The Ministry of Industry and Information Technology releases the "2020 Key Points for Standardization Work in the Industrial Communication Industry"


  The overall requirement for industrial communication standardization work in 2020 is to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, and fourth plenary sessions of the 19th Central Committee, based on the overall construction of a manufacturing power and a network power, following the deployment of the National Industrial and Information Technology Work Conference, aiming to promote high-quality industrial development, with the supply-side structural reform of the standard system as the main line, adhering to the unity of goal orientation and problem orientation, carrying out the "14th Five-Year Plan" industrial communication standardization strategic research, strengthening the overall coordination of standardization work across the entire industry chain, focusing on addressing the shortcomings in industrial development standardization, and accelerating the establishment and improvement of a new type of standard system that meets the high-quality development of the industrial communication industry.


   Main expected goals: Formulate more than 800 key special standards serving the construction of a manufacturing power and a network power, promote the application demonstration of 100 group standards in more than 10 fields, achieve a conversion rate of over 90% for international standards in key fields, and encourage Chinese enterprises and institutions to formulate more than 100 international standards.

1. Strengthen top-level design, conduct strategic research and overall promotion of standardization

   (1) Conduct strategic research on industrial communication standardization during the "14th Five-Year Plan" period. Closely focus on the construction of a manufacturing power and a network power, organize and carry out strategic research on industrial communication standardization during the "14th Five-Year Plan" period. From the perspective of standards leading, regulating, and supporting industrial development, deeply analyze the shortcomings in industrial communication standardization work in management systems, technical systems, implementation effects, and internationalization levels. Problem-oriented, propose the overall ideas, work goals, key tasks, and safeguard measures for industrial communication standardization work in the next 3 to 5 years, focusing on building a new type of standard system that meets the high-quality development of the industry, continuously improving the technical level, innovation capability, and internationalization degree of industrial communication standards.

   (2) Strengthen the overall promotion of standardization work in key fields. Strengthen the overall promotion and coordinated development between domestic standards and international standards, national standards and industry standards, government-formulated standards and market-formulated standards. Support all parties in production, education, research, and application, as well as all links in the industrial chain, to further strengthen technical and industrial cooperation and jointly establish standardization technical organizations. Encourage standardization technical organizations to include various enterprises in standardization work and improve cross-domain collaboration mechanisms among different standardization technical organizations. Adhere to a comprehensive standardization model, break traditional domain boundaries, promote the construction and coordination of key special standard systems across industries and fields as a whole, and encourage upstream and downstream industries to jointly formulate industry standards.

2. Strictly adhere to the technical bottom line, accelerate the construction of the mandatory national standard system
 

(3) Develop guidelines for the construction of the mandatory standard system. Focusing on ensuring personal health and life property safety, national security, ecological and environmental safety, and meeting the basic needs of economic and social management, develop guidelines for the construction of the mandatory standard system in the industrial communication industry, guide key industries to develop recommended national standards and industry standard systems supporting mandatory national standards, strengthen the overall promotion of mandatory standardization work, and continuously improve the systematization, scientific nature, coordination, and feasibility of the mandatory standard system.


   (4) Formulate mandatory national standards. Based on the conclusions of mandatory standard integration and simplification, accelerate the project initiation of mandatory standards that have not yet completed integration and revision, ensuring the full completion of integration and simplification tasks. Strengthen the formulation of mandatory national standards for consumer product safety, equipment safety, limits on toxic and hazardous substances, industrial safety, resource security, security of key network equipment, etc., pay attention to referencing and learning from international standards and foreign technical regulations, actively adopt new technologies with high maturity, increase the coverage of individual mandatory national standards, and continuously enhance the advancement of mandatory national standards. Support relevant standardization organizations and testing institutions to carry out conformity testing and verification of mandatory national standards, providing experimental and data support for the formulation of mandatory national standards.

