Shandong: Build about 15 provincial-level zero-carbon parks by 2027


Zero-carbon park construction transforms the blueprint into a construction plan. On July 16, the Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, and the Provincial Energy Bureau jointly issued the "Shandong Province Zero-Carbon Park Construction Plan" (Lu Fa Gai Huan Zi [2025] No. 512) (hereinafter referred to as the "Plan"), marking a key step for Shandong in exploring zero-carbon park construction.

According to the "Plan" deployment, by 2027, about 15 provincial-level zero-carbon parks will be built across the province, and by 2030, a batch of provincial-level zero-carbon parks will be established. The "Plan" clarifies ten aspects, among which it encourages "integration of source, grid, load, and storage" and "full construction of distributed renewable energy where feasible," which the industry regards as the creative implementation of the green power direct connection policy in Shandong.

According to the "Notice on Orderly Promoting the Development of Green Power Direct Connection" (Fa Gai Neng Yuan [2025] No. 650) issued by the National Development and Reform Commission and the National Energy Administration in May this year, the proportion of self-generated and self-used electricity from new energy projects must not be less than 60% of total power generation, and the proportion of total electricity consumption must increase from not less than 30% in 2025 to not less than 35% in 2030. It guides new energy projects to consume and utilize power as close to the source as possible to ensure the "green" nature of the projects; it also guides green power direct connection projects to improve the proportion of self-generated and self-used new energy by reasonably configuring energy storage and tapping users' flexible adjustment potential, making the projects greener.

Shandong's "Plan" clearly states the vigorous implementation of new energy and renewable energy power substitution. It strengthens the matching and docking of parks with surrounding photovoltaic, solar thermal, wind power, biomass, and other power generation resources, actively and orderly promoting the construction of new energy power generation projects in and around the parks. Based on the principle of local and nearby consumption, it vigorously develops "source-grid-load-storage" integrated projects and continuously promotes the large-scale development of park green power through models such as local and nearby consumption of new energy, green power trading, distributed self-generation and self-use, and virtual power plants.

The "Plan" also proposes actively building green power transmission and distribution networks. It develops new energy local consumption models, explores the application of advanced grid technologies according to local conditions, scientifically configures energy storage and other regulatory resources, continuously optimizes the distribution network structure, builds new incremental distribution networks and smart microgrids with high green power consumption ratios, and improves the load-bearing capacity and operational flexibility of park distribution networks. It supports parks with construction conditions and in line with relevant policies to fully build distributed renewable energy.

It can be said that Shandong, in zero-carbon park construction, based on the reality of abundant renewable energy in Shandong, has grasped the "source-grid-load-storage" tool, effectively improving the proportion of new energy self-generation and self-use.

In addition, the "Plan" also deploys around demand-side resource regulation capabilities, new energy storage project construction, green low-carbon high-end industries, building low-carbon and carbon reduction, green transportation and logistics, and green intelligent management systems.

The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
