The "Work Plan for Stable Growth in the Building Materials Industry" Issued; Multiple Services from United Intelligence Certification Company Promote the Development of the Green Building Materials Industry


  Recently, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Commerce, and the Financial Regulatory Authority jointly issued "Work Plan for Stable Growth in the Building Materials Industry" (MIIT Joint Original [2023] No. 129), which proposed the new era development directions for the building materials industry high-end, intelligent, green, and integrated and emphasized the requirements to improve the level of green development, clearly defining the work target of an average annual revenue growth of over 10% for green building materials enterprises above designated size from 2023 to 2024.    Deepen the rural promotion activities of green building materials. Formulate and issue the action plan for high-quality development of green building materials, enrich the rural applicable green building materials product system, formulate green building materials product recommendation catalogs according to local conditions, and promote green building materials consumption. Encourage e-commerce platforms and offline stores to set up special zones, optimize circulation channels and sales network layout. Carry out leading enterprise benefit actions, encourage key enterprises to formulate discount promotion measures, and provide cost-effective product services. For different application fields such as rural housing and infrastructure, encourage the use of bulk cement, ready-mixed concrete, ready-mixed mortar, and other products, support typical demonstrations of green construction solutions, and provide systematic solutions. Strengthen publicity and guidance efforts to further enhance the concept of green building materials consumption and boost the green consumption level of the building materials market. Based on the pilot rural promotion of green building materials products, encourage localities to actively explore new models of green building materials industry rural promotion and promote the in-depth development of green building materials rural promotion activities.

   Expand the promotion and application of urban green building materials. Accelerate the implementation of government procurement policies supporting green building materials to improve building quality, improve government procurement demand standards for green buildings and green building materials, require government projects within the policy scope to fully procure and apply relevant green building materials products, and accelerate the promotion and application of energy-saving, low-carbon, safe, and cost-effective green building materials in government projects. Promote green transportation and build green supply chains, prioritizing rail or water transport for medium and long distances, and encouraging the use of utility tunnels, new energy vehicles, or vehicles meeting National VI emission standards for short and medium distances. Organize pilot demonstrations of green building materials engineering applications, guide key construction enterprises to increase the scope and procurement of green building materials, promote the coordinated development of green building materials and green buildings, and increase the proportion of green building materials used in new construction and renovation of existing buildings.

   Improve the green building materials product certification system. Improve the evaluation standard system for green building materials products, further expand the implementation scope of green building materials product certification, establish and improve the data collection mechanism for green building materials product certification, and accelerate green building materials product certification. Leverage the essential attributes of quality certification in conveying trust and serving development, promote interconnection and interoperability between green building materials product certification data and related trusted application databases, and facilitate mutual recognition and common use of certification results across different departments and levels. Encourage third-party organizations to establish public service platforms for green building materials, support scientific evaluation of the full lifecycle green development and carbon neutrality of products such as bulk cement. Combined with rural promotion activities of green building materials and pilot work on government procurement of green building materials to improve building quality, guide building materials manufacturers to actively carry out green building materials product certification, striving to increase the number of certified green building materials enterprises by more than 1,500 and certified green building materials products by more than 3,000 by the end of 2024.

The "Measures" will take effect from April 1, 2026.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
