Focusing on special inspections and rectifications, it urges enterprise leaders to "lead by five actions," namely leading the organization of major accident hazard inspections and rectifications, leading the implementation of safety production responsibilities for all employees, leading inspections and rectifications of hazardous operations such as hot work, leading inspections and rectifications of outsourced and leased production and business activities, and leading emergency rescue drills, supervising enterprises to fulfill the legal responsibilities of the "primary person in charge" of safety production.
