Preface: Recently, the China Government Procurement Network announced the winning bid for the 2020 Industrial Energy Conservation Diagnosis Service Provider Selection Project by the Energy Conservation and Comprehensive Utilization Department of the Ministry of Industry and Information Technology. Since being selected as a service provider for the Ministry of Industry and Information Technology's 2019 Industrial Energy Conservation Diagnosis Service, our company has served 113 enterprises across 14 provinces/autonomous regions/municipalities in the eastern, central, and western regions, and successfully won the bid again in 2020.
1. Rapid economic development, with energy consumption increasing year by year
In 1978, the national energy consumption was 570 million tons of standard coal. In 2017, it was about 4.49 billion tons of standard coal, nearly a sevenfold increase, ranking first in the world for eight consecutive years. In 2018, total energy consumption was 4.62 billion tons of standard coal, a 2.9% increase over 2017. Non-fossil energy accounted for 14.3%. Preliminary statistics show that total energy consumption in 2019 was 4.86 billion tons of standard coal, an increase of about 3.3% over the previous year. 2. Air pollution, with industrial production having a significant impact Energy consumption: Industrial energy use accounts for about 70% of total social energy consumption, with steel, non-ferrous metals, building materials, and chemicals—the four major high-energy industries—accounting for 50% of industrial energy use. There are still issues of energy waste in China's current energy consumption. Areas lagging in air pollution rankings are concentrated in the Two Rivers and Two Mountains regions. 2. Countermeasures and Measures
1. Establish a Beautiful China Green mountains always remain, clear waters flow long, and the air is always fresh. The report of the 19th National Congress of the Communist Party of China proposed accelerating the reform of the ecological civilization system and building a Beautiful China. By promoting green development, focusing on solving prominent environmental problems, strengthening ecosystem protection, reforming the ecological environment supervision system, integrating ecological civilization construction into all aspects and the whole process of economic and social development, and addressing the harmonious coexistence of humans and nature, the beautiful picture of ecological civilization construction with green mountains, clear waters, and picturesque landscapes will further unfold across the country. The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China proposed adhering to and improving the ecological civilization system to promote harmonious coexistence between humans and nature. Ecological civilization construction is a millennium plan related to the sustainable development of the Chinese nation. We must practice the concept that lucid waters and lush mountains are invaluable assets, adhere to the basic national policy of resource conservation and environmental protection, follow the principles of prioritizing conservation, protection, and natural restoration, firmly follow the path of civilized development featuring production growth, affluent life, and good ecology, and build a Beautiful China. We must implement the strictest ecological environment protection system, fully establish a resource-efficient utilization system, improve ecological protection and restoration systems, and strictly enforce ecological environment protection responsibility systems. 2. 3. Energy Conservation Diagnosis
Mainly targeting industries such as machinery, electrical, electronics, light industry, and textiles, focusing on enterprises with annual comprehensive energy consumption between 5,000 and 10,000 tons of standard coal (equivalent to about 7,000 to 15,000 tons of raw coal, 3,500 to 7,000 tons of crude oil, 4 to 8 million cubic meters of natural gas, and 40 to 80 million kWh of electricity annually), fully supporting the implementation of energy conservation diagnosis. 1. Diagnosis Service Content Focus on the enterprise's production process and main technical equipment to conduct diagnosis in three areas: energy utilization, energy efficiency, and energy management. First, verify the composition and amount of enterprise energy consumption, prepare the enterprise energy balance sheet, calculate the comprehensive energy consumption, and identify weak points and prominent problems in energy utilization; Second, calculate the energy consumption of main processes and the comprehensive energy consumption per unit product according to industry characteristics, evaluate the energy efficiency level and actual operation of main energy-using equipment, and analyze the potential for promoting high-efficiency energy-saving equipment and advanced energy-saving technologies; Third, check the implementation of energy management measures such as the setup of energy management positions, the provision of energy metering instruments, and the establishment and execution of energy statistics systems. 2. Characteristics of Diagnosis Service Energy conservation diagnosis services follow the principle of voluntary participation by enterprises. Focus on helping enterprises discover energy-saving potential. Promote enterprises to implement energy-saving transformations. Achieve cost reduction and efficiency improvement. 