The standardization work of enterprises is of great significance for stimulating the innovation vitality of enterprises and building a high-standard market system. To implement the spirit of the Party Central Committee and the State Council on deepening the reform of standardization work and the relevant requirements of the "National Standardization Development Outline," the State Administration for Market Regulation recently revised and issued the "Measures for Promoting Enterprise Standardization," which will officially come into effect on January 1, 2024.
The "Measures for Promoting Enterprise Standardization" focus on the transformation of government functions, aiming to stimulate the innovation vitality of enterprises as main bodies, regulate enterprise standardization work, and lead the improvement of enterprise standardization levels. The main contents and highlights of this revision include: First, adjusting the enterprise standard management model. According to the "Standardization Law" and the new requirements for accelerating the construction of a unified national market and creating a stable, fair, transparent, and predictable business environment, the self-declaration public disclosure and supervision system for enterprise product and service standards have been refined, strengthening the status of enterprises as main bodies and implementing their main responsibilities. The government’s standardization work focus shifts from standard management to serving enterprise standardization work, and the regulation name is changed from "Enterprise Standardization Management Measures" to "Measures for Promoting Enterprise Standardization." Second, building an enterprise standard policy system. For the first time, it clarifies that if the functional indicators and performance indicator items of enterprise standards disclosed are fewer or lower than those of recommended standards, this should be explicitly stated during self-declaration public disclosure, further strengthening the disclosure of enterprise product and service quality standard information and improving market transparency. At the same time, it establishes systems for standard innovation enterprises, standard financing credit enhancement, and enterprise standard "leaders," carries out benchmarking activities and the creation of good enterprise standardization behaviors, guiding and incentivizing enterprises to improve their standardization work levels from multiple levels and perspectives. Third, improving the explicit requirements for product packaging standards. For the first time, it requires the disclosure of packaging standards that restrict excessive packaging of goods, clarifying that enterprises should disclose the packaging standards adopted for their product packaging materials according to relevant regulations, providing legal guarantees to strengthen social supervision and curb excessive packaging of goods. Fourth, strengthening the supervision of enterprise standards during and after the fact. It establishes a "double random, one public" enterprise standard supervision system, specifically clarifies the penalties for various illegal acts, ensuring the effective implementation of all provisions of the "Measures for Promoting Enterprise Standardization."
The State Administration for Market Regulation will take the issuance of the "Measures for Promoting Enterprise Standardization" as an opportunity to increase publicity efforts, establish and improve the enterprise standardization work system, further consolidate the work foundation, enhance the effectiveness of enterprise standardization work, guide the whole society to participate in enterprise standardization work, and strive to build a standardization work pattern characterized by "market-driven, government-guided, enterprise-led, social participation, and open integration," better serving the overall development of China's economy and society.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
