The Three-System Certification, also known as the Three-Standard System Certification or Three-Standard Integration, includes ISO9000 Quality Management System, ISO14000 Environmental Management System, and ISO45001 Occupational Health and Safety Management System. The Three-System is a macro management concept based on national laws related to product quality, standards, and metrology, as well as product standards. It operates and controls effectively through organizational structure establishment, job setting, division of job responsibilities, and formulation of job systems and processes, covering personnel, workplace, equipment and facilities, business items, and environmental impact to achieve personnel safety, quality assurance, environmental protection, customer satisfaction, and corporate benefits.
The operation of enterprises cannot be separated from the standardized management of the three major systems: ISO9001, ISO14001, and ISO45001. These three system standards apply to all industries, and hundreds of thousands of enterprises, governments, service organizations, and other institutions worldwide have successfully obtained third-party certification. Obtaining the three major system certifications through professional third-party organizations has become a basic condition for organizations to enter the market and gain customer trust.
The following basic conditions must be met to apply for the Three-System Certification:
1. Possess independent legal person status or be an organization authorized by an independent legal person;
2. Establish a documented management system according to the requirements of the applied system standards;
3. Have operated the documented system for more than three months and conducted at least one management review and internal quality system audit according to the documentation requirements before the certification audit.
Eight major benefits of ISO9001 Quality Management System, ISO14001 Environmental Management System, and ISO45001 Occupational Health and Safety Management System certification:
1. Clarifies the responsibilities of various personnel within the enterprise, avoids shirking responsibility, and reduces troubles for leadership.
2. The documented management system makes work knowable, visible, and traceable, and training helps employees better understand the importance and requirements of their work.
3. Provides fundamental assurance for work.
4. Reduces various management and loss costs of the enterprise, improving efficiency.
5. Provides confidence to customers and potential customers.
6. Enhances the enterprise's image and increases competitive strength.
7. Meets market access requirements.
8. Almost essential for bidding, especially for government and state-owned enterprise tenders.
ISO Three-System Certification Process:
Sign contract - guidance materials (internal audit) - on-site audit by institution - rectification - certificate issuance
Generally, a single system takes about 1 month, and the three systems take about 2-3 months, depending on the actual cooperation of the enterprise.
How long is the validity period of the ISO Three-System Certification certificate?
The ISO system certification certificate is valid for three years, requiring annual surveillance audits, and a re-certification audit after three years.

Based on the strategic plan proposed by the headquarters, United Zhiye takes the upgrade of its product system as a key driver to build a three-tiered business structure—comprising “zero-carbon factory solutions + carbon-related products + integrated comprehensive services”—and thereby develop end-to-end service capabilities. The original enterprise’s integrated approach to low-carbon development has been upgraded to an integrated approach to zero-carbon development, which we regard as a milestone event. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to zero-carbon enterprise development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.
Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
