The Safety Development Center of United Intelligence Certification Company was invited to conduct special safety training for enterprises in the Chemical Industrial Park of Shexian County, Huangshan City.


  Recently, to effectively prevent and control major safety risks in chemical industrial parks, promote centralized layout, cluster development, and reduce safety risks in chemical industrial parks, the Ministry of Emergency Management's departmental meeting approved the "Guidelines for Safety Risk Investigation and Management in Chemical Industrial Parks," requiring strict planning of regional functions, optimizing safety layout, strengthening source control, adhering to safety first, and enhancing the construction of safety production supervision forces.

  Against this background, on November 30, the Safety Development Center of United Intelligence Certification Company conducted an online special training on safety production for enterprises in the chemical industrial park of Shexian County, Huangshan City, Anhui Province, at the invitation of the Emergency Environmental Protection and Planning Construction Bureau of Shexian Economic Development Zone.

  This training aims to enhance enterprises' awareness of main responsibilities, improve management capabilities, reduce safety risks, and jointly strive to create a D-level chemical industrial park. The training was led by Mr. Liu Kun, Executive Director and Technical Director of the Safety Development Center, and Mr. Liu Shengping, Intermediate Consultant stationed at Huangshan Chemical Industrial Park, attracting active participation from park enterprise managers.

  Mr. Liu Kun gave a vivid and profound explanation to park management staff, enterprise managers, and safety personnel on the theme "Implementing the Main Responsibility of Enterprise Safety Production and Avoiding Enterprise Safety Production Liability Risks," combining national laws, regulations, and practical cases, improving participants' legal input and safety management awareness.

  Next, Mr. Liu Shengping, Intermediate Consultant stationed at Huangshan Chemical Industrial Park, summarized and categorized daily inspection issues, and combined on-site inspection photos to analyze the safety status of park enterprises for attendees, allowing park and enterprise managers to more intuitively see existing problems in daily management, draw lessons, and avoid recurrence of similar hidden dangers.

  In the final online Q&A session, participants raised questions based on problems encountered in daily work to the trainers, who answered one by one with professional technical experience, helping everyone gain knowledge and broaden their horizons.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
