The Beijing Local Standard Pre-Review Meeting for the "Green Engineering Evaluation Guide for the Automobile Manufacturing Industry (Complete Vehicle)" was held at United Intelligence.


Preface: The automotive manufacturing industry falls within the scope of policy-supported industries, and the formulation of standards related to green factories in the automotive manufacturing industry is an important part of the creation and development of the green manufacturing system. To meet the national and Beijing municipal policy requirements for the green manufacturing system, United Intelligence led the organization and preparation of the "Automotive Manufacturing Industry Green Factory Evaluation Guide (Complete Vehicle)" standard. United Intelligence served as the main drafting unit, widely inviting well-known automotive manufacturing enterprises in Beijing and major institutions to participate in the drafting work. Due to the impact of the COVID-19 pandemic, the completion time for soliciting opinions on the standard was slightly delayed.

On June 10, 2020, the pre-review meeting for the Beijing local standard "Automotive Manufacturing Industry Green Factory Evaluation Guide (Complete Vehicle)" (draft for review) was held at Beijing United Intelligence Certification Co., Ltd. The main participating units included an expert group composed of the Beijing Municipal Bureau of Economy and Information Technology, Beijing Energy Conservation and Environmental Protection Center, China Industrial Energy Conservation and Clean Production Association, China Academy of Building Research, Beijing Automotive Research Institute Co., Ltd., as well as the main drafting unit Beijing United Intelligence Certification Co., Ltd. (hereinafter referred to as United Intelligence) and cooperating units Beijing Green Path Energy Conservation and Environmental Protection Technology Development Co., Ltd., Beijing Benz Automotive Co., Ltd., and Beijing Automotive Co., Ltd.
Director He Jin of the Beijing Municipal Bureau of Economy and Information Technology introduced the attendees, announced the list of experts for the pre-review meeting, and confirmed Ms. Li Xiaodan from the Beijing Energy Conservation and Environmental Protection Center as the leader of the expert group for the pre-review meeting. As the industry supervisory department, Li Xiaodan explained the purpose and significance of preparing this Beijing local standard.

To promote the sustainable development of the automotive manufacturing industry, researching and formulating the Automotive Manufacturing Industry Green Factory Evaluation Guide is an urgent need for industry development and environmental protection. Through the formulation of the Beijing local standard "Automotive Manufacturing Industry Green Factory Evaluation Guide (Complete Vehicle)", it promotes the development and improvement of related standards in the domestic automotive manufacturing industry, enhances Beijing's leading role in the national automotive manufacturing industry, and further promotes the improvement of the domestic automotive manufacturing industry level.
Beijing has successively released four batches of lists of green factories that have passed evaluation, among which the automotive manufacturing industry accounts for a certain proportion. The automotive manufacturing industry in Beijing is a key supported and developing industry with ample development momentum in the future. Therefore, the green factory evaluation for the automotive manufacturing industry has broad application prospects.

As a main member of the drafting group, United Intelligence introduced the main content of this standard, the preparation status, and the handling of major opinions at the meeting. Members of the expert group asked questions about the statements made by the drafting group, and the drafting group members explained them one by one. After reviewing the standard content, the expert group members voted and signed.

Director He Jin of the Energy Conservation Department of the Municipal Bureau of Economy and Information Technology summarized the meeting, marking the successful conclusion of this standard pre-review meeting.

The "Automotive Manufacturing Industry Green Factory Evaluation Guide (Complete Vehicle)" covers aspects such as basic requirements for green factories, infrastructure, management systems, energy and resource input, products, environmental emissions, and performance. Following the principles of "intensive factory buildings, harmless raw materials, clean production, waste resource utilization, and low-carbon energy," it aims to establish an evaluation index system for green factories in the automotive manufacturing industry and proposes general requirements for the evaluation of green factories in the automotive manufacturing industry. It has significant positive significance for guiding Beijing's automotive manufacturing enterprises to create green factories, promoting green upgrades, and achieving green coordinated development. At the same time, it also provides a basis for the evaluation work of green factories in Beijing's automotive manufacturing enterprises.

The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
