Recently, the State Administration for Market Regulation (National Standardization Administration) approved and released a batch of important national standards covering aspects such as production safety, consumer goods, agricultural production, and carbon emission accounting. These standards will play a significant role in promoting high-quality economic and social development, coordinating development and safety.
In the area of production safety
Mandatory national standards for fire doors were released, updating and upgrading related technical indicators to help improve product performance and quality, effectively ensuring the safety of people's lives and property. The national standard for safety requirements in wind power plant technological upgrades will enhance the reliability of wind turbines, promote technological innovation in wind farm upgrades, and reduce serious accidents while effectively improving energy utilization efficiency. The national standard for supergravity-enhanced fluorination reaction process reengineering technology will assist in optimizing hazardous chemical production processes and workflows, fundamentally reducing safety risks in fluorination processes.
In the area of consumer goods
National standards were released for electric clothes dryers, coolers, washing machines, and low-temperature storage boxes. At the same time, three national standards for dining tables and chairs, wooden furniture, and metal furniture general technical conditions were newly revised, helping to further improve quality requirements for home appliances and furniture, strengthen safety and reliability, support trade-in of consumer goods, and continuously meet people's pursuit of high-quality life. The national standard for no-reason return service specifications provides guidance for after-sales services both online and offline, offering technical support to regulate no-reason return services and behaviors, which is conducive to optimizing the consumption environment and strengthening after-sales protection.
In the area of agricultural production
National standards were released for grain crop seeds, economic crop seeds, and crop seed labels, regulating seed germination rate, purity, and labeling. Twelve national standards covering grain and oil inspection, machinery, storage, etc., regulate fungi, pests, and mechanical performance to promote grain saving and loss reduction. Three national standards for high-quality wheat, sorghum, and millet will promote the breeding of high-quality grains, improve China's supply capacity of high-quality commercial grains, serve farmers' income growth, and support rural revitalization.
In the area of carbon emission accounting
The national standard for quantification methods and requirements of greenhouse gas product carbon footprints for livestock products was released, regulating the scope, steps, data, and methods of carbon footprint accounting for livestock products, leading the green and low-carbon development of animal husbandry. Two national standards for greenhouse gas emission accounting and reporting requirements for furniture manufacturing enterprises and chemical fiber manufacturing enterprises focus on key energy-consuming industries such as furniture and chemical fiber, clarifying carbon emission accounting requirements during production processes and supporting key industry enterprises in achieving low-carbon control goals.

Based on the strategic plan proposed by the headquarters, United Zhiye takes the upgrade of its product system as a key driver to build a three-tiered business structure—comprising “zero-carbon factory solutions + carbon-related products + integrated comprehensive services”—and thereby develop end-to-end service capabilities. The original enterprise’s integrated approach to low-carbon development has been upgraded to an integrated approach to zero-carbon development, which we regard as a milestone event. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to zero-carbon enterprise development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.
Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
