The Ministry of Emergency Management Launches 2024 Chemical Industrial Park

Safety Rectification and Improvement Expert Guidance Service

 

To earnestly implement the deployment of the "Three-Year Action Plan for Fundamental Safety Production Governance of Chemical and Hazardous Chemicals (2024-2026)", promote the deepening of safety rectification and improvement in chemical industrial parks across regions, and effectively prevent major safety risks of hazardous chemicals, the Ministry of Emergency Management recently launched the 2024 expert guidance service for safety rectification and improvement of chemical industrial parks. Currently, expert guidance service teams have been dispatched to Hebei, Shanxi, Liaoning, Jilin, Zhejiang, Hubei, and other places to carry out work.

This year, the expert guidance service will continue to focus on the main line of the "Ten Musts and Two Bans" work, adhere to teaching methods and demonstration leadership, highlight key regions, key parks, and key tasks, and deeply promote the "One Park, One Policy" rectification and improvement through various methods such as special training, on-site guidance, exchange seminars, and mutual learning and reference. The guidance service aims to improve the pertinence of key and difficult tasks such as project admission, closed management, and intelligent control platform construction in chemical industrial parks, enhancing the intrinsic safety level of chemical industrial parks from point to area, and promoting chemical industrial parks to accelerate reaching a lower safety risk level (Level D).

In 2023, the Ministry of Emergency Management carried out expert guidance services for 120 chemical industrial parks in 29 provincial-level regions and units, promoting further improvement of safety management levels and safety assurance capabilities in chemical industrial parks, providing strong support for the stable safety production situation of chemical and hazardous chemicals nationwide.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
