On April 23, to regulate the remanufacturing behavior and market order of automotive parts, ensure the quality of remanufactured products, and promote the high-quality development of the automotive parts remanufacturing industry, the National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Ecology and Environment, Ministry of Transport, Ministry of Commerce, General Administration of Customs, State Administration for Market Regulation, and China Banking and Insurance Regulatory Commission jointly issued the "Interim Measures for the Standardized Management of Automotive Parts Remanufacturing" (hereinafter referred to as the "Interim Measures").

A quality management system is the part of an organizational management system related to quality, used to establish quality policies and quality objectives, including the processes to achieve these objectives and a set of interrelated and interacting elements. Having a formal quality management system will play an important supporting role in the long-term development of the organization.

Management system standards are divided into three categories:

Category A: Management system requirement standards. These standards mainly provide relevant specifications about the organization's management system to the market, and through evaluation, prove whether the organization's management system meets internal and external requirements.

Category B: Management system guidance standards. These standards provide additional or independent guidance on various elements of the management system to help organizations implement and/or improve the management system.

Category C: Management system related standards. These standards provide detailed information on specific parts of the management system or guidance on related supporting technologies of the management system.

Characteristics of the quality management system series standards:

1. Theoretical. Other standards also involve related management theories to varying degrees. These management theories have been proven through practice to bring value to stakeholders.

2. Requirement. The only requirement standard in the quality management system series is the ISO 9001 standard. The core clauses' requirements in the standard must be met by organizations when establishing, implementing, maintaining, and improving the quality management system, and are also important criteria for quality management system audit and evaluation.

3. Improvement. Improvement (pursuit of sustained success) is one of the core concepts of management systems, reflected in multiple standards. Additionally, ISO 9004 provides quality management methods for pursuing sustained success beyond the requirements of ISO 9001. Other related supporting standards also provide specialized improvement methods.
