Recently, the National Standardization Administration issued the "Notice on Carrying out the 2024 Review of Mandatory National Standards," as follows.
To accelerate the upgrade of mandatory national standards and continuously improve the applicability, normativity, timeliness, and coordination of standards, the 2024 review of mandatory national standards is now being carried out in accordance with the relevant requirements of the "Standardization Law of the People's Republic of China" and the "Administrative Measures for Mandatory National Standards."
Scope of Standards Review
By the end of 2024, mandatory national standards that have been implemented for 5 years or have reached 5 years since the last review will be included in this review, except those for which revision plans have been issued or revision projects have been proposed. The list of standards proposed for review is at the bottom of this document (attachment). Standards not listed in the attachment may also be included in the review scope as needed.
Contents of Standards Review
(1) Applicability of the Standard
Whether the products, processes, or services involved in the standard have been phased out; if phased out, a conclusion of "abolished" should be given. Whether the scope of application is detailed and specific, and whether it can cover new products, new processes, new technologies, or new services; if the scope is not specific enough or cannot cover new situations, a conclusion of "revision" should be given.
(2) Normativity of the Standard
Whether the technical content of the standard is verifiable and operable; if there are unverifiable or inoperable technical contents, or if the standard does not specify verification methods, a conclusion of "revision" should be given. Whether all technical requirements in the standard are mandatory; if the standard enforces mandatory clauses, a conclusion of "revision" should be given.
(3) Timeliness of the Standard
Compared with the actual level of industrial development and the latest requirements for health, safety, and environmental protection, whether the technical indicators and requirements of the standard need to be improved; if missing indicators or low requirements in the standard may lead to safety accidents or significant safety risks, a conclusion of "revision" should be given.
Compared with the latest international technical regulations or standards, whether the main technical indicators are consistent with international standards or regulations; if inconsistent, a conclusion of "revision" should generally be given.
Whether the normative referenced documents of the standard are currently valid; if the referenced standards have been abolished or updated, a conclusion of "revision" should be given. For standards implemented for more than 10 years, a conclusion of "revision" should generally be given.
(4) Coordination of the Standard
If there is inconsistency or lack of coordination between the standard and current relevant laws and regulations, departmental rules, other mandatory national standards, or national industrial policies, a conclusion of "revision" should be given.
According to the notice requirements, by the end of 2024, mandatory national standards that have been implemented for 5 years or have reached 5 years since the last review will be included in this review, except those for which revision plans have been issued or revision projects have been proposed.
