1 . Certification Mode

2. Certification Process  

Submission of application materials by the applying organization → Application review and standard compliance assessment → Contract signing → Document and data review → On-site audit of the organization (assessment of quality assurance capabilities) → Type testing of products (product sampling) → Product characteristic inspection (or verification test report) → Inspection and approval → Certification approval → Signing of the agreement on the use of the certification mark → Post-certification surveillance (inspection of quality assurance capabilities) + Product sampling or verification)

2.1 Application Acceptance

2.1.1 The applying organization shall accurately complete the Product Certification Application Form, which shall include information such as the scope of the product to be certified, model and specifications, production site, applicable standards, and the division of certification units, and shall be signed by the head of the applying organization or their authorized representative. Providing false information will compromise the impartiality and validity of the certification, and the applicant shall bear all associated liabilities.

2.1.2 Upon receipt of the application and supporting documentation, United Intelligence will convene an evaluation panel to review the application. If the application passes the review, the certification application will be formally accepted, and a Product Certification Contract will be executed with the applicant organization. Applications that do not meet the acceptance criteria or require additional materials will be returned, accompanied by a detailed explanation of the reasons for rejection. The following are typical circumstances under which an application will not be accepted:

( 1 ) Failure to provide authentic and valid qualification documents, regulatory documents, administrative license certificates, or mandatory certification certificates;

( 2 ) Projects for which the scheduled inspection time cannot be provided at the production site for various reasons;

( 3 ) The enterprise has recently been exposed for a quality incident and has failed to provide valid evidence of effective corrective actions;

( 4 ) Product quality issues were exposed and subsequently investigated and dealt with by the administrative inspection authorities;

( 5 ) The activities undertaken by the applying organization do not comply with applicable laws and regulations;

( 6 ) Having been ordered by law enforcement and regulatory authorities to suspend operations for rectification, or having been listed on the National Enterprise Credit Information Publicity System’s “List of Enterprises with Serious Illegal Activities”;

( 7 ) The certification body that originally issued the certificate has revoked it, and the organization is unable to demonstrate that the circumstances leading to the suspension or revocation of the certification have been effectively rectified and closed;

( 8 ) Other circumstances in which the application shall not be accepted.

2.2 Inspection Implementation

2.2.1 Inspection Plan Planning and Preparation

Based on the application information, the number of inspection days shall be determined, and an inspection team with appropriate professional competence shall be selected and dispatched. The inspection team typically comprises registered inspectors and technical experts to ensure its independence and impartiality.

2.2.2 United Intelligence will notify the applying organization of the audit schedule in advance and obtain its confirmation.

2.2.3 Document Review

The inspection team leader shall review the quality management system documentation and product technical materials submitted by the applicant organization to verify their compliance with the certification requirements and to prepare for the on-site inspection.

2.2.4 On-site Inspection and Product Sampling

2.2.4.1 On-site inspections shall be conducted in accordance with the procedures of the initial meeting, on-site evidence collection, internal communication among the inspection team, and the final meeting.

2.2.4.2 The inspection shall cover, but not be limited to:

( 1 ) Effectiveness of the operation of the quality assurance capability system;

( 2 ) Product consistency control (ensuring consistency of key raw materials, manufacturing processes, product structure, etc., with the application and type-test samples);

( 3 ) Production and inspection equipment, personnel competence, and the working environment;

( 4 ) Management of the use of certification marks (where applicable).

2.2.4.3 At the site, representative samples are randomly selected from the end of the production line or the finished-goods warehouse, sealed as required, and sent to a facility that is equipped with CMA Type tests or inspections shall be conducted by a qualified testing laboratory.

2.2.5 Nonconformity Corrective Action

With respect to nonconformities identified during the audit, the applicant organization shall, within the prescribed timeframe, analyze the root causes, implement corrective actions, and submit a corrective action report together with supporting evidence to the audit team. The audit team shall verify the effectiveness of the corrective actions either in writing or through on-site inspection.

2.3 Certification Decision and Certificate Issuance

2.3.1 A certification decision shall be made following a comprehensive review based on the on-site inspection report, product inspection report, and other relevant information.

2.3.2 Upon successful certification, United Intelligence Industry issues a product certification certificate to the applicant organization, and the certificate information can be verified on the official website of United Intelligence Industry as well as on the platform designated by the State Administration for Market Regulation’s Certification and Accreditation Administration.

3 .Certification Cycle and Supervision

3.1 Within the validity period of the certification certificate, at least one supervisory inspection shall be conducted annually, with an interval of no more than 12 months. The scope of supervision includes a reassessment of quality assurance capabilities and, when necessary, product sampling inspections.

3.2 Upon obtaining the certification certificate, certified organizations shall promptly report any significant changes—such as product design, critical processes, or production facilities—to United Intelligence; such changes shall be subject to assessment or additional inspection. / Changes may only be made after inspection.

3.3 Certified organizations may apply to expand the scope of their product certification. Relevant documentation must be submitted with the application. United Intelligence will conduct a review and may arrange a separate scope-expansion inspection, or combine it with a surveillance audit. / Re-certification inspections shall be conducted in a combined manner.

3.4 Three months prior to the expiration of the certification certificate, the certified organization may submit an application for recertification. Upon successful recertification, a new certificate will be issued.

3.5  Unplanned Surveillance Audit

In any of the following circumstances, United Intelligence may conduct unscheduled surveillance audits or market spot checks—either with short advance notice or without any notice—at certified organizations:

( 1 ) Receiving valid complaints regarding the quality of certified products;

( 2 ) Serious quality issues arise with certified products, or significant complaints are received;

( 3 ) There is information indicating that the certified organization may no longer meet the certification requirements;

( 4 ) to investigate the use of certification marks;

( 5 ) In response to requirements from the competent authorities or supervisory spot checks.
