Standards are the technical basis for economic and social activities. The China Yiwu International Small Commodities (Standards) Expo is the first expo in China themed on standards. Since 2019, the State Administration for Market Regulation has held an annual national standards special press conference during the expo to promote and interpret a batch of important national standards.

On the eve of the Hangzhou Asian Games opening, General Secretary Xi Jinping conducted an inspection in Zhejiang and specially visited Yiwu, highly affirming Yiwu's development, especially how "Yiwu small commodities have broken into a big market and formed a large industry." The China Yiwu International Small Commodities (Standards) Expo is the first expo in China themed on standards. Yiwu, as the grassroots contact point of the State Administration for Market Regulation and a pilot area for standardization reform, has fully integrated the concept of standardization into urban construction, leading high-quality urban development with high standards and achieving remarkable results. This year marks the fifth time we have held a special press conference during the Yiwu Expo. Previous standard-themed press conferences have received widespread praise from all sectors of society. Today, under the theme of "Standards Shape a Better Life," we are releasing a batch of important national standards mainly involving furniture, textiles, urban construction, and other fields. Now, I will give a brief introduction:
In the furniture field, two standards related to infant and child products, "Furniture - Household Cribs and Folding Cots - Test Methods" and "Children's Furniture - Quality Inspection and Quality Determination," will significantly improve the quality level of children's furniture products, regulating the design, manufacturing, and sales of children's furniture, especially household cribs and folding cots, which is important for protecting children's physical health and personal safety. The two customized furniture standards, "Custom Furniture - Quality Inspection and Quality Evaluation" and "Custom Furniture - Installation and Acceptance Specifications," propose requirements for quality inspection, quality evaluation, and installation acceptance of custom furniture for the first time, which helps improve the technical level of the custom furniture industry and comprehensively ensure product quality. The two standards, "Guidelines for Control of Key Chemical Substances in Furniture Products Part 1: Wooden Furniture" and "Guidelines for Control of Key Chemical Substances in Furniture Products Part 2: Upholstered Furniture," provide recommendations and corresponding test methods for controlling key chemical substances in wooden and upholstered furniture, which is significant for improving the environmental quality of furniture products and protecting consumer health and safety. The national standard "Labeling of Volatile Organic Compound Emissions in Furniture" establishes a unified labeling system for furniture VOC emissions in China, providing reference information for consumers when purchasing furniture products, solving the information asymmetry problem regarding VOC emissions in furniture, and safeguarding consumers' right to know.
In the textile field, the standard "Textiles for Tourism Hotels" is a product quality standard that specifies terminology definitions, product classification, technical requirements, and determination rules for textiles used in tourism hotels. It proposes specific indicator requirements from multiple dimensions including safety, usability, and consumer experience according to different product uses, promoting the regulation of tourism hotel textile quality and fostering a healthier market competition environment. The three standards "Textiles - Evaluation of Moisture Absorption and Quick-drying Properties Part 1: Single Combination Test Method," "Textiles - Detection and Evaluation of Surface Wetting Resistance by Contact Angle and Rolling Angle Methods," and "Textiles - Detection and Evaluation of Anti-see-through Performance" are general methods for functional testing and evaluation of textiles, providing scientific, unified, and objective testing and evaluation methods for moisture absorption and quick-drying, hydrophilicity/hydrophobicity, and anti-see-through performance respectively. These promote quality improvement of related functional textile products, market regulation, and protection of consumer rights. The three standards "Textiles - Determination of Polycyclic Aromatic Hydrocarbons," "Textiles - Determination of Total Boron Content," and "Textiles - Determination of Benzene Residue" are ecological safety testing methods for textiles, establishing unified and reliable trace chemical detection methods, providing technical support to meet foreign regulatory requirements, facilitate international trade, and satisfy ecological safety quality control needs of textiles.
In the urban construction field, the standard "Sustainable Development of Cities and Communities - Management and Implementation Guidelines for Sustainable Development of Small Towns" provides the organizational environment for sustainable development management of small towns, offers a sustainable development management system for small towns including planning, task determination, performance evaluation, and continuous improvement, providing important technical support for promoting urban sustainable development and meeting the growing needs of the people for a better life.
