  On August 12, the "Huangshan Huizhou Chemical Industry Park Industrial Development Guidelines" (hereinafter referred to as the "Development Guidelines") and the "Huangshan Huizhou Chemical Industry Park Project and Hazardous Chemicals Access Prohibition, Restriction, and Control Catalog (Trial)" (hereinafter referred to as the "Prohibition and Restriction Control Catalog (Trial)") prepared by Beijing Anshijie Safety Technology Development Co., Ltd. successfully passed expert review.

  This review was organized and initiated by the Management Committee of Anhui Huangshan Huizhou Chemical Industry Park via video conference, inviting experts from the China Academy of Safety Science and Technology, the Environmental Development Center of the Ministry of Ecology and Environment, as well as responsible officials from the Huizhou District Development and Reform Commission, Emergency Management Bureau, and Environmental Branch. Everyone conducted in-depth discussions on the feasibility and implementation details of the "Development Guidelines" and the "Prohibition and Restriction Control Catalog (Trial)". The experts proposed further evaluation and improvement suggestions and ultimately unanimously agreed to pass the review.

  During the review process, Yang Qingqing, project leader and senior engineer of Beijing Anshijie Safety Technology Development Co., Ltd., and a member of the Safety Professional Committee of the Technology Committee of United Zhiyie Group, reported on the "Development Guidelines" and the "Prohibition and Restriction Control Catalog (Trial)". Ms. Yang first introduced the guiding ideology and compilation basis, including principles such as market orientation, structural optimization, and technological progress; then elaborated on the industrial development positioning, which is to use Huangshan Huizhou Chemical Industry Park as a platform, driven by technological innovation, vigorously develop new material industries such as special epoxy resins, polyester resins, and additives, to achieve a high-end and sophisticated industrial structure; finally, she detailed the classification guidelines, divided into key development industry catalogs and industry categories, as well as specific product types.

  In the subsequent discussion session, Dr. Fang Laihua and Professor Luo Aimin from the China Academy of Safety Science and Technology, and expert Kou Rongrong from the Environmental Development Center of the Ministry of Ecology and Environment, discussed issues related to chemical park industrial planning, industrial chain supplementation, strengthening chains, and environmental protection. The experts emphasized that the park needs to adjust its industrial structure and development direction according to actual conditions, proposed suggestions for optimizing the industrial structure, and highlighted the importance of in-depth research on the park's long-term development plan and current status.

  To improve the readability and guidance of the report, experts proposed specific suggestions regarding the compilation content and classification methods of restrictions and controls in the "Prohibition and Restriction Control Catalog (Trial)", such as improving the report structure and content, and adding wide-format images.

  At the end of the meeting, relevant leaders of Huangshan Huizhou Chemical Industry Park made concluding remarks, expressed gratitude to the experts, and stated that they will provide relevant materials and documents in a timely manner according to the experts' requirements, improve and revise the content, complete the subsequent approval process as soon as possible, issue documents and announcements, to ensure the effective implementation of the "Development Guidelines" and the "Prohibition and Restriction Control Catalog (Trial)".

  As an important carrier for the development of the chemical industry, the chemical park plays a key role in unified safety supervision, centralized environmental governance, and coordinated upstream and downstream development, and has become the main development base of the chemical industry.

These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
