To accelerate the high-quality development of the manufacturing service industry, 13 departments including the National Development and Reform Commission and the State Administration for Market Regulation have issued the "Opinions on Accelerating the High-Quality Development of the Manufacturing Service Industry" (hereinafter referred to as the "Opinions"). The Opinions focus on key links and areas, accelerating the development of manufacturing services from six aspects such as enhancing manufacturing innovation capabilities and optimizing the quality of manufacturing supply, leading the transformation, upgrading, and quality improvement of manufacturing through high-quality service supply. The Opinions clarify the need to accelerate the market-oriented, internationalized, specialized, intensive, and standardized reform and development of the inspection, testing, and certification service industry, improve service levels and credibility, promote the construction of the national inspection, testing, and certification public service platform, and drive the improvement of manufacturing product and service quality.

To the relevant departments of provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps:
The manufacturing service industry is a production-oriented service industry aimed at manufacturing. It is an important support for enhancing the competitiveness and comprehensive strength of manufacturing products, promoting the transformation, upgrading, and high-quality development of manufacturing. Currently, the quality of supply in China's manufacturing service industry is not high, the degree of specialization and socialization is insufficient, the role in leading the manufacturing value chain climb is not obvious, and there is still a gap with the requirements of building a modern economic system and achieving high-quality economic development. To accelerate the high-quality development of the manufacturing service industry, the following opinions are proposed.
(1) Guiding Ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee, unswervingly implement the new development concept, take promoting high-quality development as the theme, deepen supply-side structural reform as the main line, give full play to the decisive role of the market in resource allocation, better play the role of the government, focus on key areas and critical links, cultivate and expand service entities, accelerate the improvement of specialized, socialized, and comprehensive service capabilities for manufacturing, improve the overall quality and level of the manufacturing industry chain, adapt to and lead the creation of new demand with high-quality supply, and provide strong support for accelerating the construction of a modern economic system and the establishment of a new development pattern with the domestic cycle as the main body and domestic and international dual cycles promoting each other.
(2) Development Goals. Strive to significantly enhance the role of the manufacturing service industry in improving manufacturing quality and efficiency, innovation capability, and resource allocation efficiency by 2025, and make its support and leading role in the high-quality development of manufacturing more prominent. The level of specialization, standardization, branding, digitalization, and internationalization in key areas of the manufacturing service industry will be significantly improved, forming a number of manufacturing service industry clusters and demonstration enterprises with distinctive characteristics and obvious advantages.
II. Development Directions of the Manufacturing Service Industry
Focus on key links and areas, accelerate the development of the manufacturing service industry from six aspects, and lead the transformation, upgrading, and quality improvement of manufacturing through high-quality service supply.
(3) Enhance Manufacturing Innovation Capability. Develop scientific and technological services such as research and development, technology transfer, entrepreneurship incubation, intellectual property, and scientific and technological consulting; strengthen key core technology breakthroughs; accelerate the transformation of scientific and technological achievements; consolidate the foundation of industry-university-research collaborative innovation; promote precise docking and deep integration of the industrial chain and innovation chain; enhance manufacturing technological innovation capabilities; improve the advanced level of the manufacturing industry base and the modernization of the industrial and supply chains. Improve the specialization and digitalization level of business consulting to help manufacturing enterprises establish strategic thinking, innovate management models, optimize governance structures, and promote improved operational efficiency. Accelerate the market-oriented, internationalized, specialized, intensive, and standardized reform and development of the inspection, testing, and certification service industry, improve service levels and credibility, promote the construction of the national inspection, testing, and certification public service platform, and drive the improvement of manufacturing product and service quality. Strengthen the construction of national metrology benchmarks and standard substances, improve metrology and testing capabilities, and optimize the market supply of metrology and testing services. Accelerate the development of industrial software and the industrial internet, cultivate shared manufacturing, shared design, and shared data platforms, and promote efficient resource utilization and value sharing in manufacturing. Develop a modern logistics service system, promote the integration and sharing of information resources, realize real-time collection and interconnection of information in upstream and downstream links such as procurement, production, and circulation, and improve the integrated operation level of production manufacturing and logistics. Develop human resource management services, improve talent management capabilities and levels, optimize talent incentive mechanisms, promote stable manufacturing employment, and help achieve common prosperity. Increase efforts in data resource development, opening, and sharing, promote the reasonable flow, effective aggregation, and utilization of new production factors such as knowledge, information, and data, and promote the digital transformation of manufacturing. Support manufacturing enterprises in leveraging their supply chain advantages to empower upstream and downstream enterprises, facilitating efficient connection and full-process collaboration across all links. Consolidate the competitiveness of core links in the manufacturing supply chain and address weaknesses in the manufacturing supply chain. (9) Manufacturing Services Main Body Cultivation Action. Focus on common service demands of manufacturing, accelerate the cultivation of a batch of comprehensive service platforms integrating strategic consulting, management optimization, solution innovation, and digital capability building. Support manufacturing enterprises to divest non-core services according to market principles, providing socialized and specialized services such as R&D design, entrepreneurship incubation, metrology testing, and inspection for upstream and downstream enterprises in the industrial chain. Implement a special action for digital empowerment of small and medium-sized enterprises, gather a group of digital service providers targeting manufacturing SMEs.
