The General Secretary provides strong guidance for the development practice of new quality productive forces


       

On the afternoon of March 5, General Secretary Xi Jinping emphasized during the review of the Jiangsu delegation at the second session of the 14th National People's Congress that the primary task is to firmly grasp high-quality development and develop new quality productive forces according to local conditions.

From the first proposal during local inspections in 2023, to the Central Political Bureau's first collective study focusing again this year, and then to the in-depth explanation at this year's National Two Sessions when discussing national affairs, General Secretary Xi Jinping has put forward clear requirements, made in-depth explanations, and guided development practice regarding the development of new quality productive forces.
 

(1) Clarify a relationship

  
When the concepts of "high-quality development" and "new quality productive forces" collide, sparks are bound to fly.
"Developing new quality productive forces is an inherent requirement and an important focus for promoting high-quality development," the General Secretary explained during the Central Political Bureau's collective study the close relationship between developing new quality productive forces and high-quality development, calling it the "hard truth of the new era."
Currently, promoting high-quality development has become the main theme of economic and social development, but many constraints still exist. Promoting industrial innovation through technological innovation, especially by using disruptive and cutting-edge technologies to create new industries, new models, and new momentum, developing new quality productive forces aims to provide strong driving and supporting power for high-quality development.
Last year, the General Secretary made an in-depth explanation on the theme of high-quality development with the Jiangsu delegation. This year, a key year for achieving the goals of the 14th Five-Year Plan, the General Secretary elaborated on key issues of new quality productive forces with the Jiangsu delegation, aiming to further clarify the relationship between high-quality development and new quality productive forces, guide new development practices with new productive force theories, and promote steady and long-term high-quality development.
 

(2) Deepen two aspects of understanding

 
During the review, the General Secretary pointed out, "Developing new quality productive forces does not mean ignoring or abandoning traditional industries; we must prevent herd mentality and bubbles, and avoid adopting a single model," indicating the methodology of "starting from reality, establishing before breaking, adapting to local conditions, and providing classified guidance" for all regions to do well in developing new quality productive forces.
The General Secretary's important discourse with the Jiangsu delegation further clarified key issues in developing new quality productive forces.
On one hand, traditional industries and new quality productive forces are not opposing; the key is to use new technologies to transform and upgrade traditional industries, actively promote industrial high-end, intelligent, and green development, and coordinate the upgrading of traditional industries, the growth of emerging industries, and the cultivation of future industries;
On the other hand, developing new quality productive forces must be realistic and adapted to local conditions, closely combining local resource endowments, industrial foundations, and scientific research conditions. Choosing what to do and what not to do is essential to achieve real results.
 

(3) Grasp three key points

 
Building a modern industrial system, further deepening comprehensive reform, better leveraging the radiation and driving force of major economic provinces... these key points mentioned by the General Secretary with the Jiangsu delegation are all closely related to developing new quality productive forces.

The Central Economic Work Conference held at the end of last year deployed economic work for 2024, placing "leading the construction of a modern industrial system with technological innovation" as the first of nine key tasks. In this year's government work report, "vigorously promoting the construction of a modern industrial system and accelerating the development of new quality productive forces" ranks first among the top ten government tasks for 2024.

Technological innovation is the core element of developing new quality productive forces. Timely application of technological innovation achievements to specific industries and industrial chains, and improving the modern industrial system, connects the chain from technological innovation and industrial innovation to the development of new quality productive forces.

From participating in the Jiangsu delegation review in March last year, inspecting Jiangsu in July, to this time participating in the Jiangsu delegation review, the General Secretary has consistently attached importance to technological innovation and the construction of a modern industrial system. Leading with technological innovation, coordinating the upgrading of traditional industries, the growth of emerging industries, and the cultivation of future industries... Jiangsu has the conditions and capabilities to take the lead and set an example.

 

— Further comprehensively deepen reform.

 

This year is another important year for comprehensively deepening reform. At the Central Political Bureau's collective study at the end of January, the General Secretary clarified the relationship between developing new quality productive forces and comprehensively deepening reform: developing new quality productive forces must further comprehensively deepen reform and form new types of production relations that correspond to it.

During this participation in the Jiangsu delegation review, the General Secretary again emphasized planning major measures to further comprehensively deepen reform. Using reform methods to unblock bottlenecks will effectively remove constraints and obstacles to the development of new quality productive forces, allowing innovation and creativity to continuously emerge.

 

— Give full play to the important role of major economic provinces in developing new quality productive forces.

 

The General Secretary clearly pointed out, "Jiangsu has good conditions and capabilities to develop new quality productive forces," earnestly hoping Jiangsu "become an important base for developing new quality productive forces," and requiring Jiangsu "to link innovation chains, industrial chains, and supply chains on a larger scale, better leveraging the radiation and driving force of major economic provinces for regional and even national development," fully demonstrating that major economic provinces like Jiangsu shoulder important responsibilities in developing new quality productive forces.

The General Secretary's focus on new quality productive forces at the National Two Sessions is based on Jiangsu but also looks nationwide. For all regions, the key is to make good use of the methodology of "adapting to local conditions" pointed out by the General Secretary, continuously deepen theoretical understanding and practical exploration of new quality productive forces, promote sustained economic recovery and improvement, boost the development confidence of the whole society, and truly benefit the people.
