The 2023 National Food Safety Week officially launched

　　On the morning of November 28, the State Council Food Safety Office, together with the Central Office for Spiritual Civilization Construction, the Cyberspace Administration of China, the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Education, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Civil Affairs, the Ministry of Justice, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the Ministry of Culture and Tourism, the National Health Commission, the General Administration of Customs, the State Administration for Market Regulation, the Financial Regulatory Commission, the National Radio and Television Administration, the National Food and Strategic Reserves Administration, the National Forestry and Grassland Administration, the Civil Aviation Administration of China, the Central Committee of the Communist Youth League, the China Association for Science and Technology, the China Council for the Promotion of International Trade, the All China Federation of Supply and Marketing Cooperatives, China State Railway Group Co., Ltd., and 28 other departments officially launched the 2023 National Food Safety Publicity Week activities in Beijing.

　　More than 300 representatives from relevant ministries and commissions, industry enterprises, institutions, organizations, and news media gathered around the theme "Advocate Thrift, Uphold Trust, Fulfill Responsibility, and Jointly Protect Food Safety" to hold authoritative releases, keynote speeches, science popularization, and public advocacy activities. At the main event, the State Council Food Safety Office released the list of the third batch of food safety demonstration cities; the Ministry of Agriculture and Rural Affairs released the list of the first batch of national modern agriculture full-industry chain standardization demonstration base creation units; the Ministry of Public Security released cases of cracking down on food safety crimes; the National Health Commission introduced achievements in food safety standards, risk monitoring, and assessment; Bozhou City in Anhui Province shared experiences in implementing the "two responsibilities" for food safety; Beijing Yuying School introduced campus food safety and efforts to curb food waste; experts from the State Council Food Safety Committee provided science popularization to dispel food safety rumors; and relevant food associations (societies) initiated an industry proposal to "Implement the main responsibility of enterprises for food safety and jointly promote the high-quality development of the food industry."

　　During the main event of the National Food Safety Publicity Week, Zhang Guoqing, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended and delivered a speech. He emphasized the need to thoroughly implement General Secretary Xi Jinping's important instructions on food safety work, conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, adhere to the "Four Strictest" principles, promote joint management, continuously improve food safety governance capabilities, and better meet the people's new demands for safe, nutritious, and healthy food.

Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the overall food safety situation in China remains stable and improving. On the new journey in the new era, it is necessary to further tighten and implement responsibilities of all parties, innovate regulatory methods, strengthen supervision, severely punish food safety violations, and guide enterprises to earnestly assume the primary and main responsibilities for ensuring food safety. It is necessary to further strictly prevent and control risks and hidden dangers, insist on moving the control point forward and balancing production and management, improve the traceability system, perfect regulatory measures for new business formats and models, and strictly guard every line of defense from the farm to the table. It is necessary to further consolidate the foundational support, improve laws and regulations, standards and norms, inspection and testing systems, enhance food safety risk monitoring, assessment, and emergency response capabilities. It is necessary to further cooperate and jointly govern, create a good atmosphere where everyone cares about, participates in, and shares food safety, and promote food safety work to a new level.

It is necessary to firmly establish the food safety concept of "Uphold Trust," with the vast majority of food production and operation enterprises firmly establishing the main responsibility awareness for food safety, strictly adhering to honesty and self-discipline, strictly observing moral bottom lines, consciously complying with national laws and regulations, effectively ensuring food quality and safety, strengthening food safety education for all employees, and actively cultivating an honest and trustworthy corporate culture. It is necessary to improve and perfect the "Fulfill Responsibility" work system, establish a mechanism for sharing food safety responsibilities and risks, clarify responsibilities of enterprises, localities, industries, and departments, form a clear chain of responsibilities, break down responsibilities to specific individuals, achieve results through end-point efforts, strengthen evaluation and assessment, promote smooth operation of the responsibility mechanism, and ensure all parties fulfill their duties. It is necessary to jointly protect the overall food safety situation, with governments at all levels, enterprises, social organizations, news media, experts, scholars, and consumers actively taking action, strengthening supervision and law enforcement, standardizing production and operation, enhancing social supervision, popularizing scientific knowledge, improving public literacy, guiding scientific and rational consumption, and deepening and consolidating the food safety work pattern of "joint construction by all, social co-governance, and shared by all."

　　A new batch of "National Food Safety Demonstration Cities" announced

　　The creation of National Food Safety Demonstration Cities is a key project clearly defined in the "Opinions of the CPC Central Committee and the State Council on Deepening Reform and Strengthening Food Safety Work." The goal is to use the creation work as a starting point, mobilize the enthusiasm of local party committees and governments, encourage broad social participation, form replicable and promotable experiences and practices, improve the food safety governance system, enhance food safety governance capabilities, and increase the public's sense of security and satisfaction.

　　Since the launch of the creation work, the party committees and governments of participating cities (districts) have attached great importance, adhered to General Secretary Xi Jinping's important statements on food safety as the fundamental guideline, seriously aligned with creation requirements, strengthened organizational leadership, increased investment guarantees, implemented responsibilities of all parties, guided active social participation, effectively improved the overall level of urban food safety and public satisfaction, and achieved positive results in the creation work.

　　Since the beginning of this year, the State Council Food Safety Office, together with relevant departments, has strictly followed the "National Food Safety Demonstration City Evaluation and Management Measures," organized and completed the evaluation and acceptance work of the third batch of national food safety demonstration city creation activities. After city self-evaluation, provincial preliminary evaluation, national acceptance, and social publicity, and with the approval of the State Council Food Safety Committee, the following 36 cities have been named "National Food Safety Demonstration Cities":
