Recently, the government of Chizhou City, Anhui Province, introduced the "Support Policy for Quality Improvement Awards and Subsidies" (hereinafter referred to as the "Policy"), with market entities eligible for up to 1 million yuan in award and subsidy funds. This is a series of special reward policies first introduced by the Chizhou City government to promote high-quality economic development, focusing on stimulating market entities' enthusiasm and creativity in improving quality levels. Some policy measures are pioneering or leading within Anhui Province. The full text of the "Policy" is as follows:

Several Policies Supporting Quality Improvement in Chizhou City
To thoroughly implement the strategy of building a quality-strong city and comprehensively improve the level of quality construction, this policy is formulated based on the "Implementation Opinions of the CPC Chizhou Municipal Committee and Chizhou Municipal People's Government on Carrying out Quality Improvement Actions to Accelerate the Construction of a Quality-Strong City" (Chimi [2019] No. 66) and other documents, combined with the actual situation of our city.
I. Promote Quality Brand Upgrading
1. Enterprises that have won the China Quality Award or the Provincial Government Quality Award will be given a one-time reward of 1 million yuan and 500,000 yuan respectively.
2. Enterprises recognized as Anhui Province high-end manufacturing brand cultivation enterprises will be given a one-time reward of 100,000 yuan.
3. Entities undertaking and passing the creation acceptance of national and provincial (including Yangtze River Delta region) product quality improvement demonstration zones will be given a one-time reward of 500,000 yuan and 150,000 yuan respectively.
II. Support Standard Development
4. Units leading the formulation of international standards (top three rankings), national standards and industry standards (top three rankings and listed as the leading unit in the project approval documents), national group standards and provincial local standards (ranked first), provincial group standards and municipal local standards (ranked first) will be given a one-time reward of 1 million yuan, 400,000 yuan, 100,000 yuan, and 50,000 yuan respectively for each standard.
5. Units leading the revision or participating in the formulation of international standards, national standards and industry standards, national group standards and provincial local standards will be given a one-time reward of 300,000 yuan, 100,000 yuan, and 20,000 yuan respectively for each standard.
III. Promote Standard Implementation
6. Units undertaking and passing the evaluation acceptance of national and provincial (including Yangtze River Delta region) standardization pilot demonstration projects will be given a one-time reward of 150,000 yuan and 100,000 yuan respectively.
7. Enterprises rated as AAAAA, AAAA, and AAA level standardization good behavior will be given a one-time reward of 100,000 yuan, 80,000 yuan, and 50,000 yuan respectively.
IV. Encourage Standard Innovation
8. Units undertaking and passing the evaluation acceptance of national and provincial technical standard innovation base projects will be given a one-time reward of 800,000 yuan and 500,000 yuan respectively.
9. Units first rated as national or provincial enterprise standard leaders will be given a one-time reward of 200,000 yuan and 100,000 yuan respectively.
10. Units awarded the national or provincial standard innovation contribution award will be given a one-time reward of 200,000 yuan and 100,000 yuan respectively.
V. Support Standardization Organization Construction
11. Units undertaking the secretariat work of international professional standardization technical committees (TC), sub-technical committees (SC), and working groups (WG) will be given a one-time reward of 1 million yuan, 500,000 yuan, and 300,000 yuan respectively.
12. Units undertaking the secretariat work of national professional standardization technical committees (TC), sub-technical committees (SC), and working groups (WG) will be given a one-time reward of 500,000 yuan, 300,000 yuan, and 150,000 yuan respectively.
13. Units undertaking the secretariat work of Anhui Province professional standardization technical committees (TC) will be given a one-time reward of 150,000 yuan.
VI. Encourage Intellectual Property Creation
14. For newly authorized Chinese invention patents, a one-time reward of 10,000 yuan per patent will be given; enterprises with 5 or more valid invention patents for the first time will be given a one-time reward of 50,000 yuan; those with 10 or more valid invention patents for the first time will be given a one-time reward of 100,000 yuan.
15. For granted foreign invention patents, a one-time reward of 20,000 yuan per patent per country will be given, with a maximum of 100,000 yuan. For newly registered Madrid international trademarks, a subsidy of 50% of the approved trademark registration fee per item will be given, with a maximum of 50,000 yuan.
16. A one-time reward of 100,000 yuan will be given to the applicants of approved registered geographical indication trademarks and national geographical indication products.
VII. Strengthen Intellectual Property Management
17. Newly recognized national and provincial intellectual property demonstration enterprises or demonstration parks will be given a one-time reward of 500,000 yuan and 100,000 yuan respectively; newly recognized national and provincial intellectual property advantage enterprises or pilot parks will be given a one-time reward of 100,000 yuan and 50,000 yuan respectively.
18. Units winning the national patent gold, silver, and excellence awards will be given a one-time reward of 500,000 yuan, 300,000 yuan, and 200,000 yuan respectively; units winning the provincial patent gold, silver, and excellence awards will be given a one-time reward of 200,000 yuan, 150,000 yuan, and 100,000 yuan respectively.
19. Units passing the national intellectual property standard certification will be given a one-time reward of 50,000 yuan. Enterprises conducting major economic and technological intellectual property evaluation work and passing provincial or higher acceptance will be given a one-time reward of 200,000 yuan.
20. Enterprises recognized by the National Intellectual Property Office as well-known trademarks will be given a one-time reward of 500,000 yuan.
VIII. Strengthen Intellectual Property Protection
21. Patent holders in this city who win rights protection cases will be given a reward of 50,000 yuan. For each successful invalidation request filed with the National Intellectual Property Office against another party's patent, a reward of 20,000 yuan will be given.
IX. Promote Intellectual Property Utilization
22. Enterprises financing through trademark or patent pledge loans and repaying on time will be subsidized 10% of the interest, with a maximum of 300,000 yuan per enterprise per time.
23. Enterprises obtaining trademark or patent pledge loans through guarantees will be subsidized 50% of the guarantee fees, with a maximum of 100,000 yuan per enterprise per time.
X. Develop Intellectual Property Services
24. Service agencies newly registered in our city and filed with the National Intellectual Property Office that start patent, trademark, and other intellectual property agency services within the same year will be given a one-time subsidy of 30,000 yuan.
25. Service agencies in our city providing patent custody services, with 100 or more custodian enterprises or an annual increase of more than 100, and a zero failure rate of invention patents, will be rewarded 50,000 yuan.
XI. Encourage Defective Product Recall
26. Enterprises that proactively implement defective product recalls and publish recall announcements on provincial or higher recall websites will be subsidized 5% of the recalled goods' value (minimum 100,000 yuan), as determined by the local market supervision department, with a maximum subsidy of 10,000 yuan per enterprise per year.
Enterprises that fail to fulfill defective product recall obligations will not enjoy the benefits of this Support Policy for Quality Improvement.
XII. Supplementary Provisions
27. The beneficiaries of this policy are enterprises or units registered within the city's jurisdiction, operating legally, and without bad credit records, except those restricted by laws, regulations, rules, and industrial policies, or those involved in major environmental protection or production safety accidents, or listed as dishonest persons subject to enforcement.
28. This policy applies to the years 2020-2022. The Municipal Market Supervision Bureau, together with the Municipal Finance Bureau, is responsible for interpretation and formulation of specific implementation rules, which will be publicly released. In case of inconsistency with existing related policies, this policy shall prevail. For the same enterprise and the same matter, rewards and subsidies shall be granted based on the principle of "higher and better, no duplication."
29. The Municipal Finance Bureau leads the performance evaluation of the implementation effect of this policy and, based on the evaluation, jointly with the Municipal Market Supervision Bureau, revises and improves the policy.
