To thoroughly implement General Secretary Xi Jinping's important discussions on supporting the innovative development of small and medium-sized enterprises (SMEs) and encouraging their accelerated growth, as well as the deployment requirements of the Party Central Committee and the State Council on strengthening comprehensive quality management and supporting the development of small, medium, and micro enterprises, the State Administration for Market Regulation has organized local market supervision departments to regularly carry out quality certification enhancement actions for micro and small enterprises. This helps enterprises improve their quality management capabilities and market competitiveness, further strengthening the resilience of regional industries and economic development. Local market supervision departments, based on the scale, industrial characteristics, and improvement needs of micro and small enterprises, use quality certification as a guide, strengthen policy coordination with financial credit and the tiered cultivation of high-quality SMEs, promote standardized, scientific, and refined management of micro and small enterprises, continuously stimulate enterprises' quality innovation vitality and endogenous power for high-quality development, and actively cultivate new quality productive forces. To further summarize work experience, the Administration has organized and selected a series of typical local experience videos, some of which are now published.

The Tianjin Municipal Market Supervision Commission has innovatively carried out "maturity evaluation" work in the quality certification enhancement action for micro and small enterprises, establishing a closed-loop mechanism of "evaluation—classification—assistance." By releasing the nation's first group standard "Quality Management Maturity Evaluation Specification for SMEs," it pilots evaluation diagnosis and classification grading, precisely matching service resources. The first batch of 30 enterprises in Binhai High-tech Zone participated, with 70% achieving maturity level upgrades and significantly enhanced quality management capabilities. This mechanism, driven by standards, based on data, and oriented towards effectiveness, has become a typical practice to promote quality improvement and efficiency enhancement of micro and small enterprises and serve regional high-quality development.

Anping County, Hengshui City, Hebei Province, uses the quality certification enhancement action for micro and small enterprises as a breakthrough point to assist the transformation and upgrading of the county's wire mesh industry. Adhering to the leadership of conduct construction and following the work approach of "government guidance, market dominance, pilot promotion, and overall improvement," it comprehensively strengthens policy guarantees, establishes departmental coordination mechanisms, and innovates certification service models. After three years of effort, Anping's wire mesh industry has grown from over 60 billion yuan to more than 100 billion yuan, achieving a "multiplier effect" of "helping one, benefiting a batch, and driving a region," actively assisting the county's characteristic industries to become better and stronger.

The Shanxi Provincial Market Supervision Bureau focuses on characteristic professional towns and key industrial chains, using the quality certification enhancement action for micro and small enterprises as a guide. It strictly implements the Administration's three-year special campaign on conduct construction, continuously carries out comprehensive quality certification assistance, has cumulatively helped 5,651 micro and small enterprises, addressed over 2,600 enterprise needs, created 21 demonstration scenarios in fields such as pharmaceuticals and food, assisted 451 enterprises to be included in the "Specialized, Refined, Distinctive, and Innovative" category, cultivated 58 "Three Products and One Standard" certified products, launched 29 green food certified products, promoted quality improvement and efficiency enhancement of micro and small enterprises, and facilitated the upgrading of regional industries.

The Shanghai Municipal Market Supervision Bureau, by deeply integrating conduct construction and business work, actively leverages the technical support role of quality certification, forming an industrial development pattern led by strategic emerging industries, supported by advanced manufacturing, and dominated by modern services. Guided by enterprise needs, it continuously carries out quality certification enhancement actions for micro and small enterprises. It has established a "1+2+3+4" working mechanism to strengthen work coordination and promote the extension of advanced quality concepts and quality management models throughout the entire industry chain. Focusing on the innovative development of the robot industry in Pudong New Area, it conducts regional pilot enhancement actions, promoting quality linkage improvements upstream and downstream.

The Jiangsu Provincial Market Supervision Bureau strengthens chain thinking and focuses on chain-based efforts, promoting the quality certification enhancement action for micro and small enterprises to effectively extend from enterprise "points" to industrial "chains." It has carried out 10 industrial chain certification enhancement pilots, radiating and driving 120 key characteristic industrial chains in counties across the province, serving more than 9,000 enterprises in the chain, empowering high-quality industrial development and cultivating new quality productive forces through "chain"-style improvement.

The Zhejiang Provincial Market Supervision Bureau, taking industry construction as a starting point, deeply carries out quality certification enhancement actions for micro and small enterprises, implementing precise assistance combinations, expanding new measures to help enterprises and benefit the public, solving 658 quality pain points, difficulties, and blockages of micro and small enterprises, and 247 common industrial quality problems, and conducting 34 regional pilots. The annual revenue of micro and small enterprises participating in the enhancement action increased by an average of 9.64%, and the quality cost control rate decreased by 4.62%, effectively promoting strong enterprises, strong chains, and strong counties through quality, jointly shaping the new image of "Good Market Supervision in Zhejiang." The national on-site meeting was held in Huzhou City, and the Quality Certification Activity Index (CAI) has ranked first in the province for two consecutive years.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
