  To thoroughly implement the major decisions and deployments of the 20th National Congress of the Communist Party of China on accelerating the construction of a new development pattern, building a quality power, and promoting high-quality development, and to fully implement the "Outline for Building a Quality Power," this year's domestic theme for "World Accreditation Day" is "Certification, Accreditation, Inspection and Testing: Building a Quality Power and Promoting Global Trade." This shares common messages with the international theme: "Accreditation: The Future of Supporting Global Trade." Both themes highlight the importance of "trade," emphasizing the roles of quality management as a "health certificate," market economy as a "letter of credit," and international trade as a "passport."

  On the morning of the 9th, United Intelligence Certification Company organized everyone to watch the online live broadcast of the main event of "World Accreditation Day."

  This event was broadcast live via the Xinhua News Agency client platform. Centered on the theme "Certification, Accreditation, Inspection and Testing: Building a Quality Power and Promoting Global Trade," it was hosted by the State Administration for Market Regulation (National Certification and Accreditation Administration Committee), China Council for the Promotion of International Trade, and the People's Government of Shandong Province. It was co-organized by the China National Accreditation Service for Conformity Assessment, the Legal Affairs Department of the China Council for the Promotion of International Trade, and the Shandong Provincial Market Supervision Administration. The event invited the Chair of the International Accreditation Forum (IAF) to deliver a speech analyzing the development of the certification and accreditation industry, and released multiple initiatives such as "Accreditation Services for Building a Quality Power and Promoting Trade Facilitation," promoting the development of certification and accreditation.

  Finally, the "Qingdao Initiative on Building a Quality Power and Promoting Global Trade in the Certification, Accreditation, Inspection and Testing Industry" was released.

  About "World Accreditation Day"

  "World Accreditation Day" is a common festival for countries worldwide to promote certification, accreditation, inspection, and testing work. To promote the widespread development of certification, accreditation, inspection, and testing globally, the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC) jointly designated June 9 each year as "World Accreditation Day." Around this day each year, countries worldwide carry out related publicity and promotion activities.

  Internationalization is an important feature of the accreditation system. The International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC) are two major international accreditation organizations. They aim to establish and operate a global multilateral recognition system for accreditation, strengthen the coordinated implementation of international standards and system rules for conformity assessment, promote international recognition of conformity assessment results, reduce duplicate conformity assessments in trade, and facilitate international trade. The vision of IAF and ILAC is "Accredited Once, Tested/Inspected/Certified Once, Globally Accepted." IAF/ILAC currently have member bodies from over 120 countries and economies, accounting for about 96% of the global economy, forming a broad global accreditation network. Currently, IAF and ILAC member accreditation bodies recognize more than 12,000 certification bodies, over 85,000 laboratories, more than 13,000 inspection bodies, over 600 proficiency testing providers, and more than 200 producers of reference materials/standard samples worldwide. The multilateral recognition agreements of IAF/ILAC and their recognized regional accreditation cooperation organizations cover various accreditation systems including management system certification, product certification, personnel certification, verification and validation, testing, calibration, inspection, proficiency testing, and reference material production, jointly providing global quality solutions for economic and environmental sustainable development.

Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
