General Secretary Xi Jinping emphasized: Small and medium-sized enterprises (SMEs) connect thousands of households and are an important force in promoting innovation, boosting employment, and improving people's livelihoods. It is necessary to create a favorable environment for the development of SMEs, increase support for SMEs, and stimulate the emergence of more "specialized, refined, distinctive, and innovative" SMEs.
On September 22, the Tianjin Fire Department Online Signing System Promotion Meeting and the "Specialized, Refined, Distinctive, and Innovative" SME Cultivation Seminar, hosted by the Fire Equipment Association of Nan'an City, Quanzhou, Fujian Province, was successfully held. The event attracted participants from the organizer, the Tianjin Fire Department of the Ministry of Emergency Management, and more than 80 member enterprises. United Zhiyie Certification Company was invited to conduct a promotion and training session on "Specialized, Refined, Distinctive, and Innovative" SMEs, providing on-site guidance for problems encountered in the transformation and development of SMEs.

This "Specialized, Refined, Distinctive, and Innovative" SME Cultivation Seminar was led by Yan Weilei, head of the Fuzhou branch of United Zhiyie Certification Company. Mr. Yan provided comprehensive and detailed guidance on multiple aspects including the meaning and scope of "Specialized, Refined, Distinctive, and Innovative," reward measures for such SMEs, application conditions, and the application process. He addressed pain points and difficulties enterprises face during the application process such as revenue, finance and taxation, R&D planning, and intellectual property, offering policy interpretation support to help SMEs achieve transformation and quality improvement characterized by "specialization, refinement, distinctiveness, and innovation."

The Tianjin Fire Department explained the online signing system, stating that it simplifies functions and processes such as product testing management, approval, and process monitoring, facilitating enterprises' inspection submissions. The meeting received a positive response. Next, United Zhiyie Certification Company will leverage its advantages to actively guide enterprises in Nan'an City to follow the "Specialized, Refined, Distinctive, and Innovative" development path, empower and enhance the quality improvement of SMEs, cultivate a consensus for innovative ecological development, and help local brand enterprises grow and strengthen.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
