On September 26, the State Administration for Market Regulation held a publicity event in Beijing titled "One Million Organizations Certified by China Quality Certification." Pu Chun, member of the Party Leadership Group and Deputy Director of the Administration, attended the event and delivered a speech.

The number of organizations certified by quality certification in China has surpassed one million, marking a milestone in the history of China's quality certification development and a new starting point for quality certification work in the new era. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and driven by the strategy of building a quality-strong country, China's quality certification has entered a new stage of high-quality development with remarkable results. Through quality certification, the management level of Chinese enterprises and the quality of products and services have been effectively improved, strongly promoting continuous upgrading of industrial structure and optimization of the business environment, significantly enhancing the quality of China's economic development and international competitiveness. The value created by quality certification benefits more and more enterprises and consumers, contributing to the common prosperity and development of China and the world economy.
Pu Chun emphasized
It is necessary to thoroughly implement General Secretary Xi Jinping's important discussions and instructions on quality certification work, keep in mind the "major national interests," remember the "key tasks of the Administration," and orient towards marketization, internationalization, specialization, intensification, and standardization. Accelerate the improvement of a unified management, joint implementation, authoritative credibility, and mutual recognition quality certification system. Focus on the goal of building a strong country, continuously improve the effectiveness of quality certification work, strengthen self-capacity building, continuously optimize professional quality certification services, promote joint participation from all parties, continuously expand the social influence of quality certification, strive to open a new chapter in quality certification work in the new era, and make new contributions to the construction of a strong country and national rejuvenation.
China's quality certification work began in the early 1980s. After more than 40 years of development, it has established a Chinese characteristic quality certification system fully aligned with international standards. Quality certification is widely applied across all sectors of the national economy and has extended to government supervision, social governance, and other fields. Since the 18th National Congress of the Communist Party of China, China's quality certification has achieved historic accomplishments: the number of institutions engaged in certification services has increased sixfold, the number of various certification certificates issued has tripled, and the number of certified enterprises has increased by 1.5 times. To date, China has approved the establishment of 1,261 certification bodies and issued more than 3.61 million valid product, management system, and service certification certificates, with certified organizations exceeding one million, ranking among the top in the world.
The event released the "China Quality Certification Development Report." Academician Wang Haizhou of the Chinese Academy of Engineering, members and special invitees of the National Certification and Accreditation Inter-Ministerial Joint Conference, as well as representatives from international organizations, industry associations, practitioners, and certified enterprises in the certification and accreditation field attended the event.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
