United Intelligence Certification Company was invited to carry out a promotion on quality management certification improvement for small and micro enterprises in Yutian County, Tangshan City.


  On August 24th, the Tianjin branch of United Intelligence Certification Company was invited to participate in the "Second Batch of Industrial Product Manufacturing Enterprises Implementing the 'Two Regulations' and Certification Work Training Meeting" organized by the Market Supervision Administration of Yutian County, Tangshan City, Hebei Province. The company conducted quality management certification promotion for the attending small and micro enterprises, attracting 27 enterprises to sign contracts on site.

  Deputy Director Yang Jianjun in charge of the Yutian County Market Supervision Bureau, Section Chief Su Yadong, and other relevant leaders, along with more than 230 heads of small and micro enterprises, attended the event.

  At the beginning of the meeting, Deputy Director Yang Jianjun explained in a clear, patient, and detailed manner the "Supervision and Management Regulations on the Implementation of Quality and Safety Main Responsibilities by Industrial Product Manufacturing Units" (State Administration Order No. 75) and the "Supervision and Management Regulations on the Implementation of Quality and Safety Main Responsibilities by Industrial Product Sales Units" (State Administration Order No. 76), and arranged the next steps for implementing the 'Two Regulations'.

  In the subsequent training session, General Manager Li Jincai of the Tianjin branch of United Intelligence Certification Company delivered a certification presentation titled "Establish and Improve Management Systems, Implement Standard Operating Procedures, Commit to Continuous Performance Improvement, and Upgrade Branding for Sustainable Growth." He cited two policies: the "Opinions of the State Council on Strengthening the Quality Certification System to Promote Comprehensive Quality Management" (Guo Fa [2018] No. 3) and the "Opinions of the CPC Central Committee and the State Council on Promoting the Development and Growth of the Private Economy" (July 14, 2023), pointing out: "Currently, the country encourages enterprises to shift from Made in China to Created in China, from China Speed to China Quality, and from Chinese Products to Chinese Brands; the private economy is a vital force in advancing Chinese-style modernization and an important foundation for high-quality development."

  Regarding the advantages of implementing ISO9000 certification for enterprises, General Manager Li shared the following points.

  1. Alignment with international management standards.

  2. CNAS and IAF marks allow us to gain domestic and international recognition.

  3. It can comprehensively improve management levels and establish a good mechanism for continuous improvement.

  At the same time, two short stories describing mindset changes and positive attitudes toward development leading to success introduced six challenges in enterprise development, illustrating the importance of management.

  When explaining what management means, it was mentioned as "managing affairs and people." "Managing affairs" focuses on "supply, production, sales, technology, quality, and conduct," with emphasis on qualified supplier selection and procurement plan reporting; "managing people" requires ensuring superiors feel assured, peers feel comfortable, and subordinates feel confident.

  General Manager Li pointed out, "The ultimate goal of good basic management is to establish and improve SOPs (Standard Operating Procedures or Standard Operating Specifications). SOPs are the accumulated technology and experience of the enterprise; they are the most fundamental and effective management tools and safeguards for the enterprise."

  "Predecessors summarized quality management experience and introduced the 9000 standard; the 9000 standard follows the PDCA (Deming Cycle) continuous improvement rule, providing us with ten methodological inspirations," General Manager Li mentioned.

  At the end of the training, key practical management points such as "one-on-one responsibility system, inspection mechanisms, incentive systems, continuous learning, and continuous improvement" were summarized, and the general process of third-party audits was explained.

  This certification presentation received a good response, with clear and straightforward explanations praised by the attending enterprise leaders. Director Yang fully affirmed the presentation's effectiveness and provided important guidance and related requirements for supporting small and micro enterprises.

  The participating enterprises were enthusiastic, recognizing the advantages of implementing quality management. Twenty-seven enterprises signed quality management system certification agreements on site.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
