The National Development and Reform Commission issued a document, launching the action plan to promote high-quality construction of national-level new areas.

National-level New Areas (hereinafter referred to as New Areas) are comprehensive functional platforms tasked with major national development and reform and opening-up strategies. Currently, there are 19 across the country, including Shanghai Pudong, Hebei Xiong'an New Area, Tianjin Binhai, Chongqing Liangjiang, Zhejiang Zhoushan Archipelago, Lanzhou, Guangzhou Nansha, Shaanxi Xixian, Guizhou Gui'an, Qingdao West Coast, Dalian Jinpu, Sichuan Tianfu, Hunan Xiangjiang, Nanjing Jiangbei, Fuzhou, Yunnan Central Dian, Harbin, Changchun, and Jiangxi Ganjiang New Areas. In recent years, following the decisions and deployments of the Party Central Committee and the State Council, each New Area has steadily advanced reforms and innovations concerning overall and specialized fields, gathering a number of industrial clusters with strong competitiveness and influence, playing an important exemplary and leading role. On the new journey, to further consolidate and stimulate the strong momentum of responsibility and entrepreneurship in the New Areas, enhance pioneering exploration and demonstration leading functions, and build important growth poles driving high-quality regional economic development, the following action plan is proposed for the key tasks to be focused on in the next three years.

Driven by standard enhancement, promote high-quality development of product equipment

Standards are an important driving force for industry development and product upgrading. General Secretary Xi Jinping has repeatedly emphasized, "Standards determine quality; the quality corresponds to the standards, and only high standards can achieve high quality." Recently, the State Council issued the "Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in" (hereinafter referred to as the "Action Plan"), implementing four major actions: equipment renewal, consumer goods trade-in, recycling and reuse, and standards improvement. Among them, the standards improvement action serves as the "command baton," deploying alignment with international advanced levels, considering the actual industrial development, and balancing the capacity of enterprises and consumer acceptance. It accelerates the formulation and revision of standards in energy saving and carbon reduction, environmental protection, safety, and recycling fields, which is conducive to promoting more Chinese products and equipment toward high-end, intelligent, and green development.