Next, the State Administration for Market Regulation (National Standardization Administration) will earnestly implement the spirit of the 20th National Congress of the Communist Party of China, focus on economic and social development and livelihood security, continuously promote the implementation of tasks deployed in the "National Standardization Development Outline," strengthen the supply of national standards in key areas, accelerate the construction of a standard system that promotes high-quality development, help the economy and society achieve high-quality development, and meet people's aspirations for a better life.

Good morning, media friends! I am Li Nanyang, the main drafter of the national standard "Sustainable Development of Cities and Communities - Management and Implementation Guidelines for Sustainable Development of Small Towns." I will now introduce this national standard.
So far, the State Administration for Market Regulation (National Standardization Administration) has released 15 national standards on urban sustainable development, including 6 newly released this year, which have played an active role in promoting scientific, standardized, and refined urban construction and advancing high-quality urban development. Today, I will focus on introducing the newly released GB/T 43155—2023 "Sustainable Development of Cities and Communities - Management and Implementation Guidelines for Sustainable Development of Small Towns."
This standard was initiated in 2021, led by Yiwu City in collaboration with relevant parties. It targets the unique characteristics of small towns as "half urban, half rural," linking towns and villages, focusing on the development needs of urban sustainable development in five aspects: economy, governance, culture, society, and ecology. It clarifies 20 goals and specific tasks, stipulates the organizational environment for sustainable development management of small towns, proposes a sustainable development management system for small towns including planning, task determination, performance evaluation, and continuous improvement, and is applicable to small town management agencies and related parties for sustainable development management and implementation.
The standard appendix provides 7 cases including Yiwu City's Suxi Town's "Three Integrations" sustainable development practice, and Huzhou City's "Ecology + Technology + Industry" model innovation leading small town sustainable development, offering vivid practical examples and reference samples for local small towns. The implementation of this standard will bring good economic, social, and environmental benefits to small towns and is of great significance to supporting the high-quality development of building a Beautiful China.

Good morning to all media friends! I am Wang Jin from the National Furniture Standardization Technical Committee (SAC/TC 480). Today, I will introduce the newly released national standards in the furniture field.
This year, the State Administration for Market Regulation (National Standardization Administration) has approved the release of 13 national furniture standards, including 2 related to children's furniture, 2 related to customized furniture, 3 related to volatile organic compounds in furniture, and 6 related to furniture testing methods. Here, I will focus on the standards related to volatile organic compounds in furniture and furniture testing methods.
The three national standards related to volatile organic compounds in furniture are: GB/T 42996.1—2023 "Guidelines for Control of Key Chemical Substances in Furniture Products Part 1: Wooden Furniture", GB/T 42996.2—2023 "Guidelines for Control of Key Chemical Substances in Furniture Products Part 2: Upholstered Furniture", and GB/T 42997—2023 "Labeling of Volatile Organic Compound Emissions in Furniture". Among them, "Labeling of Volatile Organic Compound Emissions in Furniture" is the first labeling standard in the furniture industry. This standard unifies the style and specifications of labeling tags, requiring the label style to be simple, clear, and easy to understand, and provides reference styles. When designing furniture product labeling information, enterprises can add label content based on actual conditions in addition to labeling emission amounts as required by the standard.
The six national standards for furniture testing methods are: GB/T 4893.8—2023 "Physical and Chemical Performance Test of Furniture Surfaces Part 8: Abrasion Resistance Test Method", GB/T 10357.4—2023 "Mechanical Performance Test of Furniture Part 4: Stability of Cabinets", GB/T 10357.5—2023 "Mechanical Performance Test of Furniture Part 5: Strength and Durability of Cabinets", GB/T 24430—2023 "Safety Test Method for Bunk Bed Structures", GB/T 42998—2023 "Determination Methods for Prohibited and Restricted Substances in Furniture Products and Materials: Aldehydes and Ketones", GB/T 43007—2023 "Test and Evaluation Method for Mattress Hardness Grade Distribution".
