Answer:
Article 3 of the "Regulations on the Administration of Group Standards" states that group standards are standards jointly formulated by legally established social organizations to meet market and innovation needs by coordinating relevant market entities. According to different registration departments, social organizations are mainly divided into national social organizations and local social organizations. Group standards do not have distinctions of national, provincial, or municipal levels.
