On June 30, the State Administration for Market Regulation issued an announcement to publicly solicit opinions on the "General Rules for the Implementation of Industrial Product Production Licenses (Draft for Comments)" (hereinafter referred to as the "General Rules") and 24 product production license implementation rules (draft for comments) (hereinafter referred to as the "Rules").
With the continuous development of China's economy and society, the technical conditions for the production of products subject to industrial product production license management have undergone significant changes. The "General Rules" and the Rules should be revised in a timely manner to meet the needs of economic and social development and technological progress. At the same time, the reform of the industrial product production license system is advancing steadily, and the relevant reform achievements urgently need to be solidified in the form of normative documents to further optimize government services, improve administrative approval efficiency, and enhance the business environment.
The revision of the "General Rules" mainly includes four aspects: First, Shorten the approval time. The approval time for prior review and then certification is clarified as 30 days, the approval time for post-site inspection is clarified as 5 days, and the approval time for notification and commitment is clarified as 1 day. Second, Implement the main responsibility and quality safety traceability requirements. Added provisions on "establishing quality safety management systems and quality safety traceability systems to effectively implement the main responsibility for product quality and safety." Third, Improve the requirements for inspection and testing reports. The time limit for enterprises to submit inspection and testing reports is adjusted to within 6 months before the application, and it is clarified that the inspection and testing report shall not be a combination of multiple reports. Fourth, Delete the chapter "Certification for enterprises and their subsidiaries, branches, and other units" in the original "General Rules" to be consistent with the format and requirements of the "Implementation Measures for the Regulations on the Administration of Industrial Product Production Licenses of the People's Republic of China."
The revision of the Rules mainly includes six aspects: First, Merge satellite television broadcast ground receiving equipment and wireless radio and television transmitting equipment into one "Implementation Rules for the Production License of Radio and Television Transmission Equipment Products." Second, Update the standards referenced by 18 product-specific rules. Third, Improve the industrial policy requirements in the implementation rules for five categories of products: construction steel bars, cement, wires and cables, artificial boards, and hazardous chemicals. Fourth, According to industry development status and technological progress, improve the requirements for production equipment and inspection and testing equipment for some products. Fifth, Focus on product quality and safety, optimize inspection and testing items for some products. Sixth, Standardize the inspection clauses and determination methods of the "Enterprise On-site Inspection Method" in the Rules to reduce the discretionary power of inspectors.
Next, the State Administration for Market Regulation will carry out the revision of the "General Rules" and the Rules based on the feedback received.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
