National Quality Infrastructure and Certification Accreditation Included in the "14th Five-Year Plan" Recommendations


On November 3rd, the "Recommendations of the CPC Central Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035" were released. Contents related to national quality infrastructure, certification, and accreditation were incorporated into the "14th Five-Year Plan" recommendations.

Accelerate the development of a modern industrial system and promote the optimization and upgrading of the economic system.

Adhere to focusing economic development on the real economy, unswervingly build a strong manufacturing country, a strong quality country, a strong network country, and a digital China, advance the high-level development of industrial foundations and modernization of industrial chains, and improve economic quality, efficiency, and core competitiveness.

Enhance the modernization level of industrial and supply chains. Maintain the manufacturing industry's proportion basically stable and consolidate and strengthen the foundation of the real economy. Adhere to independent control, safety, and efficiency, carry out supply chain strategic design and precise measures by industry, and promote the optimization and upgrading of the entire industrial chain. Strengthen the advantages of industrial and supply chains, based on China's industrial scale advantages, supporting advantages, and first-mover advantages in some fields, build emerging industrial chains, promote the high-end, intelligent, and green transformation of traditional industries, and develop service-oriented manufacturing. Improve the national quality infrastructure, strengthen the construction of systems and capabilities such as standards, metrology, and patents, and carry out quality improvement actions in depth. Promote the orderly transfer of industries domestically, optimize the regional industrial chain layout, and support the transformation and development of old industrial bases. Address weaknesses in industrial and supply chains, implement industrial foundation reconstruction projects, intensify efforts in key products and core technologies, develop advanced applicable technologies, and promote diversification of industrial and supply chains. Optimize the development environment of industrial and supply chains and strengthen factor support. Enhance international industrial security cooperation to form industrial and supply chains with stronger innovation, higher added value, and greater safety and reliability.

Form a strong domestic market and build a new development pattern.

Adhere to expanding domestic demand as a strategic foundation, accelerate the cultivation of a complete domestic demand system, organically combine the implementation of the strategy to expand domestic demand with deepening supply-side structural reforms, and lead and create new demand through innovation-driven, high-quality supply.

Promote dual circulation of domestic and international markets. Based on the domestic large circulation, leverage comparative advantages, coordinate the construction of a strong domestic market and a strong trading country, attract global resources and factors through domestic circulation, make full use of both domestic and international markets and resources, actively promote coordinated development of domestic and foreign demand, imports and exports, foreign investment introduction and outbound investment, and promote basic balance of international payments. Improve the integrated regulation system for domestic and foreign trade, promote the connection of laws and regulations, regulatory systems, business qualifications, quality standards, inspection and quarantine, certification and accreditation between domestic and foreign trade, and advance unified lines, standards, and quality. Optimize the layout of domestic and international markets, commodity structures, and trade methods, improve export quality, increase imports of high-quality products, implement trade and investment integration projects, and build a modern logistics system.

The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
