad white cashmere goats to participate in the autonomous region's service for high-quality development of characteristic industry chains," said Li Xin, member of the Party Leadership Group of Bayannur Market Supervision Bureau and Director of the City Product Quality Metrology Testing Center.

Quality assistance helps characteristic industries go global.

Red is the distinctive background color of Xing'an League. On May 1, 1947, the Inner Mongolia Autonomous Government solemnly declared its establishment here, and its administrative office in Ulanhot is also known as the Red City. The area boasts clear flowing water, fresh air, and fertile soil, providing unique natural conditions for the development of agriculture and animal husbandry. For thousands of years, the nomadic Mongols, through long-term practice fighting nature and diseases, have also created and accumulated a unique Mongolian medicine culture.

"We do not lack characteristic products, but most are 'hidden away and unknown.' Helping characteristic products go global is the focus of our work," said Liu Yaguang, Secretary of the Party Leadership Group of the Xing'an League Market Supervision Bureau, introducing that the bureau focuses on playing its functional role and guiding enterprises toward high-quality development.
In terms of standardization improvement, the bureau has successively guided the construction of multiple national agricultural standardization projects; established the "Xing'an League Rice" standard system; compiled five key local standards related to the "Xing'an League Cold-Climate Vegetable Buluke" standard system; and guided enterprises to actively carry out benchmarking and compliance activities.

Zhalaiteqi Chole Yinzhumi Industry Co., Ltd. is one of the first enterprises to pass the "Meng" mark certification. Regarding the important role of standards in improving enterprise quality, the company's chairman, Park Seong-kui, deeply feels: "Only with standards is there quality. During the process of passing the 'Meng' mark certification, enterprise management became more standardized, employee quality improved, providing strong support for our brand building."

"The proactive assistance from the market supervision department has ignited our enthusiasm for standardization construction and strengthening product testing," said Yu Hailong, chairman of Inner Mongolia Keqin Wanjia Food Co., Ltd. During the company's expansion, the market supervision department professionally guided it to benchmark EU standards and drafted ecological food standards. "The improvement of standards also helps convey brand value."

Combining the needs of the Mongolian medicine industry in Xing'an League, the Inner Mongolia Autonomous Region Institute for Drug Control and Research (hereinafter referred to as Inner Mongolia Drug Control Institute) leverages its professional advantages to actively help local enterprises solve technical problems in new product quality control, optimize and improve testing technology, guide practical testing operations, effectively improve testing efficiency, and promote further product quality enhancement.

"The assistance from the Inner Mongolia Drug Control Institute solved many of our urgent problems," said Liu Qiang, Executive Vice General Manager of Inner Mongolia Baiyi Pharmaceutical Co., Ltd. (hereinafter referred to as Baiyi Pharmaceutical). In the past three years, with the help of the Inner Mongolia Drug Control Institute, Baiyi Pharmaceutical passed the generic drug consistency evaluation for pediatric compound amino acid injection. In addition, the institute helped Baiyi Pharmaceutical overcome the technical difficulty of testing metallic aluminum in "Mixed Sugar Electrolyte Injection." Hao Gang, Director of the Pharmacology Department of the Inner Mongolia Drug Control Institute, said: "This project requires very high testing technology. If it cannot be measured, the product cannot be marketed. We helped the company formulate a testing plan, solving the problem while shortening testing time and saving reagent consumption." Currently, Baiyi Pharmaceutical's new output value is close to 50 million yuan, and the improvement in testing methods saves the company 300,000 yuan in testing costs monthly.

Quality improvement drives enterprise efficiency enhancement, which Li Peiguang, Deputy General Manager of Ulanhot Zhongmeng Pharmaceutical Co., Ltd., also deeply feels. Taking the Inner Mongolia Drug Control Institute's help in improving the rosin acid testing method as an example, he calculated: the new testing method shortens the testing cycle, reduces entrusted testing costs, increases product sales by 200,000 boxes annually, increases sales revenue by 15 million yuan, and reduces entrusted testing costs by 18,000 yuan.

In the process of helping enterprises solve specific problems, the Inner Mongolia Drug Control Institute also promotes the resolution of some common industry issues, benefiting not only local enterprises but also bringing new momentum to the Mongolian medicine industry. Ji Xuewei, Director of the Mongolian Medicine Department of the institute, said that the 1998 edition of the "Ministry of Health Drug Standards" Mongolian Medicine volume included 145 Mongolian patent medicines. Due to various reasons, this edition contained many errors, errata were not timely, and some even had prescription process errors, causing enterprises to be unable to produce qualified products. The Inner Mongolia Drug Control Institute systematically reviewed the standards, invited industry and pharmacopoeia committee experts to hold expert consultation meetings, and has now submitted errata suggestions for 123 errors in the standards to the National Pharmacopoeia Committee, promoting the revision of the standards, ensuring their scientific validity, and guaranteeing normal production for enterprises.

The Inner Mongolia market supervision department, guided by "ecological priority and green development" and focusing on regionally characteristic advantageous industries, is fully leveraging its functional role and gathering a powerful force to serve the region's high-quality development.

The "Meng" mark, as a regional certification brand, is of great significance and far-reaching impact in promoting the high-quality development of enterprises in the Inner Mongolia Autonomous Region. Beijing United Wisdom Certification Co., Ltd., as a new member of the "Meng" Mark Certification Alliance, will bring new vitality to the alliance, standardize certification work, strengthen quality assurance, tirelessly explore and practice, collaborate with enterprises and society for mutual planning, creation, and sharing, enhance and consolidate the brand influence of "Meng" mark products, promote high-quality enterprise development, and meet the people's pursuit of a better quality of life. We believe that the development of Inner Mongolia's characteristic industries will become more prosperous, people's lives will be more affluent, and the northern border scenery of the motherland will be more beautiful.
