The Significance of ISO Three-System Certification for Enterprises
Implementing ISO9001 within an enterprise allows quality management according to internationally standardized quality systems that have undergone strict audits, truly meeting legal and scientific requirements, greatly improving work efficiency and product qualification rates, and rapidly enhancing the enterprise's economic and social benefits.
Externally, when customers learn that a supplier manages according to international standards and has obtained ISO9001 quality system certification with regular supervision by certification bodies, they can trust that the enterprise can stably produce qualified or even excellent products, thus confidently signing supply contracts and expanding the enterprise's market share.
Many countries set various trade barriers to protect their interests, including tariff and non-tariff barriers. Non-tariff barriers mainly refer to technical barriers, especially product quality certification and ISO9001 quality system certification barriers. Particularly within the World Trade Organization, member countries have eliminated tariff barriers among themselves, so obtaining certification is the main way to remove trade barriers.
In modern trade practice, although second-party audits have long been customary, their significant drawbacks have gradually been recognized:
Since the 1970s, quality competition has become the main method of international trade competition. Many countries regard raising quality requirements for imported goods as an important trade protectionist measure. Implementing ISO9000 international standardized quality management can stably improve product quality, enabling enterprises to stand unbeatable in product quality competition.
In the practice of enforcing product quality laws worldwide, complaints about product quality have become more frequent, accident causes more complex, and liability investigations stricter. Especially in recent years, developed countries have shifted from "fault liability" to "strict liability," imposing stricter safety requirements on manufacturers.
For example, if a worker is injured operating a machine tool, under "strict liability" law, the court will examine not only quality issues like machine part failures but also whether safety devices or warning devices were present. The court can determine defects based on any of these issues, and the manufacturer must compensate for consequences. However, according to product liability laws, if the manufacturer can provide ISO9001 quality certification, they may be exempt from compensation.
According to international economic cooperation and technical exchange practices, cooperating parties must have a common language, unified understanding, and shared standards regarding product (including service) quality to cooperate and communicate. ISO9001 quality management system certification provides such a basis, facilitating rapid agreement between parties.
Externally, ISO9001 brings many new opportunities for communication and learning to enterprises; internally, carefully planned promotion activities can become unprecedented opportunities to eliminate barriers, enhance mutual understanding, and use this chance to remove blind spots and change unfavorable development habits.

Based on the strategic plan proposed by the headquarters, United Zhiye takes the upgrade of its product system as a key driver to build a three-tiered business structure—comprising “zero-carbon factory solutions + carbon-related products + integrated comprehensive services”—and thereby develop end-to-end service capabilities. The original enterprise’s integrated approach to low-carbon development has been upgraded to an integrated approach to zero-carbon development, which we regard as a milestone event. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to zero-carbon enterprise development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.
Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
