Beijing-Tianjin-Hebei Jointly Forge a Safe Emergency Equipment Industry Cluster, Emerging a Number of Single Champion and "Little Giant" Enterprises

Recently, the Municipal Bureau of Economy and Information Technology and other departments issued the "Implementation Plan for Promoting the Development of Key Areas in Safety Emergency Equipment." The plan proposes that by 2025, the scale, product quality, and depth and breadth of application of the safety emergency equipment industry in the Beijing area will be significantly improved, and its support role in disaster prevention, mitigation, relief, and major emergency public event response will be noticeably enhanced. The Beijing-Tianjin-Hebei region will also jointly build an advanced manufacturing cluster for safety emergency equipment.
A relevant official from the Municipal Bureau of Economy and Information Technology said that the policy was formulated to focus on improving the modernization level of safety emergency equipment, promoting technological innovation, strengthening promotion and application, prospering the industrial ecosystem, driving high-quality industrial development, enhancing the capacity for disaster prevention, mitigation, relief, and major emergency public event response, and meeting the growing demand for safety emergency needs.
The plan clarifies the key areas for industrial development. The city will focus on key safety emergency equipment for scenarios such as earthquakes and geological disasters, flood disasters, urban waterlogging disasters, ice and snow disasters, forest and grassland fires, urban special scene fires, hazardous chemical safety accidents, mining (tunnel) safety accidents, emergency life rescue, and household emergencies. It will strengthen core technology research and promotion, enhance the supply of advanced and applicable safety emergency equipment, and improve disaster accident prevention and control and emergency rescue response capabilities.
Notably, the city will focus on enhancing emergency capabilities for post-disaster recovery and reconstruction from the "23·7" major rainstorm and flood disaster, increase the equipment allocation for municipal professional teams, clarify and improve the equipment allocation standards for professional emergency rescue teams; establish an equipment support system centered on rescue equipment, comprehensive support equipment, and personal protective equipment; and strengthen equipment allocation for professional rescue teams in flood control and drainage, geological disasters, confined spaces, hazardous chemicals, and other areas.
The plan proposes accelerating the construction of an information platform for municipal professional emergency rescue teams to reflect real-time information on team distribution, duty readiness, material reserves, and large equipment; guide teams to prepare in advance in key areas during flood seasons, fire seasons, and major event protection periods; establish a mechanism for calling and requisitioning professional team equipment, whereby the Municipal Emergency Commission can directly command and call municipal teams and their equipment as needed to respond to emergencies.
Regarding industrial regional layout, the city will guide differentiated and specialized development of parks to play a leading role: Zhongguancun Fengtai Park will cultivate an innovative headquarters R&D comprehensive cluster for emergency communications, monitoring and early warning, emergency medical rescue materials and equipment, safety protection, emergency new materials, and rail transit safety emergency support; Zhongguancun Fangshan Park will cultivate a characteristic cluster for high-end safety protection equipment, emergency disposal equipment, emergency backup energy, frontier materials, and emergency services; Zhongguancun Huairou Park will cultivate a characteristic cluster for high-end monitoring and early warning instruments and sensors. Each park will receive policy support in areas such as technological innovation, talent leadership demonstration, cultivating listed companies, enterprise technological transformation and upgrading, small and medium enterprise development, and site leasing.
In addition, the city will support Yanqing District in focusing on improving the intelligent level of safety emergency equipment and cultivating the drone industry; support Changping District and Miyun District in leveraging high-quality resources from safety production research institutions to cultivate the safety emergency industry ecosystem; support Pinggu District in combining the "dual-use for peace and emergency" demand to cultivate the development of safety protection equipment, disinfection products, and emergency food industries.
The target extends to a broader scope. A relevant official said that the city will gather high-quality safety emergency industry resources from Zhongguancun Fengtai Park, Fangshan Park, and Huairou Park, jointly formulate a creation plan and action plan for an advanced manufacturing cluster of safety emergency equipment with Tianjin and Hebei regions, orderly promote cluster construction, create new highlights in regional cooperation, and further enhance the international competitiveness and influence of safety emergency equipment in the Beijing-Tianjin-Hebei region.
According to the plan, by 2025, Beijing aims to form more than five leading enterprises with international competitiveness, more than 30 key backbone enterprises with core technological advantages, produce a batch of manufacturing single champion enterprises and specialized, refined, distinctive, and innovative "little giant" enterprises, and cultivate 3 to 4 safety emergency industry clusters.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
