Announcement of the “Rules for Certification of Quality Management Systems”

 

To further strengthen the building of public trust in the quality certification industry, ensure that certification bodies assume their primary responsibilities, and enhance the effectiveness of quality management system certification, in accordance with the "Regulations of the People's Republic of China on Certification and Accreditation" and other relevant laws and regulations, the State Administration for Market Regulation has organized a revision of the "Rules for Quality Management System Certification" (State Administration for Market Regulation). 2016 Year No. 20 The announcement, hereinafter referred to as the “Old Version Rules,” has been revised to form the new “Rules for Certification of Quality Management Systems” (hereinafter referred to as the “New Version Rules”). The revised rules have been approved at the Executive Meeting of the National Accreditation and Conformity Assessment Administration and are hereby promulgated, with the following relevant matters announced:

I. The new version of the rules takes effect from... 2026 Year 1 Moon 1 Effective from the date of issuance, the old version of the rules is hereby repealed.

II. From the date of issuance of this notice until... 2025 Year 12 Moon 31 During the transition period for the revised certification rules, both the old and new versions of the rules will apply concurrently. During this transition period, certification bodies may, upon request from organizations already holding certificates issued under the old rules, conduct a revision audit in accordance with the new rules, combined with either an annual surveillance audit or a recertification audit. For those organizations that meet the requirements of the new rules, the certification body will issue a new certificate under the revised rules, with the validity period of the new certificate being identical to that of the original certificate.

Three, self- 2026 Year 1 Moon 1 Starting from the date specified, quality management system certification activities shall be conducted in accordance with the new version of the rules.

4. The certification body shall organize training sessions to familiarize personnel with the new version of the rules, promptly revise relevant management and technical documents, and adjust and improve the certification procedures, ensuring that the competence of certification personnel and the entire certification process fully comply with the requirements of the new rules.

5. Certified organizations should strengthen their study of the new version of the rules, enhance staff capabilities, and promptly renew their certification certificates to ensure that their quality management systems meet the requirements of the new version of the rules.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