3. Energy Conservation Diagnosis Plan Review enterprise energy use systems, equipment, and operation ledger materials, acceptance documents of energy-saving projects within the diagnosis scope, check the operation status of energy use systems and equipment, and inspect the implementation of energy-saving management systems. The main content includes diagnosing the status of energy use systems and equipment operation, including on-site inspection of operation records, equipment technical parameters, random testing of major energy-consuming equipment's important technical parameters using specialized instruments, comparing and analyzing energy efficiency, identifying problems in equipment and system operation, including phasing out obsolete equipment; on-site inspection of the implementation of energy management systems such as operation system documents, management systems, job responsibilities, energy management personnel certification and employment status, construction and continuous operation of energy management systems, with descriptions and evaluations. (2) Verify Historical Data Verify measurement records and financial bills of energy consumption varieties, calculate and analyze the enterprise's comprehensive energy consumption and energy intensity. The main content is the energy-saving diagnosis of enterprise energy consumption data statistics, including classification measurement records of energy consumption varieties and energy financial bills, focusing on verifying the accuracy and authenticity of various energy consumption bill data; evaluating the economy of energy consumption, calculating the enterprise's comprehensive energy consumption indicators and energy intensity indicators through statistical analysis of energy consumption data. Focus on explaining the composition of the energy intensity indicator system, selection of typical energy consumption indicators, data accounting methods, and comparative analysis. (3) Review the working status of measuring instruments Review the operation status of energy measuring instruments and verify the authenticity and accuracy of energy consumption statistical data. The main content is to inspect the enterprise's energy measuring instruments, including total measurement, sub-item measurement, and energy consumption monitoring of various energy consumption varieties. Verify energy consumption data through on-site inspection, analyze whether the meters operate stably, measure accurately, and are calibrated within the prescribed time; investigate the source of energy consumption statistical data provided by the enterprise, and check the authenticity and accuracy of the energy consumption statistical data. (4) Conduct monitoring and testing of key energy-consuming equipment Based on on-site monitoring, analyze and evaluate the usage of main energy-consuming equipment, including the model, quantity, and efficiency of the main energy-consuming equipment. If the enterprise has monitoring and testing reports of energy systems and equipment during the energy-saving diagnosis period, these monitoring reports shall be used as the basis; if not, actual measurements can be conducted as needed according to the actual situation. The report should clearly state the basis, representativeness, typicality, and measurement ratio of the actual measurements. (5) Review energy consumption indicators Review the implementation of the annual energy-saving plan and energy consumption quotas (limits), and verify explanations for enterprises exceeding energy consumption quotas (limits). Analyze the situation of unmet energy-saving targets from the previous year and forecast the completion of energy-saving targets for the current year. Evaluate and analyze the implementation of last year's energy-saving plan and energy consumption quota execution. For annual plans that have been implemented, assess the implementation effect; for those not implemented, analyze the main obstacles or reasons for non-implementation during the process. For enterprises exceeding energy consumption quotas (limits), reasons need to be analyzed. During report preparation, focus on comparing changes between the current year's energy-saving plan and previous years' plans, as well as the increase or decrease in energy consumption this year compared to previous years. After comparing total energy consumption, compare sub-item energy consumption quotas (limits), and analyze and explain phenomena where actual sub-item energy consumption exceeds quotas (limits). (6) Energy utilization diagnosis Determine the composition and consumption of enterprise energy use, analyze energy losses and waste heat and energy recovery, calculate the enterprise's comprehensive energy consumption, and analyze the enterprise's energy balance relationship. (7) Energy efficiency diagnosis Calculate the energy consumption of main processes and the comprehensive energy consumption per unit product, evaluate the energy efficiency level and actual operation of main energy-consuming equipment, and verify the application of key advanced energy-saving technologies. (8) Energy management diagnosis Verify the construction and responsibility division of enterprise energy management organization, establishment and implementation of energy management systems, allocation and use of energy measuring instruments, construction and informatization operation of energy management centers, and the carrying out of energy-saving publicity and education activities. (9) Energy-saving potential analysis Through information collection, on-site inspection, benchmarking, and comprehensive analysis, conduct a comprehensive evaluation of the enterprise's energy consumption status, focus on analyzing problems and energy-saving potential in main energy systems or equipment, propose effective energy-saving operation management and economic energy-saving renovation measures, and prepare corresponding energy-saving technology renovation plans and investment estimates. Through industry benchmarking, objectively evaluate the overall level of enterprise energy utilization and comprehensively analyze potential for energy efficiency improvement and energy saving. (10) Energy-saving renovation suggestions Based on the enterprise's actual situation, propose energy-saving renovation suggestions from aspects such as technical renovation, equipment upgrading, process optimization, and management improvement, and comprehensively evaluate the expected energy-saving effects, economic benefits, and social benefits of each renovation measure.
