To further implement the deployment requirements of the State Administration for Market Regulation regarding the promotion of quality management system certification for small and micro enterprises, the China Certification and Accreditation Association, entrusted by the Certification Supervision Department of the State Administration for Market Regulation, conducted training activities on July 9 (Harbin) and July 15 (Hefei) to enhance quality management system certification for small and micro enterprises. Beijing United Zhiyie Certification Co., Ltd. was invited to participate in this event.

At the training meeting, Fu Qiang, Director of the Management System Certification Division of the Certification Supervision Department of the State Administration for Market Regulation, gave a comprehensive summary of the work to fully promote the enhancement of quality management system certification for small and micro enterprises; Liu Changzhou, Director of the Certification Body Management Division, and Li Lingzhi, Investigator of the same division, provided an in-depth interpretation of the background, plan, and implementation requirements of the certification body approval system reform from a policy perspective; Dong Deshan, Deputy Secretary-General of the China Certification and Accreditation Association, gave a special introduction on the evaluation indicators guide for the effectiveness of quality management certification enhancement for small and micro enterprises.
In response to the "Small and Micro Enterprises Quality Management System Certification Enhancement Action Initiative," this training meeting also specially held an initiative activity to stimulate enterprise vitality and promote high-quality development of the industry economy.

After the initiative activity, experts from various fields shared their work experiences in promoting the enhancement of quality management system certification for small and micro enterprises.
Chen Jiadan, Executive Deputy Manager Representative and Head of the Quality Management Department of Beijing United Zhiyie Certification Co., Ltd., is the project leader of the "Small and Micro Enterprises Quality Management Enhancement Action" at Beijing United Zhiyie Certification Co., Ltd. She is responsible for the selection of small and micro enterprises, quality research, quality assistance, and the compilation and revision of excellent cases. At this training meeting, Minister Chen Jiadan elaborated on the pilot work experience of small and micro enterprises from two aspects: the implementation guide for core processes in the metal industry and two excellent cases from our company's pilot activities.
In May 2018, the "Small and Micro Enterprises Quality Enhancement Action" was officially launched. United Zhiyie, as the lead unit of the metal industry research project team for this action, led member institutions to conduct status surveys on over a thousand small and micro enterprises, analyzed difficulties in quality management, and organized industry experts to compile the process management "Implementation Guide." From August to December 2019, participating in the pilot activities organized by the National Certification and Accreditation Administration, United Zhiyie and the Tianjin Market Supervision Commission worked with 11 enterprises. Through training, research, guidance, and verification, the pilot enterprises achieved good results in quality management.
This training activity involved more certification bodies, small and micro enterprises, and industry practitioners, expanding the beneficiary group of the training and fully releasing and extending the training effects.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
