Certification and accreditation strongly support Shenzhen's high-quality development — ranked first nationwide in the number of certification certificates obtained, with certification bodies accounting for half of Guangdong Province.


As of June this year, Shenzhen has nearly 33,000 certified enterprises and has issued 116,000 certification certificates, ranking first in the country in terms of the number of city certificates. As of August this year, Shenzhen ranks first among large and medium-sized cities nationwide in the proportion of certification certificates obtained. The number of certification bodies accounts for half of Guangdong Province, with 965 organizations certified for general service certification. Certification and accreditation have become a strong support for Shenzhen's high-quality development.

Certification is not just a static certificate and mark; it is a modern management tool whereby a third party conducts conformity assessment of products, services, management systems, etc., and provides public proof. As an internationally recognized foundation of quality technology, certification establishes and transmits trust on both supply and demand sides, with unique advantages in strengthening quality management, improving market efficiency, and reducing risk costs. Consumers can confidently select products through certification marks; enterprises can enhance service management levels and capabilities guided by certification standards to achieve better development. Certification and accreditation technology has become an important means for the Shenzhen Market Supervision Bureau to improve quality supervision. During the pandemic, the Shenzhen Market Supervision Bureau conducted comprehensive certification inspections and supervision of epidemic prevention material production enterprises as part of special rectification of epidemic prevention product quality and market order. It also continued to strengthen certification supervision, promote the construction of a certification integrity system, and carry out green product certification, effectively improving the efficiency of quality supervision. This not only contributed to winning the battle against the epidemic but also showcased a new outlook for Shenzhen's certification work.

Certification and accreditation also play an important role in other areas of Shenzhen's market supervision. According to reports, in food safety supervision, the Shenzhen Market Supervision Bureau ensures food safety by conducting layered certification across all stages including production, processing, packaging, storage, transportation, retail, and catering. Certification, as a quality badge, connects the supply and consumption ends of Shenzhen's food, conveying food safety information to the market and consumers. Through certification, the Shenzhen Market Supervision Bureau ensures continuous compliance of food production enterprises and product consistency, achieving controllable full-chain supervision "from farm to table."

In recent years, the Shenzhen Market Supervision Bureau has fully integrated standards with certification and accreditation, successively launching a series of highlight measures such as the "Shenzhen Standard" certification, "Zhenpin" mark certification, and standard demonstration base certification, effectively assisting Shenzhen in creating a pioneering model for high-quality development. "Certification and accreditation have become a reflection of Shenzhen's soft power, closely connected with enterprises and the daily lives of the public," said a relevant person in charge of the Shenzhen Market Supervision Bureau.

The development and widespread application of certification and accreditation technology cannot be separated from the Shenzhen Market Supervision Bureau's continuous efforts in supervision in recent years. The certification industry in Shenzhen has developed rapidly, but illegal certification activities such as counterfeiting, forgery, and buying and selling certificates have also resurfaced. To purify the certification market environment, the Shenzhen Market Supervision Bureau has strengthened supervision of certification activities by conducting annual "double random, one public" inspections, special rectifications, and spot checks, supervising certification bodies and certified enterprises. In 2019, Shenzhen inspected more than 400 certified enterprises and related certification bodies, filed 57 certification cases, and imposed fines and confiscations exceeding 250,000 yuan, effectively regulating Shenzhen's certification market order and deterring illegal market behavior.

A relevant person in charge of the Shenzhen Market Supervision Bureau stated that the development of Shenzhen in the field of certification and accreditation still faces a long and difficult road. Overall, China is still in the second tier of international certification and accreditation and urgently needs to accelerate its progress toward becoming a strong country in certification and accreditation. Shenzhen will continue to increase reforms in compulsory product certification, certification body approval, and qualification recognition of inspection and testing institutions, promote the "delegation, regulation, and service" reform of inspection, testing, and certification, and further stimulate market vitality. Building on existing achievements, Shenzhen will accelerate the establishment and improvement of certification and accreditation systems in public health, ecological security, cybersecurity, emergency management, and other fields, strengthening technical support capabilities; it will also actively promote international mutual recognition of certification and accreditation between Shenzhen and export destination countries, reduce access barriers and duplicate certification costs, and facilitate Shenzhen enterprises and products and services to "go global."

The "Measures" will take effect from April 1, 2026.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
