The United Intelligence Certification Company's Safety Development Center was commissioned by the Civil Affairs Bureau of Daxing District, Beijing, to conduct special training on safety inspections.


  Recently, the Ministry of Emergency Management, at the National Emergency Command Headquarters, coordinated current safety prevention work, emphasizing the need to earnestly study and implement the important instructions of General Secretary Xi Jinping, deeply learn from the fire accident at the office building of Yongju Coal Mine in Lvliang City, Shanxi Province, strengthen bottom-line thinking, enforce responsibilities of all parties, and conduct thorough inspections of risks and hidden dangers in key industries and fields by drawing lessons from one case to others. General Secretary Xi Jinping has always attached great importance to safety production work, requiring "the implementation of safety production responsibilities and resolutely avoiding major and serious safety production accidents."

  Against this backdrop, on November 24, the Safety Development Center of United Intelligence Certification Company, entrusted by the Civil Affairs Bureau of Daxing District, Beijing, conducted an educational training activity on "How to Organize Safety Inspections" for all subordinate units under the civil affairs system of Daxing District. Various departments of the Daxing Civil Affairs Bureau and affiliated social welfare units including funeral, welfare, and elderly care institutions attended.

  This training was led by Director Liu Kun, Executive Director and Safety Business Technical Director of the Safety Development Center of United Intelligence Certification Company. Director Liu introduced the theme of the training with vivid cases, explained in detail the necessity, purpose, and significance of safety inspections, and proposed assessment requirements and rectification issues for safety inspections.

  At the training session, the response was enthusiastic. Director Liu interacted multiple times with the attendees, answering questions and resolving doubts, helping everyone move from initial misunderstanding of safety inspections to organizing a standard process, which was greatly beneficial.

  A relevant person in charge of the Daxing Civil Affairs Bureau stated that they will lead the bureau and its affiliated enterprises to strictly implement the safety inspection standard process accurately, actively identify problems, ensure rectifications are in place, apply proper protective measures, and guarantee safe production.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
