GB/T50430 Building Construction System Certification


The construction industry is a sector that implements qualification access; construction companies without qualifications can hardly obtain projects. Once a construction qualification is obtained, the company can choose suitable project contracts and begin normal operations.

Various bidding processes in the construction industry generally require four system certifications (Environmental Management System Certification, Occupational Health and Safety Management System, Quality Management System, Construction Quality Management System). A reliable quality system certification is the best reflection of a company's strength and is a crucial stepping stone for obtaining customer qualification and entering the international market.

Compared to the Construction Quality Management System, the ISO three systems are more familiar to everyone. GB/T50430 is fully titled "Quality Management Specification for Engineering Construction Enterprises". It is a standard drafted by the Ministry of Construction to strengthen the quality management of engineering construction enterprises, standardizing a series of processes including project bidding, signing construction contracts, site surveys, construction drawing design, preparation of related operation instructions, entry of personnel, machinery and materials, construction process management and inspection, internal completion acceptance, final delivery acceptance, archive handover, personnel departure, and warranty services.

In fact, it promotes enterprises to fully implement GB/T50430, further strengthens and enforces quality responsibilities, improves enterprise self-discipline and quality management levels, and promotes the scientific, standardized, and legal management of construction enterprise quality.

 

The four systems for construction enterprises are applied for in four stages.

 

1. Enterprise Data Preparation Stage

Check whether the enterprise license, qualification certificate, organization code certificate, and inspection reports of various construction equipment that passed the annual inspection this year are complete. Whether a system has been established based on the enterprise's situation, forming controlled documents and running improvements.

The system establishment can be done independently or with the assistance of professional organizations. The system documents generally include manuals for the three major systems, second-level control procedure documents, third-level various operation guides, regulations, and some record documents. Since environment and occupational health involve hazard identification and many laws and regulations, it is recommended to seek professional organizations if unfamiliar.

2. Application for Certification Stage

When the enterprise has prepared all materials and the site, it submits a certification application to the certification body. After filling out the application form, the certification body will draft a contract based on the enterprise's actual situation. After signing the contract, the audit phase will begin. This process can be completed within a week.

3. Certification Stage

The audit body will dispatch its auditors to audit the enterprise, generally divided into two stages.

The first stage is the document audit stage, during which some improvement suggestions will be made. After the enterprise corrects these suggestions, the second stage of on-site audit can be arranged. The on-site audit checks whether the enterprise implements the established system and points out areas for improvement if nonconformities are found.

Generally, the construction unit needs to provide at least one construction site, meaning the second stage audit will cover both the office and the construction site. The project progress at the construction site is best maintained between 40%-80%. This process depends on the situation but can generally be arranged and completed within a month.

4. Improvement of Nonconformities and Issuance of Certificate

After the enterprise completes improvements on the nonconformities raised by the auditors and the auditors verify compliance, the certification body will issue the certification certificate upon settlement of fees.

This process can generally be completed within a month. Nonconformities must be corrected within three months; otherwise, the audit will be invalid. Therefore, enterprises should cooperate with improvements, and one month is usually sufficient.

For enterprises that have not yet applied for quality management system certification, it is even more necessary to speed up.
