On May 23, Premier Li Qiang presided over the State Council executive meeting, reviewed and approved the "Action Plan for Green and Low-Carbon Development of Manufacturing Industry (2025–2027)", studied further measures to improve the horizontal ecological protection compensation mechanism, and discussed the "Food Safety Law of the People's Republic of China (Amendment Draft)".
The meeting pointed out that promoting green and low-carbon development in manufacturing is an inevitable trend. It is necessary to accelerate green technological innovation and the promotion and application of advanced green technologies, strengthening the green foundation of new industrialization. Traditional industries should be deeply green-transformed, combined with policies such as large-scale equipment renewal, actively applying advanced equipment and processes, and accelerating green transformation and upgrading in key industries. Emerging industries should be led to develop green from a high starting point, increasing the promotion of clean energy and green products, and improving resource recycling levels. Efforts should be made to strengthen common technology research, improve standards in key areas, optimize related policies, and improve the green manufacturing and service system to better support and assist enterprises in transformation and upgrading.
The meeting pointed out that establishing a horizontal ecological protection compensation mechanism characterized by shared costs, shared benefits, and cooperative governance is of great significance for strengthening ecological environment protection and promoting coordinated regional development. It is necessary to promote the establishment of a more comprehensive, clearly defined responsibilities, diversified methods, and more efficient governance horizontal ecological protection compensation mechanism, further refine key tasks and implement measures to achieve a virtuous interaction between ecological product supply areas and beneficiary areas. Efforts should be made to deepen the construction of the horizontal ecological protection compensation mechanism for major rivers and streams, steadily expand compensation fields, and actively explore compensation methods for other ecological environment elements such as forests, grasslands, and the atmosphere. A clear system of rewards and punishments should be improved, adhering to the principle of "who pollutes, who governs; who protects, who benefits," studying and improving incentive and restraint policies to attract more social capital to participate in ecological civilization construction.
The meeting decided to submit the "Food Safety Law of the People's Republic of China (Amendment Draft)" to the Standing Committee of the National People's Congress for review. The meeting pointed out that food safety is related to life and health, and relevant legal provisions should be improved according to the principle of urgent needs first, building a more scientific and rigorous food safety standard system, especially the mandatory standards system. Efforts should be made to further promote the shift of food safety governance models toward preemptive prevention, strengthen full-chain supervision, advance the decentralization of regulatory focus, and strictly enforce daily supervision and inspection. Special governance should be carried out in key areas, strengthening the handling of supervision and sampling results, severely punishing problems found according to law without tolerance, and continuously improving the food safety system.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
