　　To implement the spirit of the Central Economic Work Conference and the 6th Plenary Session of the 13th Municipal Party Committee, adhere to the work requirements of "seeking progress while maintaining stability, promoting stability through progress, upholding integrity and innovation, establishing before breaking, system integration, and coordinated cooperation," and in accordance with the "Beijing High-end and Cutting-edge Industry Development Project Fund Management Measures" and the "Beijing Support Fund Management Measures for Small and Medium-sized Enterprises," the 2025 Beijing High-end and Cutting-edge Industry Development Project Fund and Support Fund for Small and Medium-sized Enterprises Implementation Guide (Second Batch) (hereinafter referred to as the Implementation Guide) is hereby issued.

　　 I. Key Support Directions

　　Direction 1: Data Element Market Demonstration Reward - Data "First Opening" Reward. Encourage enterprises or institutions to open artificial intelligence large model training datasets to the public for the first time through the Beijing Data Basic System Pilot Zone Data Training Base or the National-level AI Large Model Corpus. Rewards will be given based on dataset scale, quality, update frequency, and application effect to enterprises or institutions that open high-quality datasets, with a maximum reward of 500,000 yuan per enterprise or institution (see Attachment 1 for details).

　　Direction 2: SME Service Voucher Subsidy. Promote innovation and entrepreneurship development of SMEs in Beijing, support small, medium, and micro enterprises in purchasing and using services in large model applications, digital intelligence transformation systems, data management capability maturity assessment, digital marketing, chip testing and certification, energy management system construction consulting and certification, energy auditing, carbon footprint certification, industrial design, and other fields. Subsidies will be provided up to 30% of the total contract amount, with a maximum annual subsidy of 200,000 yuan per enterprise. Subsidy funds are applied for and redeemed by service agencies (see Attachment 2 for details).

　 　II. Application Time and Process

　　2. Eligible applicants can log in to the relevant links below from May 8, 2025, until the application deadline to submit relevant enterprise information and corresponding materials according to the filling instructions.

　　For Direction 1, applications can be made through the "Policy Implementation" channel on the Beijing Municipal Government portal website (https://zhengce.beijing.gov.cn/#/declare?govId=1650417040930578434), selecting the corresponding project application.

　　For Direction 2, applications can be made through the "Beijing SME Public Service Platform (www.smebj.cn) - Integrated Application Platform - Notice from Beijing Municipal Bureau of Economy and Information Technology and Beijing Municipal Finance Bureau on Issuing the 2025 Beijing High-end and Cutting-edge Industry Development Project Fund and Support Fund for Small and Medium-sized Enterprises Implementation Guide (Second Batch) - Apply Now" by selecting the corresponding project application. Specific application procedures and requirements are detailed in Attachment 2.

　 　III. Application Conditions and Requirements

　　1. Applicants for Direction 1 and voucher users for Direction 2 must be registered in Beijing and have no record of joint disciplinary actions by administrative authorities or credit disciplinary measures by judicial authorities due to illegal or dishonest conduct in the past three years.

　　2. Project contents already supported by other municipal financial funds will generally not receive duplicate support from the high-end and cutting-edge project funds or SME funds. In principle, the same unit can only receive support for a single direction of the high-end and cutting-edge project funds in 2025; however, projects implementing major national strategic deployments and key tasks of Beijing may receive multiple forms of support. Projects requiring support methods and standards beyond those stipulated in the management measures for high-end and cutting-edge project funds, SME funds, and other related special funds must be approved by the municipal government before implementation.

　　3. Voucher users applying for Direction 2 must be SMEs in Beijing that meet relevant conditions.

　　4. Applicants voluntarily fill in relevant materials as required, commit to related matters, and shall be responsible for the authenticity and accuracy of the projects and submitted materials in accordance with the "Beijing High-end and Cutting-edge Industry Development Project Fund Management Measures" and the "Beijing Support Fund Management Measures for Small and Medium-sized Enterprises." They must comply with related commitments and actively cooperate with the Municipal Bureau of Economy and Information Technology, Municipal Finance Bureau, and other departments in supervision, performance evaluation, and audit work. Project units with contractual obligations or other management requirements must implement projects as agreed and complete tasks and performance targets. The Municipal Bureau of Economy and Information Technology has the right to recover funds from units that do not cooperate with supervision, performance evaluation, and other work.

　　5. Applicants may open digital RMB accounts to receive fund allocations; upon receipt, funds must be used in accordance with relevant laws, regulations, and institutional provisions, with special account management implemented. Funds with specified usage must be used accordingly. Violations such as false reporting, fraud, misappropriation, bribery, and other illegal activities during application and use will be dealt with according to the "Regulations on Punishment and Sanctions for Financial Violations" and other relevant laws and regulations; suspected crimes will be transferred to judicial authorities for legal handling. At the same time, applicants' dishonesty information will be included in the Beijing Public Credit Information Service Platform, and credit sanctions will be implemented according to laws and regulations.