   (5) Strengthen the management of mandatory national standards. According to the "Measures for the Administration of Mandatory National Standards" and other relevant regulations, optimize and improve the existing management procedures and requirements for mandatory standards in the industrial communication industry, further clarify the responsibilities and roles of industry competent departments, industry associations (federations), and standardization technical organizations. Fully leverage the role of industry associations (federations) and standardization technical organizations, widely involve enterprises, research institutes, testing and certification institutions, consumers, and user representatives in the formulation of mandatory national standards, and pay attention to soliciting opinions from all sectors of society.

3. Guide industrial upgrading, optimize and improve the recommended standard system

   (6) Continuously optimize the structure of the recommended standard system. Conduct industry standard system evaluations by industry and sub-field, promote standard system construction through technological progress, focus on increasing the supply of key and basic public welfare standards, improve the technical level of existing standards, and drive industrial transformation and upgrading. Prioritize support for key technical and product standards, basic terminology, test methods, quality and safety, energy saving and environmental protection, engineering construction, and other basic public welfare standards, as well as standards supporting mandatory national standards. Organize the review of industry standards, confirm some, revise some, and abolish some, keeping the average age of industry standards within 5 years, and gradually reduce the scale of general product industry standards.

   (7) Promote the formulation of standards in key fields through special projects. Focus on key fields such as 5G networks and applications, artificial intelligence, industrial internet, internet of things, data centers, vehicle networking (intelligent connected vehicles), new materials, strategic mineral resources, industrial foundation, intelligent manufacturing, green manufacturing, additive manufacturing, modern agricultural machinery equipment, environmental protection equipment, drones, quality improvement, new displays, intelligent photovoltaics, ultra-high-definition video, virtual reality, smart health and elderly care, high-speed broadband, network data security, and IoT security. Gather forces from upstream and downstream of the industrial chain and all parties in production, education, research, and application, systematically sort out standardization needs related to basic general, key technologies, typical applications, and epidemic prevention and control, and promote the formulation of industry standards in key fields in a systematic way through special projects, promoting the improvement of industrial basic capabilities and the modernization level of the industrial chain.

4. Stimulate market vitality, increase the effective supply of advanced group standards

   (8) Actively guide the formulation of advanced group standards. Guide social organizations to keep pace with global new technologies, new processes, new products, and new business formats, independently formulate and release innovative and international group standards, fill standard gaps, and quickly meet market demands. Encourage social organizations to independently formulate and release advanced group standards with technical levels comprehensively superior to national and industry standards, promoting the expansion of the applicable scope of advanced group standards. Support social organizations to actively participate in global standardization activities and accelerate the international development of group standards.

   (9) Solidly promote the application demonstration of advanced group standards. Encourage local administrative departments, social organizations, and others to actively participate in the application demonstration of 100 group standards in the industrial communication industry. Following procedures such as voluntary application, industry or local recommendation, expert review, and public announcement, continue to select about 100 group standard application demonstration projects with high technical level, good application effect, strong market competitiveness, and significant social influence in more than 10 fields, and announce them to the public. Guide enterprises, e-commerce platforms, and others to implement advanced group standards, promoting high quality and premium pricing. Support social organizations to actively carry out publicity and training of group standards based on the 100 group standard application demonstration projects, continuously enhancing their influence and recognition.

5. Benchmark against international advanced levels, create a new high-level open situation in standardization

   (10) Continue to carry out international standard benchmarking and compliance actions. For key development areas such as construction machinery, infant products, integrated circuits, and other industries, as well as consumer-focused hot topics, establish a mechanism for tracking and converting international standards. Conduct in-depth comparative analysis between China's standards and advanced international standards to identify gaps and weaknesses, improve the list of international standards requiring conversion, and clarify timelines and requirements. Focus on accelerating the conversion of international standards in basic general, test methods, quality and safety, energy saving and environmental protection, further narrowing the gap between China's standards and advanced international standards, and achieving a conversion rate of over 90% for international standards in key areas.

