Promote the upgrade of traction equipment and consumer goods trade-in with standards, the action plan is here


Recently, seven departments including the State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Commerce, and the Ministry of Emergency Management jointly issued the "Action Plan for Enhancing Traction Equipment Renewal and Consumer Goods Trade-in through Standards" (hereinafter referred to as the "Action Plan"). The plan makes specific arrangements for implementing the spirit of the Fourth Meeting of the Central Financial and Economic Affairs Commission and the "Action Plan for Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in," proposing to implement a standards enhancement initiative, adhere to standards leadership, orderly improvement, strengthen standards comparison, optimize system construction, accelerate the formulation and revision of standards in energy saving and carbon reduction, environmental protection, safety, recycling, and other fields, aiming to complete the formulation and revision of 294 key national standards by 2025, strongly supporting equipment renewal and consumer goods trade-in.

The "Action Plan" arranges standards enhancement tasks around three aspects: equipment renewal, consumer goods trade-in, and recycling utilization. First, accelerate the improvement of energy consumption and efficiency standards, continuously improve pollutant emission standards, strengthen research on low-carbon technology standards, enhance equipment technical standards, and solidify the baseline for safety production standards. In the next two years, 113 key national standards will be formulated or revised to continuously lead equipment renewal. Second, promote the transformation and upgrading of automobile standards, accelerate the update of home appliance standards, strengthen the leadership of home product standards, and increase the supply of emerging consumption standards. In the next two years, 115 key national standards will be formulated or revised to effectively promote consumer goods trade-in. Third, advance the construction of green design standards, improve second-hand product transaction standards, enhance waste product recycling standards, perfect the quality and usage standards of recycled materials, and increase the supply of recycling utilization standards. In the next two years, 66 key national standards will be formulated or revised to strongly promote smooth industrial circulation.

The "Action Plan" clarifies related safeguard measures, proposing to promote coordinated layout and implementation of standards and policies. Vigorously advance green products and high-end quality certification. Establish a consumer goods quality and safety supervision catalog, strengthen product quality supervision and random inspections. Support the release of a batch of "New Three Samples" Chinese standards in foreign languages to promote the internationalization of China's advantageous technologies, products, and services. At the same time, strengthen supervision and inspection, monitor and evaluate the effectiveness and issues of standards implementation, and solidly promote the implementation of the "Action Plan" to maximize the effectiveness of standardization.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