Specifically, the abrasion resistance test method standard specifies the method for testing the abrasion resistance of furniture surfaces. This test can be conducted on the furniture surface or on test panels with the same material, surface decoration process, and size meeting test requirements. The cabinet stability test method standard specifies different test methods for five causes of cabinet tipping, including structural design, changes in movable parts position, foreseeable misuse, changes in storage material position, and breakage of fixed connectors. The cabinet strength and durability test method standard covers test methods for non-movable parts, movable parts, trays (tray sustained load test + tray drop test), coat hooks (coat hook strength test), and specimens installed on buildings or other structures. The mattress hardness grade distribution test and evaluation method standard uses numbers from 1 to 10 to represent mattress hardness grades; the smaller the number, the harder the mattress. Consumers can choose a mattress hardness suitable to their preference. This standard does not apply to infant mattresses, children's mattresses, or special mattresses such as waterbeds and airbeds. Good morning to all media friends! I am Liu Feifei from the National Textile Standardization Technical Committee. Now I will introduce the newly released national standards in the textile field.
This year, the State Administration for Market Regulation (National Standardization Administration) has released 22 national standards in the textile field, covering five aspects: general textiles, industrial textiles, knitted textiles, household textiles, and chemical fiber filament fabrics.
Today, I will focus on interpreting six testing method standards and one product standard. Testing method standards provide scientific, unified, and objective testing and evaluation methods for textile-related performance, offering effective tools for enterprise production design, trade circulation, and market supervision. In functional evaluation, GB/T 21655.1—2023 "Textiles - Evaluation of Moisture Absorption and Quick-Drying Properties Part 1: Single Combination Test Method" specifies the testing method for single test indicators combination of moisture absorption and quick-drying properties of textiles and provides evaluation indicators, applicable to all types of textile products including fabrics and their finished products. GB/T 42694—2023 "Textiles - Testing and Evaluation of Surface Water Repellency - Contact Angle and Rolling Angle Method" evaluates the water repellency of fabric surfaces by observing the shape of liquid droplets on the fabric surface and measuring contact and rolling angles. GB/T 42698—2023 "Textiles - Testing and Evaluation of Anti-Transparency Performance" provides two test methods: instrumental and visual, specifying evaluation indicators and classification levels for both.
In harmful substance testing, GB/T 28189—2023 "Textiles - Determination of Polycyclic Aromatic Hydrocarbons", GB/T 42700—2023 "Textiles - Determination of Total Boron Content", and GB/T 42705—2023 "Textiles - Determination of Benzene Residue" specify detection methods for three chemical residues in textiles. These testing method standards align with national standards for green textiles and ecological textiles evaluation, facilitating the development of green products, improvement of green processes, product quality control, supporting product quality supervision, and overall enhancing the green level of the textile industry.
GB/T 22800—2023 "Textiles for Tourism Hotels" is a product standard that specifies terminology and definitions, product classification, technical requirements, and test methods for textiles used in tourism hotels, including bathroom towels, guest room bedding, dining and conference textiles, but excluding disposable products. This standard helps regulate quality control in production, sales, and procurement of textiles for tourism hotels, assisting the cultural and tourism industry to better meet the needs of assured, safe, and comfortable consumption, achieving high-quality development.

Consumer goods involve all aspects of people's eating, clothing, housing, transportation, and use, and are an important carrier for people to share the achievements of high-quality development. In recent years, the State Administration for Market Regulation (National Standardization Administration) has continuously implemented the "National Standardization Development Outline" and attached great importance to the construction of national standards for consumer goods. First, accelerate the construction of a national standard system for consumer goods that promotes high-quality development. After years of efforts, as of the end of September 2023, more than 5,400 national standards for consumer goods covering 11 major categories and 98 subcategories of consumer goods classification standards have been formulated and released, forming a complete, reasonably structured, and strongly supported national standard system for consumer goods. Second, coordinate the improvement of the level of national standards for consumer goods. In May 2023, together with the Ministry of Industry and Information Technology and the Ministry of Commerce, the "Action Plan for Strengthening Consumer Goods Standardization" was jointly issued, focusing on the entire chain of consumer goods production, circulation, and consumption. It clarified key tasks such as strengthening the supply of standards for new technologies, new business formats, and new products, promoting the upgrading and iteration of traditional consumer goods standards, conducting quality grading and consumer experience evaluation of consumer goods, which will further improve the level of consumer goods standards in China. Third, continuously improve the consistency of major consumer goods standards in key areas with international standards. Continuous comparison and analysis of international and domestic standards have been carried out, and advanced and applicable international standards have been promptly converted into national standards. In recent years, the consistency of major consumer goods standards in 53 specific industry fields across 9 key areas with international standards has remained above 95%, indicating that the level of major consumer goods standards in China is basically aligned with international standards.

Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has made a series of important statements on promoting new urbanization and rural revitalization, pointing out the direction for the development of small towns in the new era. In September this year, the National Standardization Administration, together with the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, and six other departments, issued the "Urban Standardization Action Plan," which proposed specific goals and tasks for standards to support high-quality urban development.
In recent years, the Yiwu municipal government has continuously promoted the construction of a "standard city," innovatively combining sustainable development of small towns with standardization. Focusing on key areas such as government services, grassroots governance, and grassroots public services, it has comprehensively implemented the "Standardization+" action. It has been approved for two national standardization pilot projects: the "Four Platforms" construction in Fotang Town and the "Beautiful Countryside" construction in Chengxi Subdistrict. It has accumulated rich practical experience in effectively integrating standardization into the urban governance system and modernizing governance capabilities.
Since 2021, with the support of the National Standardization Administration, the Yiwu municipal government has summarized beneficial experiences in promoting the standardization of sustainable development of small towns, actively participated in the development of the national standard "Sustainable Development of Cities and Communities - Management and Implementation Guidelines for Sustainable Development of Small Towns," contributed multiple cases from Yiwu in industrial-town integration, grassroots governance, digital management, and cultural heritage, deeply explored experiences such as micro-governance, the red-yellow-flag working method, and smart elderly care services, and combined samples from multiple domestic cities to form a replicable and promotable standard model for sustainable construction and development of small towns.

On one hand, focusing on emerging consumption and quality consumption development trends, 30 national standards have been approved and released, including "Household and Similar Soymilk Machines," "Kitchen Paper Towels," "Green Product Evaluation Lighting Products," and "Textiles for Tourism Hotels," effectively supporting the "intelligent, green, and healthy" development of key consumer goods such as household appliances, lighting appliances, and textiles. On the other hand, focusing on the needs of special consumer groups "the elderly and children," 7 national standards related to infant and child products have been released, such as "General Technical Requirements for Daily Sports Protective Equipment for Infant and Child Products" and "General Technical Requirements for Bathing Equipment for Infant and Child Products." Furniture is an important consumer good widely used by the public. At present, the State Administration for Market Regulation (National Standardization Administration) has released 108 national standards, mainly including basic general standards, safety standards, product standards, and method standards. The newly released and ongoing furniture national standards mainly have the following characteristics:
First, they emphasize better meeting the needs of special groups. The newly released "Children's Furniture - Quality Inspection and Quality Determination" specifies the quality performance requirements and corresponding test methods for furniture products used by children aged 3 to 14. The "Furniture - Household Children's Beds and Folding Small Beds - Test Methods" clarifies the test methods for common children's furniture products such as household children's beds and folding small beds. In addition, the national standard "Aging-friendly Furniture - General Technical Requirements" currently under development mainly aims to facilitate the elderly group.
Second, they emphasize better adapting to diversified consumer needs. Five national standards related to customized furniture have been released. The newly released "Customized Furniture - Quality Inspection and Quality Evaluation" standard regulates requirements for appearance dimensions, material structure, flame retardant performance, surface physical and chemical properties, and mechanical properties of customized furniture. The "Customized Furniture - Installation and Acceptance Specification" standard clarifies the installation and acceptance requirements for customized furniture, including basic requirements, pre-installation confirmation, installation process, acceptance, customer opinion management, installation service quality supervision, and continuous improvement.
Third, they emphasize better control of volatile organic compounds. Two newly released standards, "Guidelines for Control of Key Chemical Substances in Furniture Products," specify the control requirements and corresponding test methods for key chemical substances in wooden and upholstered furniture, which help furniture companies improve production and quality and facilitate risk monitoring and quality supervision. Meanwhile, the newly released "Labeling of Volatile Organic Compound (VOC) Emission in Furniture" standard specifies the labeling of VOC emissions in furniture, guiding companies to voluntarily affix a unified VOC emission label, providing consumers with a reference for product selection and ensuring consumers' right to know.