   (11) Actively participate in global standardization activities in key areas. Continue to encourage Chinese enterprises and institutions to deeply participate in the formulation of international standards by organizations such as the International Telecommunication Union (ITU), International Organization for Standardization (ISO), and International Electrotechnical Commission (IEC). Actively engage in activities of globally renowned standardization organizations such as 3GPP and WP29 global vehicle regulations coordination, share Chinese practices, and propose Chinese solutions. Steadily promote China's counterpart research with the ITU Telecommunication Standardization Sector (ITU-T) and spectrum coordination with the Radiocommunication Sector (ITU-R), strengthening leadership in emerging field standards. Enhance institutional construction, talent team building, and informatization for China's participation in ITU-T international standardization work. Increase investment in the spectrum field, leveraging the ITU-R international platform to actively promote global or regional spectrum resource coordination. Organize domestic preparations for the World Telecommunication Standardization Assembly (WTSA-20) and the World Radiocommunication Conference (WRC-23).

  (12) Enhance the capability of standards services to support the "Belt and Road" construction. Focusing on key areas such as manufacturing, information and communication, "Internet + advanced manufacturing," and epidemic prevention materials, continuously advance the analysis of standard demands for countries along the "Belt and Road." Based on the actual "going global" of Chinese products, equipment, technology, and industries, actively promote the development of foreign language versions of mandatory national standards and industry standards to serve the economic construction of countries along the "Belt and Road." Encourage Chinese social organizations, standardization institutions, and others to strengthen exchanges, enhance consensus, and deepen cooperation with relevant institutions in countries along the route to jointly develop international standards.

6. Promote information disclosure and effectively publicize and implement major standards.

   (13) Continuously promote the disclosure of standardization information. Continuously improve the construction of the standardization information platform to achieve full-process information disclosure and public consultation for standard formulation and revision, ensuring that standard development is fair, just, scientific, reasonable, open, and transparent. Improve the standardization information release mechanism, promptly publish important standardization policies and major standard information, publicize the achievements and typical experiences of standardization work, and promote the enhancement of standardization awareness throughout society. Build a full-text public system for industry standards and promote the free public release of a batch of industry standard texts in pilot areas to society.

   (14) Strengthen the publicity and implementation of key standards. Support industry associations (federations), standardization technical organizations, and professional institutions to organize standard publicity and training aimed at producers, users, and third-party testing and certification bodies, guiding enterprises to benchmark and meet standards in research and development, production, and management. Strengthen coordination with market supervision departments to integrate standard publicity and implementation into supervision sampling, law enforcement inspections, testing and inspection, certification and accreditation, and consumer rights protection. Study and establish a statistical analysis report system for the implementation of mandatory national standards, smooth feedback channels for standard implementation, and strengthen the collection and evaluation of standard implementation information.

7. Improve rules and regulations, strengthen standardization management and organizational construction.

   (15) Accelerate the construction of standardization rules and regulations. Formulate and issue documents such as the "Management Measures for Professional Standardization Technical Committees of the Ministry of Industry and Information Technology" and the "Management Measures for Industry Standard Formulation of the Ministry of Industry and Information Technology," further standardizing the procedures and requirements for industry standardization work. Accelerate the establishment and improvement of the industry standard expert information database, fully leveraging experts' important roles in standardization strategic consultation and standard review. Encourage social organizations to improve their own standard management systems and intellectual property policies, attract a wide range of small and medium-sized enterprises to participate in standardization work, and treat all types of enterprises equally.

   (16) Strengthen the construction and management of the standardization workforce. Based on the "Management Measures for Professional Standardization Technical Committees of the Ministry of Industry and Information Technology," timely initiate the entrusted work of national professional standardization technical committees. Entrusted national professional standardization technical committees may engage in the formulation and revision of industry standards and technical coordination in designated fields. Accelerate the formation of industry standardization technical committees around the needs of emerging industries and key areas, responsible for the formulation and revision of industry standards and technical coordination in designated fields. Explore the establishment of annual assessment and dynamic adjustment mechanisms, strengthening the management, supervision, and assessment of standardization technical committees.
