315 Consumer Rights Day | Stimulate Consumption Vitality, Certification and Accreditation Are by Your Side


 

To fully implement the spirit of the 20th National Congress of the Communist Party, carry out the deployment of the Central Economic Work Conference, effectively protect consumer rights and interests, better meet the people's needs for a better life, fully leverage the fundamental role of consumption in economic development, and take solid steps to promote high-quality development, based on extensive collection of opinions from consumers and all sectors of society, the China Consumers Association has determined the theme for the 2024 National Consumer Association Consumer Rights Protection Year as "Stimulating Consumption Vitality." It requires consumer associations at all levels to effectively fulfill their statutory duties to protect consumers' legitimate rights and interests, optimize the consumption environment, enable consumers to dare to consume, be willing to consume, and enjoy high-quality consumption, and promote the shift of consumption from post-pandemic recovery to sustained expansion. The details are as follows:

First, enhance the consumer associations' rights protection capabilities to help consumers eliminate worries and enable them to dare to consume. In the new era, consumption upgrading is accelerating, with new scenarios, new business formats, and new technologies continuously emerging in the consumption field. Alongside this, infringement methods are becoming increasingly sophisticated and hard to guard against. Consumer associations should base themselves on their responsibilities, innovate rights protection methods, improve protection effectiveness, and effectively protect consumers' legitimate rights and interests through more convenient and efficient complaint handling, deeper and stronger consumption supervision, more resolute and bold exposure and criticism, and more beneficial and effective warnings and alerts. This will help eliminate consumption pain points, blockages, and difficulties, curb illegal business practices, enhance consumer purchasing confidence, stimulate consumption vitality, and unleash consumption potential.

Second, coordinate co-governance to optimize the consumption environment and help consumers enhance their sense of gain, encouraging them to be willing to consume. Currently, issues such as prepaid merchants "running away" and big data algorithms "discriminating against loyal customers" still exist in the consumption field. Consumer rights protection policies and laws are relatively lagging, there is information asymmetry and power imbalance between operators and consumers, and protection of the consumption rights of the elderly and children still needs strengthening. The consumption environment does not match consumers' willingness to consume nor the requirements of high-quality development. Consumer associations should play the role of social co-governance platforms, gather forces from all sectors of society, promote the improvement of the consumer protection system and mechanism, establish and improve a consumer rights protection governance pattern covering legislation, administration, judiciary, social protection, and consumer self-protection. They should strengthen consumer rights protection from multiple levels, fields, and dimensions including policy, system, law, standards, and public opinion, promote joint construction of rights protection, strengthen shared responsibility for protection, achieve shared results, build a consumer-friendly consumption environment, enhance consumers' sense of gain, stimulate consumption vitality, and lay a solid foundation for high-quality development.

Third, unleash the potential of consumption upgrading to support high-quality development and allow consumers to enjoy high-quality consumption. High-quality development is the primary task in comprehensively building a modern socialist country, and people's happiness and well-being are the ultimate goal of promoting high-quality development. The Central Economic Work Conference pointed out the need to stimulate potential consumption, cultivate and expand new types of consumption, and vigorously develop digital consumption, green consumption, and healthy consumption. Consumer associations should work hard to promote effective improvement in economic quality, facilitate high-quality supply-demand matching, and enhance consumption quality. They should identify pain points, blockages, and bottlenecks in new consumption scenarios, new business formats, and new models, collaborate with relevant departments to promote problem-solving, strengthen guidance and regulation, and promote healthy development of new consumption. They should actively offer suggestions to relevant departments, continuously optimize the legal and policy environment for consumer rights protection, and focus on building a standard system conducive to product and service quality improvement and upgrading. They should proactively reflect consumer demands to producers and operators, help industries and enterprises optimize the consumption experience, improve the adaptability of consumption supply to consumption demand, meet consumers' increasingly upgraded needs for a better life with high-quality supply, and continuously enhance the people's sense of gain, happiness, and security.
