Recently, the State Administration for Market Regulation held an administrative guidance meeting on food safety for new business formats and new models in Beijing, deploying actions to lead quality and safety for the healthy development of the platform economy and to safeguard food consumption safety during "Double Eleven".

 

In recent years, emerging food business formats such as fresh e-commerce, food delivery, and live-streaming sales have flourished, bringing convenience to consumers and injecting vitality into economic growth, while also introducing new food safety risks and challenges. In response, the State Administration for Market Regulation has specially organized special sampling inspections and monitoring of food safety in new business formats and new models. The sampling results show that the overall food safety status of new business formats and new models is stable, but some issues have also been exposed.

The meeting required that new food business formats and new models such as fresh e-commerce, food delivery, and live-streaming sales firmly establish food safety awareness, uphold the bottom line of food safety, and regard food safety as the ballast and lifeline of enterprise development; strictly implement the main responsibility for food safety, improve internal quality control systems and measures, and ensure lawful and compliant operations; establish the concept of quality first, provide high-quality products to enhance consumption quality, and inject new momentum into economic development.

Market regulatory departments will carry out actions to lead quality and safety for the healthy development of the platform economy, strengthen policy guidance and compliance education, actively promote platforms and operators within platforms to enhance quality and safety awareness and management levels, and use stronger measures to promote the healthy development of new business formats and new models; at the same time, strengthen food safety supervision of new business formats and new models, ensure consumer food safety, and enhance enterprise development vitality with a sound market order.

Representatives from some fresh e-commerce, food delivery, live-streaming platforms, and sales enterprises participated in this administrative guidance meeting.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
