On April 23, the State Administration for Market Regulation held a promotion meeting in Beijing for the development of important standards in the credit supervision standard system for business entities. The meeting was guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply advancing the development of key national standards for credit supervision of business entities. Pu Chun, member of the Party Leadership Group and Deputy Director of the State Administration for Market Regulation, and Director of the National Certification and Accreditation Administration, attended and spoke at the meeting.

Promoting the standardization of credit supervision for business entities is an important guarantee to guide and promote the high-quality development of business entities, an important means to build a unified national market, and an important support for constructing a new regulatory mechanism. We should take the establishment of six national credit supervision standards, including the "Implementation Guide for Business Entity Credit Commitment," as an opportunity to increase efforts in developing credit supervision standards and accelerate the establishment and improvement of the credit supervision standard system for business entities.

We must grasp the overall situation, implement precise policies, use standardization as a means to solidify the long-term mechanism of credit supervision, strengthen the unification of credit supervision rules, optimize the supply of credit supervision systems, and consolidate the achievements of building the credit system for business entities. We should plan systematically, strengthen the planning and design of the credit supervision standard system; focus on key points, actively promote the development of key credit supervision standards; and pursue practical results, continuously improving the construction level of the credit supervision standard system.
Responsible comrades from the Credit Supervision Department, Standards and Technology Department, and Standards Institute of the State Administration for Market Regulation reported on the work of credit supervision standardization; responsible comrades from the National Public Information Center of the National Development and Reform Commission, the Network Data Center and Code Center of the State Administration for Market Regulation, and the Market Regulation Bureaus of Zhejiang Province, Anhui Province, and Shenzhen City made exchange speeches. Relevant responsible comrades from some provincial market regulation bureaus participated in the meeting.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
