Announcement of the State Administration for Market Regulation on Implementing the "Decision of the State Council on Cancelling and Delegating a Batch of Administrative Licensing Matters"


To thoroughly implement the spirit of the "Decision of the State Council on Cancelling and Delegating a Batch of Administrative Licensing Items" (Guo Fa [2020] No. 13, hereinafter referred to as the "Decision"), and to effectively carry out the cancellation of the "designation of inspection agencies related to compulsory certification" licensing work, the following announcement is hereby made regarding relevant matters:

1. Resolutely Cancel Relevant Licensing Items

(1) From the date of issuance of the "Decision," the State Administration for Market Regulation shall stop accepting, reviewing, and approving the licensing items of "designation of inspection agencies related to compulsory certification." For applications already accepted, the administrative licensing procedures shall be terminated according to law.

(2) After the cancellation of the license, the designated certification bodies for compulsory product certification (CCC certification) shall conduct CCC certification factory inspections by themselves or entrust capable inspection agencies, and shall be responsible for the conclusions of the factory inspections.

2. Strictly Regulate Work Requirements

(1) The designated certification bodies for CCC certification shall conscientiously fulfill their main responsibilities, further clarify factory inspection procedures, personnel management requirements, and the responsibilities of each position, strengthen the review of factory inspection conclusions, enhance risk management of inspection activities, and improve the effectiveness of certification results.

(2) The implementing agencies for CCC certification factory inspections shall strictly carry out inspection activities in accordance with relevant CCC certification regulations, rules, and standards, retain complete records of the inspection process, and ensure effective traceability of responsibilities at all stages.

3. Further Strengthen Supervision During and After the Event

(1) The State Administration for Market Regulation will increase administrative supervision over the implementing agencies of CCC certification factory inspections and their activities, regularly organize inspections; coordinate and improve the factory inspection risk monitoring mechanism, implement credit supervision according to law, and truthfully record and disclose illegal and dishonest behaviors.

(2) Market regulation departments at all levels shall use "double random, one public" supervision as the basic method, combined with complaints and reports, daily monitoring, credit supervision, and other differentiated regulatory measures.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
