On April 23, to regulate the remanufacturing behavior and market order of automotive parts, ensure the quality of remanufactured products, and promote the high-quality development of the automotive parts remanufacturing industry, the National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Ecology and Environment, Ministry of Transport, Ministry of Commerce, General Administration of Customs, State Administration for Market Regulation, and China Banking and Insurance Regulatory Commission jointly issued the "Interim Measures for the Standardized Management of Automotive Parts Remanufacturing" (hereinafter referred to as the "Interim Measures").
The "Interim Measures" introduce that remanufacturing refers to the process of professionally repairing or upgrading old automotive parts that are no longer used due to functional damage or technical obsolescence, so that their quality characteristics and safety and environmental performance are not lower than those of the original new products.
The "Interim Measures" consist of eight chapters and thirty-six articles, clearly stipulating the standardized conditions for remanufacturing enterprises, management of old parts recycling, remanufacturing production management, remanufactured product management, remanufacturing market management, supervision and management, and other aspects.
First, remanufactured products are required to strictly match the original new products. The "Interim Measures" clarify that remanufacturing enterprises are the main quality responsibility entities for remanufactured products, and set normative requirements for their internal quality management, product design, production processes, quality inspection levels, technical equipment, and environmental protection equipment. It is clearly stipulated that the performance and quality of remanufactured products shall not be lower than those of the original new products, and they shall comply with the same standards as new products in factory inspection and testing, mandatory certification, and warranty standards. Relevant enterprises are required to inform consumers that the products sold are remanufactured, provide remanufactured product labels and instructions, make public commitments to society, and provide certificates of conformity and after-sales warranty certificates.
Second, regulate the production behavior of remanufacturing enterprises. The "Interim Measures" regulate the main links of production behavior of remanufacturing enterprises, including the ability to detect and identify old parts, technical equipment and production capacity for disassembly, cleaning, manufacturing, assembly, product quality inspection, and related waste treatment and environmental protection requirements, to ensure the quality of remanufactured products.
Third, propose measures to encourage the application of remanufactured products. While regulating the circulation of remanufactured products, the "Interim Measures" encourage deep integration of insurance and the remanufacturing industry, encourage scrapped motor vehicle recycling and dismantling enterprises, insurance companies, and automobile repair enterprises to prioritize cooperation with certified remanufacturing enterprises and use their remanufactured products. Government agencies, the military, and other public institutions are encouraged to prioritize the use of remanufactured products.
In addition, the state encourages existing remanufacturing enterprises to upgrade quality, gather development, and improve industrialization and standardization levels. It encourages remanufacturing enterprises to carry out remanufacturing quality management system certification . Remanufacturing enterprises should actively adopt internationally advanced quality management standards to improve management levels.
About quality management systems
A quality management system is the part of an organizational management system related to quality, used to establish quality policies and quality objectives, including the processes to achieve these objectives and a set of interrelated and interacting elements. Having a formal quality management system will play an important supporting role in the long-term development of the organization.
Management system standards are divided into three categories:

3. Improvement. Improvement (pursuit of sustained success) is one of the core concepts of management systems, reflected in multiple standards. Additionally, ISO 9004 provides quality management methods for pursuing sustained success beyond the requirements of ISO 9001. Other related supporting standards also provide specialized improvement methods. 4. Evaluation. The ISO 19011 standard provides audit management methods for evaluating quality management systems, offering important support for systematic continuous improvement.
