Notice on the Replacement and Renewal of Enterprise Qualification Certificates

To the Housing and Urban-Rural Development Departments of all provinces and autonomous regions, Housing and Urban-Rural Development (Management) Committees of directly governed municipalities, Beijing Municipal Planning and Natural Resources Commission, Housing and Urban-Rural Development Bureau of Xinjiang Production and Construction Corps, and relevant central enterprises:

  To properly handle the replacement and renewal of construction enterprise qualification certificates, the following matters are hereby notified:

  1. According to the "Notice of the State Council on Deepening the Reform of 'Separation of Permits and Licenses' to Further Stimulate the Vitality of Market Entities" (Guo Fa [2021] No. 7), the canceled construction enterprise qualifications can be replaced with corresponding professional qualification certificates valid for one year before the expiration of the original certificate. Grade C and D engineering survey and design qualifications can be replaced with the same professional Grade B qualification certificates; Level 3 general contracting and specialized contracting qualifications can be replaced with the same professional Level 2 qualification certificates; relevant engineering supervision enterprise qualifications can be replaced according to the "Replacement Comparison Table for Canceled Engineering Supervision Enterprise Qualification Certificates" (see attachment) with corresponding professional level qualification certificates. If the replacement application is not submitted before the expiration of the qualification certificate, it will automatically become invalid after the deadline. After obtaining the one-year valid qualification certificate, enterprises should apply for renewal according to relevant qualification management regulations and standards before the certificate expires.

  2. Enterprises with Level 1 general contracting qualifications and Level 1 specialized contracting qualifications whose certificates expire before September 15, 2024, may choose to apply for a 5-year or 1-year extension when applying for renewal. For those applying for a 1-year valid certificate, the registered constructors and others will not be checked temporarily. Enterprises should apply for renewal according to relevant qualification management regulations and standards before the 1-year certificate expires. Upon passing the review, a 5-year valid qualification certificate will be issued. If renewal is not applied for before the certificate expires, it will automatically become invalid after the deadline.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
