National Development and Reform Commission: Accelerate the formulation, revision, and implementation of relevant standards for the domestic service industry

Last week, the National Development and Reform Commission and other departments issued the "Opinions on Deepening the Integration of Industry and Education in the Domestic Service Industry" (hereinafter referred to as the "Opinions"). What measures will be taken in the cultivation of domestic service talents and practitioners? In response, Li Chao, Deputy Director of the Policy Research Office of the National Development and Reform Commission and the Commission's spokesperson, introduced that the professional and vocational levels of domestic service practitioners will be continuously improved.

Li Chao said that in recent years, China's domestic service industry has developed rapidly. The current market size has exceeded one trillion yuan, with more than 30 million practitioners. China has nearly 300 million elderly people aged 60 and above, and more than 32 million infants under 3 years old. The demand for domestic services in fields such as elderly care and childcare is continuously being released. It is preliminarily estimated that the labor gap in domestic services exceeds 20 million, among which the shortage of high-quality domestic service personnel with professional technical knowledge is particularly prominent. To promote the resolution of these issues, the National Development and Reform Commission, together with relevant departments, issued the "Opinions," which propose arrangements in four aspects.

First, strengthen the education and training of domestic service talents. In higher education, guide institutions to set up urgently needed domestic service-related majors according to actual conditions and reasonably arrange enrollment scales; in vocational education, focus on expanding the number of domestic service education teachers and encourage schools and domestic service enterprises to mutually employ part-time teachers; in continuing education, focus on orderly promoting the inclusion of domestic service-related majors in the national higher education self-study examination list, encouraging more practitioners to receive continuing academic education.

Second, enhance the skills of practitioners. Mainly carry out three aspects of work. First, guide domestic service enterprises to establish a full-chain, all-staff training system including pre-job, on-the-job, and job transfer training, ensuring that practitioners are qualified before starting work and receive at least one refresher training every two years. Second, promptly formulate, revise, and implement relevant standards for the domestic service industry. Third, strengthen the construction of domestic service training brands such as "Women’s Domestic Service," union domestic service, and "National Open Domestic Service," with an expected annual training of more than 600,000 domestic service practitioners, trainers, and professional managers.

Third, improve the carriers for the integration of domestic service industry and education. Promote localities to refine combined incentive measures of "finance + fiscal + land + credit" to support the cultivation of domestic service industry-education integrated enterprises; make good use of central budget investment and other funds to support the construction of domestic service training bases; at the same time, support relevant industry organizations, schools, institutions, and enterprises to jointly establish domestic service industry-education integration communities.

Fourth, empower the high-quality development of domestic service enterprises. Support domestic service enterprises to deeply participate in professional planning, textbook development, teaching design, curriculum setting, internships, and training in schools, promoting talent cultivation that matches market demand; support domestic service enterprises to establish stable employment docking mechanisms with related schools, and promote high-quality employment of domestic service talents. Deepen the application of artificial intelligence technology in the domestic service field, and encourage localities to attract large enterprises from elderly care, childcare, property management, hotels, and other related fields to enter the domestic service industry for cross-industry operations.

Li Chao stated that next, the National Development and Reform Commission will work with relevant parties to effectively implement the "Opinions" and continuously improve the professional and vocational levels of domestic service practitioners.
