As of the end of August this year, China has 337 certification bodies qualified to provide service certification, issuing more than 36,000 service certification certificates, representing year-on-year increases of 51.8% and 80.6% respectively; accounting for 49% and 1.3% of the total certification bodies (681) and certification certificates (2,742,437) respectively; from 2016 to 2019, the average annual growth rates were 86.82% and 135.06%. Among the 22 major categories in the field of service certification, 20 have implemented certification work and issued certificates, achieving a coverage rate of 90.9%. After more than a decade of accumulation and development, China's service certification industry has taken shape.
According to a relevant person in charge of the Certification Supervision Department of the State Administration for Market Regulation, Certification has the unique role of "guaranteeing the baseline, raising the standard, and strengthening comprehensive quality management." The positioning of service certification is a high-quality certification that "raises the standard" of service quality. Service certification plays an increasingly important role in improving the supply of high-quality services, promoting high-quality development of the service industry, and enhancing China's international competitiveness in services. Since the establishment of the State Administration for Market Regulation, with the support of a series of policy measures and promotional efforts, the service certification industry has shown rapid development, with significant improvements in scale and quality, and the status and role of service certification have gradually become prominent. While the industry scale has gradually expanded, the role of service certification in "raising the standard" has steadily improved. In recent years, the service certification experience projects selected during the "Service Certification Experience Week," such as digital construction, green data centers for public institutions, digital copyright management, air passenger transport, and optometry and eyewear fitting, fully demonstrate the role of service certification in "raising the standard" on the supply side of the service industry.
The development and practice of service certification are changing rapidly. The reasons come from two aspects, First, the upgrade of service consumption drives industry development. People's demand for high-quality services is growing, and certification plays a greater leading and supporting role in the high-quality development of the service industry. Service certification projects such as health and elderly care, air passenger transport, non-academic education, property management, product after-sales, and bank branch services are good practices to meet the upgrade of service consumption. Second, industrial integration provides a good opportunity. In recent years, a new round of technological revolution and industrial transformation has emerged, driving the strong rise of digital technology, promoting deep industrial integration, and leading the vigorous development of the service economy. Service certification coexists and integrates with advanced manufacturing and high-tech services, fully playing the catalytic role of service certification in improving manufacturing quality and reform and innovation in high-tech services. Service certification projects such as digital construction, green data centers for public institutions, and digital copyright management are good examples of cross-sector integration and development of service certification.
Industry insiders say, China's demand and market potential for service certification are huge. First, service certification development has a solid foundation. In 2019, the added value of China's tertiary industry accounted for 53.9%. Compared with the scale of China's service industry and certification industry, there is still considerable room and potential for the development of service certification. Second, localities and industries have strong development willingness. As an effective tool to promote the high-quality development of the service industry, service certification is increasingly favored by industries and localities, showing strong willingness to develop service certification. Third, service certification development is currently in a policy opportunity period. Important documents such as the State Council's "Opinions on Strengthening the Quality Certification System and Promoting Comprehensive Quality Management," the General Office of the State Council's "Opinions on Promoting the Development of Elderly Care Services," and the General Office of the State Council's "Opinions on Promoting the Quality Improvement and Expansion of the Domestic Service Industry" all put forward clear requirements for the development of service certification, injecting strong policy support into the industry's development.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
