The overall requirement for industrial communication standardization work in 2020 is to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, and fourth plenary sessions of the 19th Central Committee, based on the overall construction of a manufacturing power and a network power, following the deployment of the National Industrial and Information Technology Work Conference, aiming to promote high-quality industrial development, with the supply-side structural reform of the standard system as the main line, adhering to the unity of goal orientation and problem orientation, carrying out the "14th Five-Year Plan" industrial communication standardization strategic research, strengthening the overall coordination of standardization work across the entire industry chain, focusing on addressing the shortcomings in industrial development standardization, and accelerating the establishment and improvement of a new type of standard system that meets the high-quality development of the industrial communication industry.
(3) Develop guidelines for the construction of the mandatory standard system. Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
